In other words, while we are seeing a relative reduction in military violence, at the same time we definitely are seeing an increase in political, economic, and technological violence. However, regardless of the form the violence takes, war is war, and a change in the external appearance does not keep any war from abiding by the principles of war.” The above quote is from the book Unrestricted Warfare jointly written by two People’s Liberation Army (PLA) Colonels, namely Qaio Liang and Wang Xiangsui. The book was published in Beijing in early 1999. In the twelve years since it was unveiled to the West, the work has largely been dismissed as unlikely wishful thinking on the part of the authors. The book is not representative of PLA military philosophy or official policy. As recently as 2008, discussions held at the Pentagon in strategic-level war games were dismissive of Chinese capability and intent in the cyber realm. Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

Xi Jinping’s Inner Circle (Part 1: The Shaanxi Gang) Cheng Li Like successful politicians elsewhere, President Xi Jinping assumed China’s top leadership role with the support of an inner circle. This group has been crucial to Xi’s efforts to consolidate power during his first year in office. Xi’s inner circle of confidants has smoothed the way for him to undertake a bold anti-corruption campaign, manage the Bo Xilai trial, and begin the process of crafting ambitious economic reforms. This series examines various power bases that make up Xi’s inner circle—individuals who serve as his hands, ears, mouth, and brain. This first article focuses on native-place associations, namely the so-called Shaanxi Gang, which includes the “Iron Triangle” grouping in the Politburo Standing Committee. Such discussion can help reveal the future trajectory of politics and policy-making during the Xi administration. The analysis of the positioning and promotion of some of Xi’s longtime friends provides an invaluable assessment of both Xi’s current power and the potential for effective policy implementation. Much of the current discussion about the consolidation of Xi Jinping’s power centers on the top leadership positions that he holds concurrently.1 Xi not only took control of all the supreme institutions in the party, state, and military during the latest political succession, but he also now chairs the newly established National Security Committee and the Central Leading Group on Comprehensive Deepening of Economic Reform—two crucial decision-making bodies in Zhongnanhai. There is now widespread recognition that the party leadership enthusiastically endorsed Xi’s comprehensive market reform agenda at the Third Plenum of the 18th Central Committee held in November 2013.2 These big, bold, and broad policy initiatives ostensibly reflect Xi’s growing power and influence.3 Less noticed, but equally important, is Xi’s substantial reliance on an inner circle of confidants, especially his quick moves to promote longtime associates to key leadership positions. -

Guilhem Fabre N°92 | april 2015 As we have seen in a previous working paper ( « The lion’s share : What’s behind China’s economic slowdown ? »), China’s elite have largely benefited from control of state assets and manipulation of the factors market (land, labor and capital) during the first decade of this cen- tury. Along with strong growth and social mobility, the accumulation of wealth has created some of the most flagrant social polarization worldwide, much higher than the official statistics. Instead of taking concrete measures to correct these inequalities, according to the new blueprint of reforms launched by the 3rd Plenum in November 2013, the new direction has focused on a gigantic campaign against corruption.
