CEHL MOHAMAD – POLICE CUSTODY Mr Speaker: Hon. Members, I have been informed by the Police that the hon. Fakeemeeah Cehl Mohamad has been arrested on a criminal charge of abducting child today and is presently in Police custody. I am laying a copy of the correspondence from the Police on the Table. (c) Mauritius in Figures 2009. ORAL ANSWERS TO QUESTIONS 7 CEB – BLACKOUT – 18 JULY 2010 The Leader of the Opposition (Mr P. Bérenger) (By Private Notice) asked the Ag. Prime Minister, Minister of Energy and Public Utilities whether, in regard to the blackout which occurred on Sunday 18 July last, across the country, and with a view to avoiding any future risk of a shortfall in electricity supply, he will - (a) state where matters stand concerning the - (i) CT power project; (ii) Gamma Covanta project; (iii) invitation for a Request for Expression of Interest in 2009 for the setting- up of a 100 MW power plant on a Build Operate Own scheme, based on any technology, and (b) obtain from the Central Electricity Board, information as to where matters stand in relation to the purchase of four additional 15 MW engines, indicating the estimated cost and tendering procedures followed. The Ag. Prime Minister (Dr. R. Beebeejaun): Mr Speaker, Sir, I am informed by the Central Electricity Board that the blackout which occurred at about 14.45 hours on Sunday 18 July 2010 was caused by a through wall bushing failure at Dumas substation and was in no way related to a shortfall in generation capacity of the CEB. In fact, on Sundays, demand for electricity is generally much lower than on other days of the week. As a result of the fault at Dumas substation, the protection system isolated the line between Dumas and St Louis substations. Given that the line was carrying a major part of the transmitted power at that time, this resulted in a drop in frequency on the grid. This triggered a cascade effect of lines and generator tripping of the whole system, except for Fort George, which kept supplying part of Port Louis, that is, the Caudan area, through a dedicated 22 KV line. The House may wish to note that before the blackout, electricity demand was about 200 MW and this was supplied as follows - Fort George - 44.3 MW 8 CTBV - 30.0 MW CTDS - 29.1 MW CTSAV - 58.5 MW Beau Champ - 18.8 MW FUEL - 11.5 MW Mr Speaker, Sir, restoration of supply started at 15.00 hours and was completed within one hour at 16.00 hours. The restoration process was carried out solely by putting on grid CEB production units, namely the gas turbines at Nicolay, St Louis and Champagne power stations. Because of the nature of the technology used by Independent Power Producers’, these units only came back on the grid after 18.00 hours on Sunday. As regards remedial action being taken, a Contingency Plan has already been put in place by the Central Electricity Board pending the replacement of all through bushings, which represents a potential threat of breakdown. The House may wish to note that these bushings were installed between 2000 and 2005. Mr Speaker, Sir, with regard to part (a) of the question, the capacity expansion plan for the period 2006-2013 included a coal fired plant at Pointe aux Caves. This site was chosen by the Consultant K&M Engineering of USA in 2002 as the best potential site for a coal fired power station. The CEB signed the Power Purchase Agreement with CT Power in December 2008, subject – and I repeat, subject - to the EIA licence being obtained. However, the EIA licence is still under examination by the EIA Committee, which had to hire the services of a Consultant to advise on the EIA application. Mr Speaker, Sir, I am informed that the report of the Consultant appointed by the Ministry of Environment was examined by the EIA Committee on Friday 03 July 2009. The promoter was required to carry out further studies on the socio-economic assessment, Traffic Impact Assessment, risk assessment on blasting works at sea, new outfall to be supplemented by marine surveys and hydro dynamic modelling to assess the impacts of proposed structures at sea. The additional reports were submitted in June 2010 and opened by the Ministry of Environment and Sustainable Development for public comments on 21 July 2010. The application is still being processed at the level of the Ministry of Environment. Besides the issue of EIA licence, one private landowner, namely, Camp Fouquereaux Ltd, has objected to the grant of way leave for the transmission lines from the power plant to La 9 Chaumière substation. The matter is before the Supreme Court and the next hearing of the case is scheduled on 16 October 2010. For the EIA licence, the Ministry of Environment and Sustainable Development will expedite matters. As regards the way leave for transmission lines, CEB’s legal adviser would move for an early hearing. Mr Speaker, Sir, as regards the Gamma Covanta Waste to Energy project, negotiations with CEB on the Energy Supply and Purchase Agreement has not yet been concluded. In addition, the following agreements have to be signed – (i) a Waste Supply Agreement between the Ministry of Local Government and the promoter, and (ii) a Project Implementation Agreement between my Ministry and the promoter to guarantee all payment obligations of the Ministry of Local Government, CEB and MID Fund. A negotiating panel chaired by a representative of the Attorney General’s Office and comprising representatives of the Ministry of Local Government, the Ministry of Finance and Economic Development and my Ministry has been set up to negotiate the Project Implementation Agreement. However, discussions have been put on hold at the request of the promoter since December last. I am advised that discussions will resume soon. On 13 December 2007, the grant of the EIA licence was challenged and the matter is still under consideration at the Environment Appeal Tribunal. I am informed that the proceedings at the level of the Tribunal are ongoing and the next hearing is scheduled for 09 August 2010. Mr Speaker, Sir, regarding the third part, an Expression of Interest for the setting up of a 100MW power plant on a Build, Own, Operate scheme based on any technology was launched on 04 February 2009.

    GENDER LINKS ANNUAL REPORT 2014 DRIVING CHANGE Formed in March 2001, Gender Links (GL) is a Southern African NGO, headquartered in Johannesburg, South Africa that promotes gender equality and justice across the fifteen countries of the region. Described in a 2005 external evaluation as a “small organisation with large footprints” GL took giant footsteps in 2008 with the establishment of a Francophone office in Mauritius, and regional advocacy office in Botswana, headquarters of the Southern African Development Community (SADC). By March 2012, GL had established a Lusophone base in Mozambique, and offices in Lesotho, Madagascar, Namibia, Swaziland, Zambia and Zimbabwe. The organisation has close to 60 staff, 30% of these men. The 10-member Board chaired by Dr Muna Ndulo from Zambia comprises nine SADC nationalities, 25% of whom are men. GL is recognised globally for bringing together a coalition of gender NGOs that campaigned for the elevation of the Southern African Development Community (SADC) Declaration on Gender and Development into a Protocol with 28 targets to be achieved by 2015. GL coordinates the Southern African Gender Protocol Alliance that brings together national coordinating networks; regional theme clusters and interest groups to lobby for the implementation of the Protocol, Southern Africa's roadmap for achieving MDG 3 - gender equality. GL mainstreams the targets of the Protocol in its three core programme areas - media, governance and justice. In 2015, the Alliance began a campaign to strengthen the Protocol in line with the post 2015 agenda. In the media programme, GL has conducted ground-breaking research on gender in the media and media content, as well as in media education.

KEY POINTS Photo courtesy of All Africa.com • The year 2015 marks the deadline for the SADC region to have reached gender parity in all areas of decision-making. No country has reached the 50% target of women's representation in parliament, cabinet or local government. • Over the past six years, women's overall representation in parliament has gone up by only two percentage points from 25% in 2009 to 27% in 2015. Seychelles (4th) and South Africa (7th) are the only two SADC countries in the top ten global ranking of women parliamen- tarians. However as a region SADC is five percentage points ahead of the global average of women in parliament (22%). • Women's representation in local government has increased by a mere one percentage point from 23% in 2009 to 24% in 2015. • Women's representation in cabinet has virtually remained stagnant at 22% since 2009. • Women in eight SADC countries have, for the first time, occupied top positions during the monitoring period. In June, Mauritius became the second SADC country after Malawi to have a woman President. SADC currently has a woman vice president in Zambia, as well as a woman prime minister and deputy prime minister in Namibia. • Between July 2015 and the end of 2016, seven more SADC countries - DRC (local); Lesotho (local), Madagascar (local), Tanzania (Tripartite) and Zambia (National), South Africa and Namibia (local) are due to hold elections.

In our little paradise, we celebrated this day with great pomp. The National Day ] PM surprised everyone by announcing the introduction of quotas for women. Ambitious women took turns with the microphone. Some talked proudly about the great strides women have made towards equa- lity. Others talked about the dismal number of women in Parliament. Some verbs like “empower” have been so used and abused that they have become hollow. Yes, Sheila Bappoo’s efforts to empower housewives by turning them Ideological into “entrepreneurs” are praise-worthy. We would not like to undermine that. However, in many cases, these women, with little training, little edu- cation and often shackled with children end up being mere ‘achard’ ma- kers, shoving wedges of vegetables into pickling jars between feeding their evolution in Mauritius children, changing their babies and cooking the family meal. Some of their ‘enterprises’ bite the dust within two years.
