Bosnia and Herzegovina – Flood Disaster Situation Report June 3, 2014

HIGHLIGHTS/KEY PRIORITIES:

! Reported increase in the number of landlides in Canton (, Gradačac) and in RS in municipality;

! The Federal and the RS meteorological Institute report that the weather conditions will be getting better and temperatures will be rising;

! Federal and Republic of Srpska Hydrological Report indicates that water levels are in most locations going down, some areas are still flooded.

! UNICEF is continuing to collect data on WASH from its partners; UNICEF will be hosting the 2nd coordination meeting on Wednesday 4 May 2014 at 10AM in UN House.

! In many locations water systems have been re-established, water is still not potable in most areas;

! Epidemiological situation is stable and no outbreaks have been reported in flood-stricken areas.

! , , , -Sana Canton and regions at the basin of Bosna, Krivaja and have been identified as mine and UXOs suspected areas;

! Number of persons accommodated in temporary accommodation facilities is 1384: number of temporary accommodation facilities reported to be 42.

SITUATION OVERVIEW:

Most affected areas

! Federation: (most affected municipalities: Novi Grad, Ilidza, Vogosca), - Doboj Canton (most affected municipalities: Tesanj, Zepce, Maglaj, Doboj Jug, Zavidovići i Olovo), (13 municipalities of which the most affected are: , Tuzla, , Gračanica, and Doboj Istok), Canton ( and surrounding areas), (most affected municipalities: Orašje, Domaljevac, Odžak). ! RS: The most affected municipalities are , Kotor Varos Laktasi, Ribnik, Kostajnica, , Jezero, Novi Grad; , Bratunac, , , , Milići, , , , Sekovići; Doboj, Modrica, Samac, Brod, Donji Zabar, , Petrovo, . More municipalities have been affected but were not covered by the reporting institution. ! Brcko District

Landslides

Local authorities have been taking necessary measures to evacuate the population in danger and to keep the landslides under control. The OKC 112 has reported an increase in the number of landlides, most notably In areas of: ! Tuzla Canton (Kalesija, Gradačac) and in RS in Bratunac municipality.

Weather Conditions

The Federal and the RS meteorological Institute report that the weather conditions will be getting better and temperatures will be rising in all parts of the country.

Water Levels

Federal and Republic of Srpska Hydrological Report indicates that water levels are in most locations going down. The OPS 211 reported that in Posavina the water levels did not go down yet in many areas. Kopanice, Vidovice ,Lepnice and Jenjice in Orasje municipality are still flooded.

WASH:

UNICEF is continuing to collect data on WASH from it’s partners:

! Maglaj: Water system is functioning and a team of Swiss experts have tested the chlorine level which are sufficient. About 400 meters of waterlines have been repaired to reconnect a 120 household community to the main water system; ! Doboj: Quality and chlorination of water remain an issue in Doboj. The Swiss expert team have provided mobile labs to test water. Identified needs include: reconstruction of the water distribution lab, installment of automatic chlorination systems and replacement of pumps; ! Tuzla: No major issues were identified; ! Samac: Water bladders were donated to support storage capacities of local municipalities along with water 1,250 canisters. EU Civil Protection Mechanism team started pumping water on 26 May 2014; ! Brcko: German NGO THW is conducting water purification while storage equipment has been donated by Swiss team; ! Bijeljina: Water distribution is running well some pipe connection supported by the Swiss; ! Olovo: Water is contaminated and not drinkable. Sweden is providing water treatment units.

The EU Civil Protection team is providing support in terms of High Capacity Pumping Modules (HCP) in Samac, Orasje West, Donja Mahala East, Domaljevac West, Donja Mahala West. Other WASH

equipment is operating in Orasje, Ostra Luka, Bok, Matic, Tolisa, Kostric, Tolisa, Tisina, Donji Sivilaj, Domaljevac, Gradac, Olovo, Zenica and Breza.

UNICEF will be hosting the 2nd coordination meeting on Wednesday 04 May 2014 at 10AM in UN House.

Water and Sanitation

! In many locations water systems have been re-established, OKC 112 report for June 2, 2014 states that water is still not potable in many areas. ! Emergency water purification systems provided but are still needed in many locations. ! Sanitation damaged in multiple areas. ! Concerns remain about water borne and vector borne diseases: risk of water and vector borne and contact (fecal-oral by type of transfer) epidemics of acute intestinal infectious diseases.

Health risks

Epidemiological situation remains stable and unchanged, with no reports of infections or disease outbreaks in flood-affected areas.

! Difficult hygienic conditions and widespread presence of insects and rodents calls for an enhanced epidemiological surveillance in the affected areas.

Two Interagency Emergency Health Kits (IEHK) provided by WHO, each containing medicines and medical supplies for covering the needs of 10,000 people for a period of three months (31 May).

! The kits will be forwarded to the Ministry of Health of the Federation of BiH and the Ministry of Health and Social Welfare of the , to be distributed in the flood-affected areas.

The Council of Ministers of BiH supported the joint initiative by Bosnia and Herzegovina, and (28 May) in order to conduct aerial mosquito spraying

! Initial spraying round postponed due to the weather conditions.

WHO, UNFPA and UNICEF meeting held on 3 June 2014, timetable and responsibilities for drafting a health chapter of PDNA have been agreed upon.

Mines and UXOs:

! 33 flood and mine-affected communities, 13 communities still submerged and waiting to be assessed ! 33 landslides have been identified in mine suspected areas; ! Odzak, Brcko and Maglaj with the largest mine suspected area impacted by floods; ! Mine Risk Education distribution of 16,000 leaflets shared by BH MAC, EU, NPA, civil protection agencies, UNDP, ICRC, and EUFOR LOT teams; ! 11 municipalities need urgent temporary mine marking, 5 teams currently on the ground ! 2 explosions : Brčko and Papratnica ! 315 collected UXO ! 18 collected anti-personnel mines ! Lanslides have migrated mine fields in three locations in Olovo municipality: Grabovica dva, Crni potok (road Olovo – Zavidovići)

Number of persons accommodated in temporary accommodation facilities: 1384. ! UN field visit underscored that many temporary accommodation facilities are almost empty; most people accommodated with relatives and friends.

" Number of reported casualties remains the same: Federation 7; RS 18 casualties. Number of injured has not been yet confirmed.

Humanitarian response and early recovery

! In Posavina Canton the humanitarian response is still on-going, while in the rest of the country we are already entering in the early recovery and recovery phase. ! Services are slowly being re-established, as electricity and water services, bus and transportation, road traffic, etc. are slowly stabilizing. Some locations still do not have electricity and telephone communication. ! Debris removal and cleaning of roads and houses are also on-going, as well as disinfection. ! Emerging priorities are soil decontamination, replanting of seeds in time for the crops season, livestock repopulation, feed for livestock, housing, reestablishment of services from the municipalities and reconstruction of the industrial and commercial network, thus providing livelihood to affected populations.

Damages to infrastructure

• Traffic stopped on M-17 Doboj-Maglaj () until further notice; possible restrictions for commercial vehicles on the R-465 detour, near Ševarlija. M-18 Tuzla-Bijeljina (Seljublje) closed from 1 June, 17:00 (BIHAMK, 1 June, 13:30). • Main roads increasingly functional. However, side roads and about 20 bridges have been destroyed and damaged. Some main and regional roads are still closed (M-14.1 Brčko-Lončari; R-458 Lopare- and R-467 Olovo-Ribnica), while circulation is limited to one lane or restricted for commercial vehicles on several other roads

• Traffic obstructed due to landslides on: M-14.1 Lončari-Brčko, Regional road R-458 Lopare- Gornja Tuzla ( Veselinovac), Regional roads Bratunac-Drinjača, Fakovići- and Šekovići- Kaštelj; Partially obstructed are M-16 Banja Luka- (Bočac) M-16.1 Klašnice-Prnjavor (Čardačani) and M-19 Šepak-Vlasenica and Zvornik-Bijeljina, Regional roads Zeleni bordering with Serbia, Konjević Polje-Fakovići and Tišća-Caparde regional roads, M-20 Bileća- (Stepen), M-4 Karakaj-Caparde and regional road R-454 Bratunac-Sikirić • Samac and Brcko border crossing closed.

IV. COORDINATION

• Ongoing coordination with the Ministries of Security and Defense, the Ops Center, as well as entity, cantonal and local civil defense. • Eight sessions of the International Community Coordination Meeting have been hosted by UN Resident Coordinator. Sessions will continue every Monday and Thursday until further notice. • WASH, Education / Child Friendly Spaces, Health and Mine Action Coordination Meetings were held in the course of previous week • A joint UN-EU-World Bank rapid assessment will be deployed on June 3rd. Rapid assessment teams will consist of experts from different UN agencies and other IC organizations, among which: Swiss Cooperation, EU ECHO, WFP, Office of US Foreign Disaster Assistance, EUFOR, UNICEF, UNHCR and IOM, UN Women, OHCHR, World Vision, UK / DFID, ICRC, UNEP, UNDP, etc.
