Abstract Disinformation is prevalent in the current social media environment and circulated just as quickly as truthful information. Research has investigated what motivates the spread of disinformation and how to combat it. However, limited research focuses on how fear- arousing disinformation during crises affects individuals’ belief in disinformation and to what extent corrective information can subdue the persuasive effects of fear-arousing disinformation. To address this gap, this research tests the effects of fear-arousing disinformation and different types of corrective information (i.e., no corrective information, simple corrective information, or narrative corrective information) on belief in disinformation and intentions to spread disinformation on social media, during a crisis—the spread of an unknown health virus. Furthermore, adapting the important roles of situational fear and threat appraisal in predicting people’s health behavioral changes, this research examines the underlying psychological mechanisms of fear and threat appraisal of a crisis in the effects of fear-arousing disinformation and different types of corrective information on belief in disinformation and intentions to spread disinformation on social media. Study 1 tests the interaction between fear-arousing disinformation and the presence of corrective information. Therefore, a 2 by 2 experiment was conducted in Study 1: disinformation (fear-neutral disinformation vs. fear-arousing disinformation) × corrective information (no corrective information vs. simple corrective information). Study 2 advances Study 1 by testing whether narrative corrective information decreases belief in disinformation. Study 2 conducted a 2 by 2 experiment (disinformation: fear-neutral disinformation vs. fear-arousing disinformation × corrective information: simple corrective information vs. narrative corrective information). A total of 419 data collected between January and February 2019 from Amazon MTurk were analyzed (205 for Study 1 and 214 for Study 2). The current research notes several key findings: 1) Fear-arousing disinformation does not make people believe the disinformation under risky situations and it can even make people avoid the disinformation content as a coping strategy when there is no corrective information presented. 2) Simple corrective information serves as an effective corrective information strategy when fear-neutral disinformation is shown but can backfire when fear- arousing disinformation is presented. 3) Corrective information that features individual narratives does not differ from simple alerts on their abilities to reduce misperceptions, situational fear, situational threat appraisal, and intentions to spread disinformation on social media. 4) Across individual differences, social media usage (i.e., social media use for news, social media use for fact-finding, and social media use for social interaction, health blog usage) emerges as significant factors that decide disinformation and corrective information processing. By testing effects of disinformation in terms of fear-arousal, which reflects a crisis of the spread of a health virus, this research addressed how fear-arousing disinformation and different forms of corrective information affect beliefs in disinformation and willingness to spread disinformation on social media, and how situational fear and situational threat appraisal may play their roles in the belief in disinformation mechanism. Murray University of British Columbia Previous research has documented cross-cultural differences in personality traits, but the origins of those differences remain unknown. The authors investigate the possibility that these cultural differences can be traced, in part, to regional differences in the prevalence in infectious diseases. Three specific hypotheses are deduced, predicting negative relationships between disease prevalence and (a) unrestricted sociosex- uality, (b) extraversion, and (c) openness to experience. These hypotheses were tested empirically with methods that employed epidemiological atlases in conjunction with personality data collected from individuals in dozens of countries worldwide. Results were consistent with all three hypotheses: In regions that have historically suffered from high levels of infectious diseases, people report lower mean levels of sociosexuality, extraversion, and openness. COVID-19 compounds both these dynamics and has unleashed more intense waves of disinformation, allied to human rights and democracy setbacks. Effective responses to disinformation are needed at multiple levels, including formal laws and regulations, corporate measures and civil society action. While the EU has begun to tackle disinformation in its external actions, it has scope to place greater stress on the human rights dimension of this challenge. In doing so, the EU can draw upon best practice examples from around the world that tackle disinformation through a human rights lens. NICOLAS INTRODUCTION Consider a hypothetical scenario in which hundreds of agents of the Russian GRU arrive in the United States months prior to a presidential election.1 The Russian agents spend the weeks leading up to the election going door to door in vulnerable communities, spreading false stories intended to manipulate the population into electing a candidate with policies favorable to Russian positions. The agents set up television stations, use radio broadcasts, and usurp the resources of local newspapers to expand their reach and propagate falsehoods. The presence of GRU agents on U.S. soil is an incursion into territorial integrity⎯a clear invasion of sovereignty.2 At every step, Russia would be required to expend tremendous resources, overcome traditional media barriers, and risk exposure, making this hypothetical grossly unrealistic. Compare the hypothetical with the actual actions of the Russians during the 2016 U.S. presidential election. Sitting behind computers in St. Petersburg, without ever setting foot in the United States, Russian agents were able to manipulate the U.S. population in the most sacred of domestic affairs⎯an election. Ingram Program on Extremism Policy Paper February 2020 PERSUADE OR PERISH 1 INGRAM | PROGRAM ON EXTREMISM Abstract: The purpose of this policy paper is to assess the U.S. government’s posture to deal with malicious ‘influence activities’ (i.e. propaganda and disinformation) by state and nonstate actors. It argues that while the U.S. government has provided inconsistent support for its foreign policy and national security information sector for decades, since 2017 an effort has been made to lay the foundations for a rejuvenated U.S. posture to address propaganda and disinformation threats. However, significant gaps remain that will weaken those foundation building efforts if left unaddressed. This paper concludes with four recommendations focusing on (i.) the need to learn lessons from the institutions’ history, (ii.) the value of an overarching paradigm through which to understand a spectrum of threats, (iii.) the important role of overt attributed U.S government messaging, and (iv.) initiatives to strategically cohere interagency activities. The United States and its allies are facing a complex spectrum of propaganda and disinformation threats that are rapidly evolving strategically, operationally, and technologically. 1 The U.S. government’s ability to address these malicious ‘influence activities’ will depend on its adoption of an appropriately balanced, resourced, and legislatively empowered posture that will be as much a product of institutional history as contemporary strategic-policy decisions. The field, however, still lacks a coherent theoretical framework for understanding the evolved function or functions of disgust. Here we present such a framework, emphasizing 2 levels of analysis: that of evolved function and that of information processing. Although there is widespread agreement that disgust evolved to motivate the avoidance of contact with disease-causing organisms, there is no consensus about the functions disgust serves when evoked by acts unrelated to pathogen avoidance. Here we suggest that in addition to motivating pathogen avoidance, disgust evolved to regulate decisions in the domains of mate choice and morality. For each proposed evolved function, we posit distinct information processing systems that integrate function-relevant information and account for the trade-offs required of each disgust system. By refocusing the discussion of disgust on computational mechanisms, we recast prior theorizing on disgust into a framework that can generate new lines of empirical and theoretical inquiry. The point, May 25th, 2020 however, is to change it. — Karl Marx INTRODUCTION Thomas Rid is Professor of Strategic Studies at Johns Hopkins University’s School of Advanced International Studies. Rid’s latest book, Active Measures, a startling history of disinformation, was published in late April 2020 with Farrar, Straus and Giroux (also in Russian, Japanese, Polish). His most recent book, Rise of the Machines (2016), tells the sweeping story of how cybernetics, a late- 1940s theory of machines, came to incite anarchy and war (also in Chinese, Russian, German, Japanese, Turkish). His 2015 article “Attributing Cyber Attacks” was designed to explain, guide, and improve the identification of network breaches (Journal of Strategic Studies 2015). In 2013 he published the widely-read book Cyber War Will Not Take Place. Rid’s Ph.D. thesis, “War and Media Operations: The US Military and the Press from Vietnam to Iraq,” was the first academic analysis of the role of embedded media in the 2003 Iraq War, providing a concise history of US military public affairs management since Vietnam. Rid testified on information security in front of the U.S. Senate Select Committee on Intelligence as well as in the German Bundestag and the UK Parliament. From 2011 to 2016, Rid was a professor in the Department of War Studies at King’s College London. Between 2003 and 2010, he worked at major think tanks in Berlin, Paris, Jerusalem, and Washington, DC. Rid holds a PhD from Humboldt University in Berlin.
