It asks those agents, who claim for themselves the title, “architect” what does it mean to be an architect in postcolonial India. It argues that the meaning of the being of architects emerges in the dialectical and transitory nature of the to be implied in the question. It presents by the way of its argument three “moments” in the question of the meaning of being of architects. The first, the Moment of the Architect, focuses on the Architects Act of 1972, which the work argues is a project, projecting a particular domain in postcolonial India. The essence of this projection lies in the “imagined” figure of the architect, in which the meaning of the architect is, (in) being different from engineers and planners, (as) being rightful claimants of the “Architect” as articulated in Modernism’s discourses of architecture, and (as) being a figure always and already grounded in the postcolonial Indian State’s “project” of nation building. The second, the Moment of Design, focuses on the design jury, and architectural drawings. It shows how drawings and juries produce the meaning of design and the architect in terms of a future that-will-be and as a subject-position endowed with a historical consciousness who projects and creates this future that-will-be. It also demonstrates how this meaning of design and the architect weaves itself with the domain “projected” by the Act whose essence, beforehand, is this figure of the architect. The third, the Moment of Jugar, pursues (an)other sign to which architects in India lay a claim, and through which they articulate themselves, their expertise and their field: jugar. As this moment shows, the claims to jugar and being jugaru reveal completely different imaginations of selfhood and of expertise of those who also claim that they are architects. This moment, I argue presents, as it were, a limit to the meaning of “architecture and architects” that the two earlier moments attempt to continually (re)produce. Yet this limit is not an “outside” but rather a liminal “interiority.” BIOGRAPHICAL SKETCH Jaideep Chatterjee was born in New Delhi in 1974 and attended the Scindia School, Gwalior and The Delhi Public School, Mathura Road, New Delhi. He received a Diploma in Architecture (equivalent to a Bachelor of Architecture) from the D. C. Patel School of Architecture, Institute of Environmental Design (IED) Vallabh Vidya Nagar, Gujarat in 1998. Jaideep then worked as an architect at M/s Architects & Associates. In 1999 Jaideep continued to the School of Architecture and Interior Design (SAID) at the University of Cincinnati, earning a Master of Science in Architecture in 2001. He completed his graduate thesis entitled, Purdahnashin: On the Interrelatedness between Space and Sexuality of Women With(in) the Havelis of 18th and 19th centuries in Lucknow, India, under the supervision of Dr. Patrick Snadon. In fall of 2001, Jaideep began his doctoral studies at the history of Architecture and Urbanism Program at the School of Architecture, Art and Planning, Cornell University, under Dr. Mary Woods. In 2003 Jaideep also enrolled into the Department of Anthropology, College of Arts and Sciences, Cornell University as a doctoral student under Dr. Dominic Boyer. From 2009 Jaideep has been teaching at the School of Architecture and Interior Design (SAID) at the University of Cincinnati as an adjunct faculty. Jaideep has presented his research at numerous conferences and symposia in Istanbul, Ithaca, New York, Albuquerque, Washington, and New Delhi. His most recent article ““The Best Laid Plans of Mice and Men: Modernity and Architectural Design(s) in Postcolonial India,” is to be published in Modern Makeovers: The Oxford Handbook of Modernity in South Asia, edited by Saurabh Dube and Ishita Banerjee- Dube; Oxford University Press, New Delhi, as part of a collection of essays from emerging scholars of South Asia. iii Ma aar baba’r jonne iv ACKNOWLEDGMENTS This work owes much to many people over two countries and myriad academic disciplines without whose support it would have not been possible. I am also thankful to the Department of Architecture, University of Cincinnati for presenting me with an opportunity to teach while I finished writing the dissertation.     Chapter Two User Fee Collection Mechanism-Tolling 2.1: Historical Background: Toll roads have existed for at least the last 2,700 years, as tolls had to be paid by travellers using the Susa–Babylon highway under the regime of Ashurbanipal, who reigned in the 7th century BC15. Aristotle and Pliny refer to tolls in Arabia and other parts of Asia. In India, before the 4th century BC, the Arthasastra notes the use of tolls. Germanic tribes charged tolls to travellers across mountain passes. 15Gilliet, Henri (1990). "Toll roads-the French experience." Transrouts International, Saint-Quentin-en- Yvelines. 28 A 14th-century example (though not for a road) is Castle Loevestein in the Netherlands, which was built at a strategic point where two rivers meet. River tolls were charged on boats sailing along the river. Many modern European roads were originally constructed as toll roads in order to recoup the costs of construction, maintenance and as a source of tax money that is paid primarily by someone other than the local residents. In 14th-century England, some of the most heavily used roads were repaired with money raised from tolls by pavage grants. Widespread toll roads sometimes restricted traffic so much, by their high tolls, that they interfered with trade and cheap transportation needed to alleviate local famines or shortages.16 Tolls were used in the Holy Roman Empire in the 14th and 15th centuries. In the 20th century17, road tolls were introduced in Europe to finance the construction of motorway networks and specific transport infrastructure such as bridges and tunnels.

Introduction The Lycée Français Charles de Gaulle in Damascus, a school that houses 900 students from kindergarten up to baccalaureate level, is a garden-like school with classrooms integrated into an intricate system of courtyards and green patios. The main aim of the design was to set a precedent: a design in full respect of the environment that aspires to sustainability. Consequently it set out to eliminate air conditioning and use only natural ventilation, cooling, light/shadows and so economise also on running costs. The result is a project that fully reflects its aims and translates them into a special architectural language of forms with rhythms of alternating spaces, masses, gardens and a dramatic skyline rendered by the distinct vertical elements of the proposed solar chimneys. II. Contextual Information A. Brief historical background This is not an ordinary school, one that is merely expected to perform its educational functions although with a distinguishing characteristic: doing everything in French within an Arab country. Rather, it is a school with a great deal of symbolism and history attached to it. To illustrate this, suffice to say that this school, begun in 2006, was formally inaugurated by the French President himself. On a 2008 hot September Damascene morning, in the presence of world media, President Nicolas Sarkozy and the Syrian Minister of Education attended the formal opening of the school, in the hope of establishing a new phase of Franco-Syrian educational relations.

    ABSTRACT MARY ELIZABETH BLUME The English Claim to Gothic: Contemporary Approaches to an Age-Old Debate (Under the Direction of DR STEFAAN VAN LIEFFERINGE) The Gothic Revival of the nineteenth century in Europe aroused a debate concerning the origin of a style already six centuries old. Besides the underlying quandary of how to define or identify “Gothic” structures, the Victorian revivalists fought vehemently over the national birthright of the style. Although Gothic has been traditionally acknowledged as having French origins, English revivalists insisted on the autonomy of English Gothic as a distinct and independent style of architecture in origin and development. Surprisingly, nearly two centuries later, the debate over Gothic’s nationality persists, though the nationalistic tug-of-war has given way to the more scholarly contest to uncover the style’s authentic origins. Traditionally, scholarship took structural or formal approaches, which struggled to classify structures into rigidly defined periods of formal development. As the Gothic style did not develop in such a cleanly linear fashion, this practice of retrospective labeling took a second place to cultural approaches that consider the Gothic style as a material manifestation of an overarching conscious Gothic cultural movement. Nevertheless, scholars still frequently look to the Isle-de-France when discussing Gothic’s formal and cultural beginnings.
