Collateral Damage: Anti-Communism & U.S COLLATERAL DAMAGE: ANTI-COMMUNISM & U.S. CULTURAL POLICY A THESIS IN Political Science Presented to the Faculty of the University of Missouri–Kansas City in partial fulfillment of the requirements for the degree MASTER OF ARTS by DONALD ELWIN ADAMS M.A., Sangamon State University, Springfield, Illinois, 1976 Kansas City, Missouri 2014 © 2014 DONALD ELWIN ADAMS ALL RIGHTS RESERVED ii COLLATERAL DAMAGE: ANTI-COMMUNISM & U.S. CULTURAL POLICY Donald Elwin Adams, Candidate for the Master of Arts Degree University of Missouri–Kansas City, 2014 ABSTRACT The United States of America has never formally declared a cultural policy nor established a Cabinet-level department of cultural affairs, as many other nations have in the post–World War II era — depriving the American people a foundation and context for transparent, open deliberation over the nature and priorities of public cultural policy. The values that constitute our de facto policy must be discerned through the aggregate of specialized policymaking and action taken by federal, state, and local governments. Our reluctance to declare formal policy is partly due to the nation’s stance in conducting the Cold War — focused around an exaggerated Soviet threat —and its associated domestic anti-communist campaigning. In examining the historic record, “Collateral Damage” tells the story of anti-communism through much of the twentieth century, focusing on its cultural impact. The historical narrative follows from the first mass expression of anti-communist sentiment nationally, in the Red Scare of 1919, through its later expression in the “McCarthy era” of the Fifties, and its legacy since. Various iii approaches to cultural policy emerge throughout; but I focus especially on the contrasting federal cultural programs of the New Deal and those of domestic cultural agencies established in the 1960’s. This story reveals how politicians and policymakers relied upon religious values were for Cold War purposes, rather than crafting secular statements of national cultural values. The study identifies six other significant impacts of anti-communism on U.S. cultural policy since the Sixties: the primacy of the private sector; Euro-centric bias in defining the cultural field; an approach to cultural diversity that marginalizes voices from outside traditional fine-arts contexts; a proscription against engagement with social issues in the arts and humanities; the replacement of democracy with “free enterprise” as the driving spirit in cultural policy; and a U.S. stance in international cultural-policy deliberations that tends to interpret transnational cultural issues in terms of commerce and national security.     Communist Development and the Post-Communist Democratic Deficit Grigore Pop-Eleches Princeton University [email protected] Abstract: This article analyzes the post-communist regime track record in comparative perspective and reevaluates the impact of modernization on the democratic prospects in developing countries. The analysis shows that ex-communist countries were less democratic than their socio- economic development levels would have predicted, and that the development-democracy link was different than elsewhere, due to the distorted nature of communist development. The article then traces this democratic deficit to individual-level deficits in democratic attitudes and civic and political participation. Post-communist democratic prospects are further undermined by the fact that the participatory deficit is greater among the relatively pro- democratic middle class, than among the lower class, which had experienced mobilization from above under communism, but was less likely to subscribe to democratic values than lower classes in non-communist countries. After years of relative neglect,1 modernization theory has recently made an unexpected comeback as an explanation of cross-national regime patterns, as several statistically sophisticated approaches (e.g. Przeworski and Limongi 1997, Barro 1999, Boix and Stokes 2003, Epstein et al 2006) have assessed the impact of socio-economic development on the initiation and survival of democracy. Since modern conservatism’s recent birth in the United States in the last half century or more, many historians have claimed that both anti-communism and capitalism kept conservatives working in cooperation. My contention was that the intellectual founder of postwar conservatism, Russell Kirk, made imagination, and not anti-communism or capitalism, the thrust behind that movement in his seminal work The Conservative Mind. In The Conservative Mind, published in 1953, Russell Kirk created a conservative genealogy that began with English parliamentarian Edmund Burke. Using Burke and his dislike for the modern revolutionary spirit, Kirk uncovered a supposedly conservative seed that began in late eighteenth-century England, and traced it through various interlocutors into the United States that culminated in the writings of American expatriate poet T.S. Eliot. What Kirk really did was to create a counter-narrative to the American liberal tradition that usually began with the French Revolution and revolutionary figures such as English-American revolutionary Thomas Paine.
