1AR 14-15 Begin Overviewrev4 GENDER LINKS ANNUAL REPORT 2014 DRIVING CHANGE Formed in March 2001, Gender Links (GL) is a Southern African NGO, headquartered in Johannesburg, South Africa that promotes gender equality and justice across the fifteen countries of the region. Described in a 2005 external evaluation as a “small organisation with large footprints” GL took giant footsteps in 2008 with the establishment of a Francophone office in Mauritius, and regional advocacy office in Botswana, headquarters of the Southern African Development Community (SADC). By March 2012, GL had established a Lusophone base in Mozambique, and offices in Lesotho, Madagascar, Namibia, Swaziland, Zambia and Zimbabwe. The organisation has close to 60 staff, 30% of these men. The 10-member Board chaired by Dr Muna Ndulo from Zambia comprises nine SADC nationalities, 25% of whom are men. GL is recognised globally for bringing together a coalition of gender NGOs that campaigned for the elevation of the Southern African Development Community (SADC) Declaration on Gender and Development into a Protocol with 28 targets to be achieved by 2015. GL coordinates the Southern African Gender Protocol Alliance that brings together national coordinating networks; regional theme clusters and interest groups to lobby for the implementation of the Protocol, Southern Africa's roadmap for achieving MDG 3 - gender equality. GL mainstreams the targets of the Protocol in its three core programme areas - media, governance and justice. In 2015, the Alliance began a campaign to strengthen the Protocol in line with the post 2015 agenda. In the media programme, GL has conducted ground-breaking research on gender in the media and media content, as well as in media education. GL is currently working with 108 Centres of Excellence for Gender in the Media. Media training institutions and NGOs “connect, collect and collaborate” through the Gender and Media Diversity Centre (GMDC) that hosts seminars; produces a journal and is a world class knowledge exchange centre. The GL News Service, in English, French and Portuguese, gives voice to women and men around the region who often fail to access the mainstream media, especially through GL's special brand of “I” stories or first hand accounts. Following two pioneering pieces of research on gender and governance, GL is now working with 380 Centres of Excellence for Gender and Local Government, to be expanded to 400 by 2015. Learning from the four Gender and Media Summits that showcased good practice in changing gender relations in and through the media, the governance programme has hosted three Gender Justice and Local Government Summits, including (in 2012) six country summits before the regional summit. In 2013 GL combined the summits into 12 national and one regional SADC Gender Protocol@Work Summit. In 2015 the SADC Protocol@Work summit will be held for the first time in Gaborone, Botswana. GL's pioneering work in developing strategic communications campaigns linked to the Sixteen Days of Activism on gender violence has grown to include initiatives to ensure sustained, year-long campaigns for ending gender violence and indicators for measuring the impact of this work. These indicators are being cascaded to local level 365 Day Campaigns to end gender violence. In October 2010 GL won the “Investing in the Future Award” administered by the Mail and Guardian newspaper for its Gender Justice and Local Government Summit. In 2009 GL received the “Top Gender Empowered Government Agency or Parastatal Award” from the Top Women Awards. GL has twice been a finalist in the “Drivers of Change Award - Civil Society Category” administered by the Mail and Guardian newspaper and the Southern African Trust. In 2013 the African Union recognised GL's outstanding contribution to women's rights in Southern Africa, while South Africa's CEO magazine named GL CEO Colleen Lowe Morna “the most influential woman in South Africa and Africa in the civil society category.” In May 2014, the Golden Key International Honour Society conferred honorary membership on Lowe-Morna. KEY POINTS Photo courtesy of All Africa.com • The year 2015 marks the deadline for the SADC region to have reached gender parity in all areas of decision-making. No country has reached the 50% target of women's representation in parliament, cabinet or local government. • Over the past six years, women's overall representation in parliament has gone up by only two percentage points from 25% in 2009 to 27% in 2015. Seychelles (4th) and South Africa (7th) are the only two SADC countries in the top ten global ranking of women parliamen- tarians. However as a region SADC is five percentage points ahead of the global average of women in parliament (22%). • Women's representation in local government has increased by a mere one percentage point from 23% in 2009 to 24% in 2015. • Women's representation in cabinet has virtually remained stagnant at 22% since 2009. • Women in eight SADC countries have, for the first time, occupied top positions during the monitoring period. In June, Mauritius became the second SADC country after Malawi to have a woman President. SADC currently has a woman vice president in Zambia, as well as a woman prime minister and deputy prime minister in Namibia. • Between July 2015 and the end of 2016, seven more SADC countries - DRC (local); Lesotho (local), Madagascar (local), Tanzania (Tripartite) and Zambia (National), South Africa and Namibia (local) are due to hold elections.

In our little paradise, we celebrated this day with great pomp. The National Day ] PM surprised everyone by announcing the introduction of quotas for women. Ambitious women took turns with the microphone. Some talked proudly about the great strides women have made towards equa- lity. Others talked about the dismal number of women in Parliament. Some verbs like “empower” have been so used and abused that they have become hollow. Yes, Sheila Bappoo’s efforts to empower housewives by turning them Ideological into “entrepreneurs” are praise-worthy. We would not like to undermine that. However, in many cases, these women, with little training, little edu- cation and often shackled with children end up being mere ‘achard’ ma- kers, shoving wedges of vegetables into pickling jars between feeding their evolution in Mauritius children, changing their babies and cooking the family meal. Some of their ‘enterprises’ bite the dust within two years.

This dangerous erosion degree of bias in opinion does not absolve us of the responsibility of being fair, of tackling issues instead of criticizing personalities, of making sure that the information presented is objective. The tug of war between the political leaders currently holding the levers of state power and La Sentinelle is most saddening. of right of access Accusing us of making mistakes is a criticism we are happy to accept, and learn from. Claiming that our opinion leaders have a political bias is something I am personally not prepared to refute. It is not out of character as human beings. But for a press group to be the mouthpiece of one particular party, which is what we are being accused of, all its editorialists should have a demonstrable affi nity with that party. Can anyone who has been reading our editorials since the beginning of the campaign honestly look us straight in the eye and say that all our editors have expressed the same views and/or biases? Can anyone even suggest that we have written about the same issues? While my colleague Raj Meetarbhan expressed his confi dence that Pravind Jugnauth will do well as minister of fi nance because of his track record, my recollections did not give me the same comfort.
