PUBLIC RELEASABLE 1 December 2017 RESEARCH TASK GROUP AGILE MULTI-DOMAIN C2 OF SOCIO-TECHNICAL ENTERPRISES IN HYBRID OPERATIONS SAS-143 MEETING, TO BE HELD 23-25 APRIL 2018 CALL FOR PARTICIPATION A. BACKGROUND: Four major developments are already having a profound effect on C2 of organizations. First, NATO and its member nations face hybrid threats that require integrated responses that include military and non-military instruments of power. Therefore, it is essential that kinetic, cyber, and non- kinetic capabilities need to be harmonized. Second, the automation of a variety of C2 decisions has been a fact of life for some time, albeit without a clear recognition of constraints that may be impediments to effectiveness, efficiency and agility and thus, to mission accomplishment. Third, the emergence of autonomous systems is a more recent development. As is the case with automation, ‘autonomous’ systems involve delegations of decision rights whose impacts and consequences on C2 are currently not well understood. Fourth, the likelihood of operating in a cyber-contested environment is high increasing the need for C2 Agility and the need to understand the impacts upon C2 Approaches. SAS-085, SAS-104 and various member nations have concluded that Agile C2 is essential. These developments compound the complexity of achieving a suitable Agile C2 capability and need to be better understood as they have significant implications for C2 concepts, models, doctrine, practices, and systems design. B. MILITARY RELEVANCE This research aims to apply previous developed C2 Agility concepts to help both National and NATO C2 organizations adapt to the changing hybrid threats that they are facing by the integration of C2’s of kinetic, cyber and non-kinetic operations as well as to adapt to the impact of new decision making technologies employed in autonomous systems and operating in a cyber contested and hostile environments. Cooperative research is essential if these capabilities are to be effectively and efficiently incorporated in NATO and member nations approaches to C2 and the systems that support them. In particular, achieving requisite levels of C2 Agility requires compatible concepts and processes that are SAS-143 CALL FOR PARTICIPATION 1 PUBLIC RELEASABLE more likely to be realized if the research that leads to these concepts and capabilities is untaken in a cooperative fashion. C. OBJECTIVES: The objective of the task group is to explore the nature of agile multi-domain C2 (the integration of the C2’s of kinetic, cyber, non-kinetic) of a socio-technical enterprise that includes humans, intelligent networks, and autonomous entities in a cyber-contested and hostile environment. D. MEETING: The first “in-person” meeting will be organized at the NATO STO/CSO facilities in Neuilly-sur-Seine, France (23-25 April 2018). There will be a set of “virtual” meetings scheduled during the months of January, February and March to become better acquainted with each other and to prepare for the April meeting. The main purpose of this initial “in-person” meeting is to review the research and related activities that are required to meeting the RTG’s objectives, determine the Programme of Work (POW), and assign responsibilities. A detailed agenda will be developed during the virtual meetings and will be sent out two weeks prior to the meeting, but in general the days will be scheduled as follows: First Day (23 April 2018) • Identify and define the specific products to be produced and the intended audience(s) of each product. • Identify core 'qualities' and metrics to measure success of product. • Identify the priority set of research questions / hypotheses that will be explored Second Day (24 April 2018) • Develop a plan of work to accomplish these research priorities. Third Day (25 April 2108) • Assign tasks / responsibilities to individual members • Identify other individuals, NATO research groups, and organizations to be invited to join this effort • Plan future meetings E. MEETING CLASSIFICATION: The meeting will be conducted at a Public Releasable level. F. PARTICIPATION: Nations/organizations willing to join this activity are Netherlands, Norway, United States, Poland, Australia, Germany, Sweden, Estonia and NATO ACT and NATO CoE. Participation is open to NATO Nations, NATO Bodies, NATO Partnership for Peace, Sweden, Finland and Australia. Participation by NATO JALLC, COE CCDC and NMSG Panel is desired. G. ACCOMMODATION 4.1. Accommodation arrangements are to be made individually by meeting attendees as a matter of urgency. 4.2. In Annex 3, you will find hotels which offer CSO a reduced price. Please make reference in your reservation to ‘NATO/CSO’ to obtain the special rate. 5. TRANSPORTATION 5.1. Transportation arrangements to Neuilly sur Seine are to be made individually by meeting attendees. 5.2. Very convenient bus connections from the airports are available with Le Bus Direct 5.3. From Charles de Gaulle (Roissy) Airport, line 2 departs every 30 minutes during the hours of 0545h-2300h and deposits passengers at Porte Maillot and Étoile (Arc de Triomphe). The journey takes about 40 minutes if the traffic is clear and an hour or more during rush hours. The price is €17 one way and €30 for a round trip. 5.4. From Orly Airport, the Bus Direct Shuttle line 1 will take you to Montparnasse, Les Invalides or Étoile (Arc de Triomphe). 5.5 Taxis from the airport to Paris cost 50€ -extra fees for Neuilly and others suburbs. The taxis rank is just outside the terminal exit. 5.6 With the metro from Charles de Gaulle Airport, the traveller should take RER Line B, change at Châtelet, and take Metro Line 1 direction La Défense. 5.7. Les Sablons is the nearest metro stop to the CSO. Take the exit no. 2, marked Jardin d’Acclimatation; Walk west on Avenue Charles de Gaulle, past Burger King, and turn left into Rue Ancelle at the corner of the LCL bank. Meeting participants have the option of having lunch at the RIE Le France. This is an external provider which offers lunch close to the CSO at a fixed price of 15 EUR per day. The money will be collected by the SAS Panel Office in advance. The STO/CSO office is located at Rue Ancelle 7 (see map Annex 4). 7.2. Public parking near the STO/CSO office is available, but very limited. 7.3. To access through the gate, please ring the bell at no. 7. Please have your ID with you to leave with the guard. He will provide you with a visitor’s badge. 7.4. Internet Access (WiFi) will be available in the meeting room.
