FROM WAR ECONOMY TO PEACE ECONOMY? RECONSTRUCTION AND STATE BUILDING IN AEGHANISTAN Jonathan Goodhand inning the peace in Afghanistan depends in no small part on intemational and Wdomestic efforts to transform the war economy into a peace economy. Based on international experience, this is unlikely to happen quickly. In other contexts, eco- nomic activity generated in conflict has persisted into "peacetime" conditions.' This article puts forward a tentative framework for understanding the war economy and explores some of the implications for current efforts to build peace.^ While it focuses on how the Afghan economy has been "adjusted" by war, this process can only be understood with reference to the politics of state formation and state crisis in Afghanistan and the wider region. Four interrelated themes are highlighted. First, the war economy has been both a cause and a consequence of state crisis. Second, the war economy has empowered borderlands, transfortiiing the politics of core-periphery relations in Afghanistan. Third, the war economy is part of a regional conflict system, with Afghanistan reverting to its pre-buffer state status of a territory with open bor- ders, crossed by trade routes. Fourth, international actors helped create the war econ- omy by supporting armed groups in the 1980s and adopting a policy of containment in the 1990s. These themes will be explored through ati analytical framework that subdivides the war economy into the combat, shadow and coping economies. Though they are interconnected, each involves different types of actors, incentives, commodities and relationships. It is argued that these economies are not only concerned with profit and predation but also with coping and survival. -

HRCP/CHRI 2010 POLICE ORGANISATIONS IN PAKISTAN Human Rights Commission CHRI of Pakistan Commonwealth Human Rights Initiative working for the practical realisation of human rights in the countries of the Commonwealth Human Rights Commission of Pakistan The Human Rights Commission of Pakistan (HRCP) is an independent, non-governmental organisation registered under the law. It is non-political and non-profit-making. Its main office is in Lahore. It started functioning in 1987. The highest organ of HRCP is the general body comprising all members. The general body meets at least once every year. Executive authority of this organisation vests in the Council elected every three years. The Council elects the organisation's office-bearers - Chairperson, a Co-Chairperson, not more than five Vice-Chairpersons, and a Treasurer. No office holder in government or a political party (at national or provincial level) can be an office bearer of HRCP. The Council meets at least twice every year. Besides monitoring human rights violations and seeking redress through public campaigns, lobbying and intervention in courts, HRCP organises seminars, workshops and fact-finding missions. It also issues monthly Jehd-i-Haq in Urdu and an annual report on the state of human rights in the country, both in English and Urdu. The HRCP Secretariat is headed by its Secretary General I. A. Rehman. The main office of the Secretariat is in Lahore and branch offices are in Karachi, Peshawar and Quetta. A Special Task Force is located in Hyderabad (Sindh) and another in Multan (Punjab), HRCP also runs a Centre for Democratic Development in Islamabad and is supported by correspondents and activists across the country. -

Leventis* The Waziristan Accord between Pakistan’s government and tribal leaders in that country’s Federally Administered Tribal Areas (FATA) has failed not only to curb violence in the immediate region but also to restrict cross-border militant activity--including resurgent Taliban and al-Qa’ida cadres-- between Pakistan’s “tribal belt” and Afghanistan. The purpose of this article is to examine the Waziristan Accord and to indicate why agreements of this nature will continue to fail unless there is a substantial modification in Pakistan’s internal and regional policies. Ministry of Economy (MoEc) Procurement of Goods, Works, Consultancy and Non-Consultancy Services for the EZ-Kar Project The Government of the Islamic Republic of Afghanistan (GoIRA) has been provided with a grant (US$ 50 million) from the Afghanistan Reconstruction Trust Fund (ARTF) and a grant Public Disclosure Authorized (approximately US$ 150 million) from the International Development Association (IDA) of the World Bank Group, thus totaling grants of US$ 200 million, towards the cost of the Eshteghal Zaiee- Karmondena Project (EZ-Kar), and it intends to apply part of the proceeds of these grants to payments for goods, works, related non-consulting and consulting services to be procured under this project. PROJECT INFORMATION Since 2016, there have been a significant number of Afghan refugees returning to the country. The number of internally displaced within Afghanistan due to conflicts, droughts and mounting insecurity has also risen significantly. Together the returnees and IDPs have concentrated in some provinces and especially in some cities. The high influx of displaced populations in some areas has also added to the pressures on the host communities on limited resources, public infrastructure and economic and employment opportunities. The Public Disclosure Authorized Project Development Objective (PDO) of the EZ-Kar is to strengthen the enabling environment for economic opportunities in cities where there is a high influx of displaced people. -

Many communities live in the Kunduz River Basin (KRB), and its water resources have been the basis of their livelihoods for many generations. This study investigates climate change impacts on the KRB catchment. Rare station data are, for the first time, used to analyze systematic trends in temperature, precipitation, and river discharge over the past few decades, while using Mann–Kendall and Theil–Sen trend statistics. The trends show that the hydrology of the basin changed significantly over the last decades. A comparison of landcover data of the river basin from 1992 and 2019 shows significant changes that have additional impact on the basin hydrology, which are used to interpret the trend analysis. There is considerable uncertainty due to the data scarcity and gaps in the data, but all results indicate a strong tendency towards drier conditions. An extreme warming trend, partly above 2 ◦C since the 1960s in combination with a dramatic precipitation decrease by more than 30% lead to a strong decrease in river discharge. -
