I support this Bill because it takes care of one of the inherent constitutional weaknesses in the financial arrangement between the Centre and the States. One of the consistent complaints from the States is that the States have to discharge a number of responsibilities with regard to development, administration and social welfare activities. But the Centre has taken most of the elastic resources of revenue and the States are prevented from having buoyancy in the economy. Certainly, the present Bill brings all die taxable revenues of the Centre into the Divisible Pool. It is a welcome step, if the Bill is genuinely implemented.
