SUMMARY

The study aimed to assess people’s perceptions of the Wimbleball catchment landscape. This was carried out by asking participants to complete questionnaires. A total of 66 questionnaires were completed in March 2013. Some were collected from specific user group attending 4 organised events, while some were collected from individuals at various locations throughout the study area. The table below gives further details.

A graphic display was prepared and presented at the organised events to assist understanding and to illustrate future possible scenarios. The events were designed to attract specific audiences and to collect views from distinct user groups. The events were reasonably well attended and some useful perceptions were collected.

The general conclusions are that 79% of users support livestock farming. Older people, using the area for recreation, value the traditional countryside, its history and wildlife and seem happy for expansion in services that mean that farming shrinks. The Young Farmers are largely against carbon / water farming and other non farming types of land management, with the exception of Game Shooting, which they strongly support. A table below outlines the findings in greater detail.

Given that the time scale and weather, (the surveys work was carried out in March 2013), a reasonable number of responses were collected. Greater attendance and wider audience may have been achieved had it been possible for the work to take place in the summer months when recreation at the reservoir is active.

Conclusions Views of participants at Over 79% approved of livestock farming. the organised events. Over 72% support for mixed farming and hedges. Over 51% disapproved of conifer plantations. Over 66% support for traditional agricultural buildings and over 58% support for the historic environment

The vast majority of participants recognised the landscape character areas.

Over 50% of people were of the opinion that land immediately surrounding the reservoir warranted being identified as a separate character area, with 28% with the opinion that it should not and 18% who did not know.

Nearly half thought that the landscape could not be improved upon. Views of the over 50’s 50% were of the opinion that the landscape would be visiting the area for better if there were expansion in services that supplied organised passive water, biodiversity and woodfuel. With Food recreation. production, 37% were of the opinion that more intensive agriculture would be better but 31% that it would be worse. 44% thought that more carbon storage (for example in woodlands) would make a better landscape. Views of Young Farmers Support for expansion of livestock farming, alternative farming systems, diversification and game shooting. Little support for carbon / water farming, reservoir and recreational expansion, however only a few strongly opposed the expansion of these benefits.

Local Community & Opinion regarding game shooting was strongly for and Young farmers against, with 56% of the opinion that expansion in game shooting would make the landscape more enjoyable, with 35% of the opinion that it would be less enjoyable. There was strong opinion (47%) that expansion of conventional livestock farming would make the countryside more enjoyable, with only a small minority (only 4.5%) against who were of the opinion that it would be less enjoyable. Views of individuals The majority of participants were reluctant to see surveyed by volunteers change, with 64% of the opinion that the landscape “in the field”. could not be improved and 0% in favour of more farmland and less woodland. There was clear recognition of the presence of water, however this is probably because most questionnaires were completed in close proximity to the reservoir. This group showed less support for hedges in the landscape and more support for tracks. 92% associated the landscape with wildlife.

1.0.1 This report was commissioned by Exmoor National Park Authority (ENPA), in conjunction with Natural England and other Partners. 2.0 BACKGROUND

2.1 Previous landscape perception studies of Exmoor The “Exmoor Landscape Perceptions Study” was completed by Fiona Fyfe Associates in 2011. It provides important data on how members of the public perceive each of the landscape types within Exmoor National Park. Over the course of a year, volunteers surveyed 325 members of the public at agreed sites throughout the National Park, recording how respondents described each of the landscape types and their emotional response to the landscape. It also recorded data on how Exmoor is valued in terms of the ‘cultural services’ it offers, as well as the public’s response to landscape change.

2.2 Landscape Types within the Wimbleball Catchment 2.2.1 The Exmoor Landscape Character Assessment (completed in 2007) identified nine distinctive landscape types within the National Park (shown in fig. 2) and listed below.

2.2.1 The Wimbleball catchment landscape comprises 3 of these character areas, as shown in the drawing below, these include; Open Moorland Enclosed Farmed Hills with Commons, and Incised Wooded Valleys

3.0 METHODOLOGY

3.1 The aim of the exercise was to undertake a study to assess people’s perceptions of the Wimbleball catchment, potential landscape change, and the range of ecosystem services / public benefits that could be delivered. The method that was chosen was to invite participants to fill in questionnaires. The questionnaire was developed from one used in an earlier landscape perception exercise in 2011 (see para 2.1). The form was adapted to include questions on eco system services.

It was understood that an eco system services approach to the countryside would be a relatively new concept to the participants and that it was expecting a lot to hope for well-informed responses without first explaining the subject and giving examples of potential landscape change. It was decided that it was essential to provide information that would help people understand the approach and provide suggestions for landscape change.

There was an awareness that the best value responses came from situations where the participants were taken through the questions by specialist staff, rather than responding without assistance.

It was understood that the Wimbleball catchment study areas was enjoyed and recreated in by a variety of user types including landowners, people living and working in the area and visitors making use of the formal recreation facilities around the lake and the countryside at large. It was considered important to collect views from all of these people.

The approach taken was to organise a number of specific events, where targeted user groups could be encouraged to attend and be asked to fill out questionnaires. The first event took place one Sunday morning and was focused around a guided walk, the second one afternoon in a village hall and the third took advantage of a young farmers committee meeting, where a young and interested audience was willing to be involved. The table below gives details of all these events. Tea and cake was offered at the events to help encourage participation.

An important part of the process was to use the events as an opportunity to inform and educate the participants prior to finding out their perceptions. This was achieved through the use of a graphic visual presentation supported by the presence of specialist staff and a guided walk.

The display took the form of a series of A1 and AO size maps and diagrams. The documents included historic and recent mapping information, a map showing the Exmoor Landscape Character Assessment and a sheet that tried to explain the relationships between the landscape character, ecosystem services and possible future scenarios. The documents used in the presentation are shown below.

The display was designed to show the evolution of the Wimbleball catchment study area through a series of historic maps and aerial photographs, currents maps, the Exmoor Landscape Character Assessment and finally the Future Scenarios sheet. The displays were intended to illustrate potential future scenarios & not to suggest specific changes or options that would be promoted. The results will help inform policy and work in the catchment but ultimately changes will depend on the cumulative decisions and actions of land owners

It was considered important that participants were guided through the sheets, in chronological order, before attempting to complete the questionnaire. See images used in the event below.

3.2 The questionnaire used at the events was adapted from the 2011 Fiona Fyfe study. The adapted form contains additional questions designed to understand people’s perceptions of the benefits of eco system services. Following the first

event, where some participants were confused by the wording of question 2, the questionnaire was further revised. (In the original questionnaire, question 2 asked for views on the effects of more and less change, the amended form simply asked for the views on an expansion in the eco system services.) Other minor improvements were also made. See Appendix 6 Revised Questionnaire.

3.3 In addition to the three events, volunteers offered to carry out individual questionnaires in the field, along the lines of the 2011 study. The original 2011 questionnaire was used for this element of the exercise. See Appendix 7 Original Questionnaire.

4.0 RESULTS

A total of 66 forms were returned. Please see table for details of numbers at the specific events.

* The Exmoor Awareness event, although well attended, was affected by very poor weather and only two forms were returned. Unfortunately these were very incomplete and given the small numbers, it was decided that it did not represent a satisfactory sample. The information from these forms has not been added to the data collected from the other events.

In addition to the changes to question 2 (see above), further lessons from the first event, were to ensure that the display was viewed in the correct order. Unfortunately the circulation pattern planned for the event was disrupted which resulted in many people not reading the display in the correct order and in most cases filling in the questionnaire without first looking at the display. Fortunately much of the information shown in the display had also been discussed on the guided walk.

5.0 CONCLUSIONS The data collected has been collated into two separate parts. The first presents the data collected from the four organised events. The second presents the data collected “in the field” by volunteers. Unfortunately, because different forms were used, it is not easily possible to combine the data sets.

5.1 DATA COLLECTED FROM THE ORGANISED EVENTS

A summary of the data collected at the organised events is shown below. Full data sets are included in the appendices of this document.

The results from the Exmoor Awareness event have not been included in the summary below. Although 2 questionnaires were collected from this event, they were considered to be insufficiently complete to warrant including them in the findings below. The results however, are included in the appendices.

The amendment made to the questionnaire, following the initial Haddon Hill Guided walk, have made it difficult to fully compare the answers given to question 2 for all the event. Please see the summary of question 2 for an analysis.

1 Use events to attract participants. Supporting the participants to understand the issues seemed to lead to good results. Given a small amount of support, participants seemed to grasp the idea of ecosystem services and responded with thoughtful opinions.

Use events as a means of attracting specific user groups.

2 Use the same questionnaire form throughout the whole exercise.

3 Use a shorter, simpler form and consider how the results will be read and processed.

4 Plan the events to take place at a time when public gatherings are more likely to succeed, such as in the summer. 5 The study was successful at finding a variety of different user group and collecting their unique opinions on how the landscape should look in the future. Where there is a lack of representation, it is in people who participate in active recreation based on the reservoir. There are a number of high profile events, such as the “Ironman” that take place at the reservoir. Unfortunately Ironman takes place during June & the project only ran Sept-Mar. It is recommended that in future, running events at times when three will be more people around & piggybacking on things such as the young farmers meeting or a community lunch would be good approach.

Exmoor National Park Authority is working with Natural England and other partners to explore the range of “ecosystem services” delivered in the Wimbleball catchment, an area of land to the south-east of the National Park.

As part of the project, ENPA is undertaking a Perceptions Study to assess people’s perceptions of the Wimbleball catchment, potential landscape change, and the range of ecosystem services / public benefits that are delivered.

This questionnaire has been produced to help identify the views of residents, reservoir users and visitors. The questions aim to find out how people react to the current landscape and how they are likely to react to possible future landscape change.
