ANNUAL GENERAL MEETING . WEDNESDAY 22ND NOYEII{BER 2017

The Society's 6th Annual General Meeting will take place on Wednesday 22'd November 2017 at the Rock Sailing & Water Ski Club and I hope to see you there.

To this end, we are holding an 'oopen Discussion" session on important matters relating to the future of our Society. Please consider what issues you would like to raise and in particular Richard Field (planning), Martin Saunders (treasurer) and Jeremy Varcoe (vice-chairman) will do their best to address them. We expect this debate will be both lively and perhaps even fun! Certainly this is our hope and our aim and we hope that many of you will seize this opportunity and join us.

* There will be an important presentation on significant proposed changes to the society's area of concern, after which you will again be able to put questions, prior to a formal vote on it at the AGM that will follow at the conclusion of the informal meeting.

PLA}{NING Wind and Solar Both appeals for turbines at Pines and Scarcewater Tips, have very recently been refused by the Planning Inspectorate. They are outside our area of concern but would have had a major visual impact due to their proposed height and position. Aflected local residents will be extremely relieved by these decisions and congratulations must go to the Bob Barfoot Consultancy for yet another successful campaign. Similarly an appeal for a very large windfarm (11 turbines, l25m to tip) at Week St. Mary near has been refused by the Inspectorate. This is also outside our area but again would have had a major visual impact and is another Bob Barfoot success. Unforhrnately, much to the disffess of the affected population and the disgust of MP, the developer Good Energy has applied for a Judicial Review of this decision. This review does not question the actual decision but whether the Inspectorate acted lawfully throughout the decision-making process. In this case the decision was made by the Secretary of State, Sanjid Javid, so questions his actions. Hopefully the request will be refused. At the time of writing no further application has been made for a 77m turbine at Farm, but is on the 'lvatch list". Should a memher hear of any form of public consultation/Parish Council presentation please contact Nicola as soon as possible. This consultation has to be carried out prior to an application but, given the recent Inspectorate decisions, any application is very unlikely to gain approval. Cont'd/......

Some of these applications have already been refused, appealed and refused again. However two developers are now conlpeting for permissions in tlie same two areas. Neu' "relief road" schemes linking the Rock Road to the Ball Roundabout to relieve congestion around the school and the rnini- roundabout junction on Gonvena Hill have been proposed with some improved infrastructure including a school and new: sports facilities. Horvever, residents are still extremell,' concerned, and rightly so, abotlt the lack of provision for doctors, dentists and secondary scltool places. Unfortunately the Wadebridge Neighbourhood Development Plan $jDP), regardless of its content. is not at a sufficiently advanced stage to be of nruch help. "l'he draft Plan does, however, provide sufficient reinforcement to enable the Planning Department to approve only those applications that would be of most benefrt to the community. Of most "lerrace ern the Ball concern is that any proposed industrial-t-vpe buildings or football stadium high -{round in area could have the potential to inrpact views tolfrom the AONB in the Trewornon Bridge area over the Amble Marshes bird sanctuary. ln the last few days one of the developers has been told to 'ogo back to the drarving board" with their proposal. whilst a revised plan for over 500 houses behind the Trelawney Carden Centre at Sladesbridge is expected shortly. At present rlo representation on any of these applications has been made but this may change as tl-re situation progresses.

Applications irr other areas lrave been few. Most have been individual properties or small developments. Where these have been in direct conflict with the Cornwall Local Plan or any adopted Neighbourhood Development Plan the Planning Department has been very sr.vift in refusing permission. Similarly those that are not in conflict have no reason ior refusal. The existence of an adopted Neighbourhood PIan makes the work of all involved parties much easier - deveiopers, planners and residents alike. Having said that, a developer's interpretation of any plan tends to differ from that of a planner or an affected resident. At present the only adopted NDP in our area is that of St. Minver Highlands/Lowlands and the Planning l)epartment are at present being full.v supportive of the policies within that plan. Long may this continue.

Lasthr, rnany of you may have been aware of an application fbr an "aqua park" ou Harvks Tor Lake alongside the A30 above . This comprised an unspecified number of brightly coloured inflatable structures anchored on the lake with surrounding temporary buildings providing changing facilities, catering etc. Even though the Parish Council rvere at first reluctant to object they were eventr"rally persuaded to by the Society's Chainnan" Richard Vp,-yan-Robinson. The Society objected most strongly along with the AONB Partnership. Landscape Officer and other landowners. 'Ihankfully the Pianning Department agreed with all objectors and refused permission fbr a comprehensive rafl of reasons.

Ivlembers should be aware tlrat the Society' is no longer considered a "Consultee" on planning matters. An1 objectian made on behalf of the Society has no more weight or influence than arr individual member of the public. Members who have concerns/objections to any particular application must ob.ject themselves. B-v all rnealls notifl,Nicola of their conceffls but do not rely on a single Society objection to represent their views.

SOCIAL EVBNTS Iollorving on from a suggestion at last year's AGM we arranged a meeting at The Swan Hotel, Wadebridge on l" March when a good number of members attended an illustrated talk by Mr Ian Kernp. the National Trust's Ceneral Manager for North Cornrvall. He gave a comprehensive talk covering the Trust's rvork and plans for the f-uture including the proposed management of Pentire and recently purchased .

Our meeting in June was held at a new venue The Red Lion, Highway and the speaker was Steve Havers, Comwall Council's Local Plan and Polic.v Manager. Again. the meeting was well attended.

As always, it would tre really helpful if _vou could offer any suggestions at the AGM with regard to future speakers/venues for our meetings in February, May and October/hlovember (2018). Especially, we shall tre grateful for your thoughts about another venue, now that Coomtreshead is no longer available.

3. Chairman's Report 3.1 Richard welcomed everyone to the meeting, palticularly our President Sir David Brewer. 3.2 The newsletter sent out with the AGM papers contained details of past social events during the year. J.J He thanked Richard Field for taking over the duties of planning representative whose report would follow.

4. Planning Representative's Report 4.r Richard referred members to the newsletter and items covered under Plarrning. 4.2 He advised members that he is norv able to check the Counry Council's planning website on a u'eekly basis should they have concerns about applications in their area. +.J The National Trust has important plans for the future management and development of , Pentire Glaze and related properties and car parks. Public meetings rvill be publicised to keep people informed of developments and members were encouraged to attend.

5. Treasurer's Report and approval ofaccounts 5.1 The Society's statutory company accounts for the year to 28'r' February 2016 had been filed with Companies House after prior approval by the Trustees. Copies were available at the meeting should any member present wislt to view them. 5.2 Martin had compiled a sho(er version of the accounts tbr presentation to the members for their consideration and approval and everyone attending should have a copy" 5.3 The accounts were duly approved by a unanimous sholv of hands.

6. Future Events/Speakers 6.1 Bearing in mind the proposed future plans for Pentire Head and associated properties, it was agreed that Mr Ian Kemp, the National Trust's General Manager fbr . should be invited to speak at the society's first meeting in February/March 2017. 6.2 It r.vas becoming increasingiy difficult for the trustees to find new speakers. 6.3 Members rvere asked for suggestions for speakers/events but none were forthcoming. 6.4 Norv that the society's traditional Spring venue at Coombeshead was no longer available it would be helpful if members could suggest a suitable alternative.

Any other Business 7.t New meurbers who had-ioined during the year were introduced and N'elcomed. 7.2 Richard Vyvyan-Robinson thanked his fellow trustees for all their help and support during the past year. 7.-1 Jeremy Varcoe suggested that each member of the societl,' should try and recruit a new (younger) member * i.e a neighbour.

8. Retirement by rotation of three trustees 8.1 There rvere no nelv nominations to the board and Caroline Rucker" Biil Hebblethwaite and Kevin Lawton retired and were unanimously re-elected 8.2 ln accordance with procedures for a member becoming a trustee during the current year, Mr Richard Field retired and was unanimousty re-elected. 8.3 "fhe Board of Trustees were dulv elected en bloc.

INDEPENDENT EXAMINER'S REPORT TO THE MEMBERS OF THE CAMEL VALLEY ANI) BODMIN MOOR PROTECTION SOCIETY ('CVBMPS',)

I have examined the above balance sheet of CVBMPS, a company limited by guarantee, as at 28 February 2017 and the attached income and expenditure account for the year ended that date. I confirm that they accord with the statutory accounts and accounting records of the company and that nothing has come to my attention to indicate that there is any material rnis-statement in these accounts. The tull accounts of the company are not required to be audited and I have not perfbrmed an audit.

Camel Va,ley P&UBal Sht 20'17 At a trustees' board meeting on Monday 4 September 2A17 it was decided to recommend to the Annual General Meeting in November that we should amend and clarify the area of concern of the Camel Valley and Bodmin Moor Protection Society. The current area is defined by'lines'drawn between fourteen Ordnance Survey points on a map. So that we can all understand clearly the area of concern of the Society, it is to be proposed that this should be covered by the Civil Parishes listed below. This area is shown also on the attached map. ln essence, the new area of concern includes all of the relevant coastline (which was previously excluded) as well as the whole of Bodmin Moor, the Camel Valley and their surrounds.
