THURSDAY, THE 9TH JULY, 1998 14. @(a) STATUTORY RESOLUTION SEEKING DISAPPROVAL OF THE LOTTERIES (REGULATION) ORDINANCE, 1998-WITHDRAWN Further discussion on the following Resolution moved by Shri J. Chitharanjan on the 6th July, 1998, continued. "That this House disapproves of the Lotteries (Regulation) Ordinance, 1998 (No. 6 of 1998) promulgated by the President on the 23rd April, 1998." @(b) GOVERNMENT BILL-PASSED The Lotteries (Regulation) Bill, 1998 Further discussion on the motion for consideration of the Bill moved by Shri L.K. Advani (Minister of Home Affairs) on the 6th July, 1998, continued. Members took part in the discussion on the Resolution and the Motion for consideration of the Bill. Shri J. Chitharanjan replied to the debate on the Resolution. Shri L. K. Advani replied to the debate. (a) The Resolution disapproving the Ordinance was withdrawn by leave of the House. (b) The motion for consideration of the Bill was adopted. Thereafter clause by clause consideration of the Bill was taken up. Clauses 2 to 13 were adopted. Shri Dilip Ray (Minister of State (Independent Charge) in the Ministry of Coal and additional charge of M/O Parliamentary Affairs) moved: "That Dr. (Shrimati) Najma Heptulla be chosen as the Deputy Chairman of the Rajya Sabha." Shrimati Shabana Azmi moved: "That Dr. (Shrimati) Najma Heptulla be chosen as the Deputy Chairman of the Rajya Sabha." The Chairman declared that Dr. (Shrimati) Najma Heptulla has been chosen as the Deputy Chairman of the Rajya Sabha. 3. FELICITATIONS TO THE DEPUTY CHAIRMAN Shri Atal Bihari Vajpayee (Prime Minister), Shri Sikander Bakhat, Leader of the House and Minister of Industries, Dr. Manmohan Singh, Leader of the Opposition and Members felicitated Dr. (Shrimati) Najma Heptulla on her election as Deputy Chairman. The Chairman associated himself with the felicitations offered to Dr. (Shrimati) Najma Heptulla Dr. (Shrimati) Najma Heptulla thanked the Chairman and the Members for the felicitations. 4. MESSAGE FROM LOK SABHA The Appropriation (Railways) No. 3 Bill, 1998. Secretary-General reported to the House the following message received from the Lok Sabha signed by the Secretary-General of the Lok Sabha: "In accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Appropriation (Railways) No. 3 Bill, 1998, as passed by Lok Sabha at its sitting held on the 7th July, 1998." 2. The Speaker has certified that this Bill is a Money Bill within the meaning of article 110 of the Constitution of India." 5. BILL LAID ON THE TABLE Secretary-General laid on the Table a copy of the Appropriation (Railways) No. 3 Bill, 1998 as passed by the Lok Sabha. 6.
