With this concern and the growing interest in administrative restructure in developing countries, many political scientists and economists have argued that social capital is an important determinant of economic development and of the functioning of institutions. Social capital has commonly been studied in recent years from the perspective of sociology and political science; however, social capital alone cannot explain all of the phenomena to which it has been related. Thus, much more needs to be known about how social capital is related to various affecting factors and what the indicators and benefits of social capital are. In this dissertation, the goal of the study was to explore empirically one particular concept of “social capital” concerning whether it really exists and through what indicators formed in Thai rural communities. Secondly, through different case studies it would be possible to identify the degrees of social capital in different sub- districts. Thirdly, within the political perspective the study will find out whether social capital benefits or affects the choice of local leadership.

Moreover, some of their duties have become more complicated and difficult to manage, e.g., environmental and infrastructural management. The public service of local government can be improved by using various means; the encouragement of local government cooperatives is the most famous means for improving local government functions and has been used in many countries such as Japan, France, and England. In Thailand, the local government cooperative has still not been seriously applied because of the legal limitations and unsupportive laws and regulations in self-initiated cooperatives and in budget utilization for all cooperative activities. Therefore, there is no official local government, self-initiated cooperative in Thailand at present. Nevertheless, the Department of Local Administration (DOLA), the Ministry of Interior, has cooperated with the Japan International Cooperation Agency (JICA) to conduct the Technical Cooperative Project on Capacity Building of Local Authorities through Local Government Cooperation and Local Public Standards with the support of Thammasat University.

A qualitative research method was employed to study documents regarding the National Anti-Corruption Commission (NACC) pressing charges and cases are still undergoing investigations, and also by interviewing 63 key informants with the following results: 1) Most forms of corruption acts within SAOs were mostly related to procurement procedure bidding and hiring and employment cases, and also the misappropriation of income of SAOs and documentation fraud. Third place in the rankings are cases related to bribery regarding promotions and appointments. Most of the cases were against the Chief Executives of the SAOs and most of the acts were done in collaboration with other related personnel such as government officers, employees and other SAO officers.
