Title of Report: Economic Development brochures & “Welcome to Howick” signs

Recommendation: That the Committee direct staff to release “Request for Quotation” documents for printing Howick brochures and “Welcome to Howick” signs.

Background: At the November 25, 2014 EDC meeting, the Committee recommended to Council that budgeting the cost and installation of two “Welcome to Howick” signs be considered during the 2015 budget discussions. At the January 27, 2015 EDC meeting, the Committee directed staff to look into the brochure prepared by Susan Watson while she was Economic Development Assistant for the Township of Howick.

Staff Comments: The ED Committee believes that Welcome to Howick signs and brochures are very important. Staff recommends proceeding with these two projects by releasing “Request for Quotation” documents with a return date of May 15, 2015 at 12 noon.

Financial Impact: The following resolution was passed at the February 3, 2015 Council meeting: “Be it resolved that Council approve the transfer of the 2014 remaining Economic Development budget in the amount of $3,342.81 into an Economic Development Reserves for future economic initiatives.” As per report to Council – Clerk-2015-01 presented at the January 13, 2015 Special Council meeting, the 2015 Economic Development budget of $5,000 has been split into three areas; salaries, benefits and other costs. The 2015 Board and Committee Meetings diem is $87.00 per meeting. Meetings are to be held every two months, therefore; approximately $525 should be budgeted per EDC member.

Concluding Comments: When rfq are returned, the EDC can review the quotes and make a recommendation to Council that is within budget.

1.0 HEDP Goals & Objectives:

Applications to the HEDP Community Economic Development Fund will be reviewed on their ability to develop and enhance a specific sector (or multiple sectors) and/or on their economic development benefit to a specific community or to the County as a whole. Four general lenses will be used as part of the review process: (1) Huron County Sustainability Plan; (2) Huron County Economic Opportunities Blueprint Strategic Plan; (3) Huron County Business Retention and Expansion (BR+E) Report; (4) Community-specific BR+E Reports and Action Plans. (Electronic copies of the latter documents are available upon request).

Support the strategic directions of the Huron County Sustainability Plan as follows: • Enhance community sustainability. • Implement BR+E strategies. • Foster Arts and Culture. • Support entrepreneurship. • Implement the ‘Make Huron Home Strategy’. • Fits 1 or more indicators of success of ‘The Healthy Rural Lens for Huron County’ tool.

Support the strategic directions of the Huron County Economic Blueprint as follows: • Alignment of County and local resources and efforts to avoid duplication and ensure coordination, leverage and maximum impact. • Efforts relating to the support and nurturing of industry associations. • Partnership activities that nurture small business and entrepreneurship. • Business Retention and Expansion (BR+E) activities. • Enhanced focus on workforce training and development in response to industry need. • Emphasis upon economic opportunities for youth and encouragement of mentorship. • Development of stronger post-secondary educational presence in County. • Development of cross-sector business development opportunities. • Focus on the quality of life as a key element contributing to the attractiveness of the area. • Focus on specific agri-business and agricultural products. • Augment focus upon the ‘5 Economic Pillars’ (agriculture and agri-business; manufacturing and industry; tourism and hospitality; creative economy; retail and service).

2.0 Application Criteria & Eligibility:

Applications must be aligned with one or more above HEDP Goals & Objectives and; • Be submitted by a recognized organization engaged in community economic development; • Be an incrementally new project and not previously funded by HEDP; • Be supported with a letter and/or documented motion from the board/committee of the applicant organization; • Be supported by the municipality (with a financial contribution in most cases); • Involve community stakeholders and maximize partnerships; • Comply with the financial criteria contained in the HEDP Budget Template (e.g. 30% cash contribution); • Innovative technology and multimedia based applications will be considered when partnerships for integration with existing data, websites and distribution channels are maximized (any developed multimedia content (e.g. video, photography) should be free of copyright and be eligible for use in partnership with the HEDP); • Applications will be reviewed on their alignment with HEDP Goals & Objectives; however, each application shall also be reviewed on its own merits; • Applicants are strongly encouraged to engage multiple partners in submitted projects.

• Ineligible: funds for capital expenditures; existing staff; events; printing of promotional materials or website design. Note: Exceptions for website related projects will be considered on a case by case basis if the initiative is also substantially supported by the local municipality, includes other financial contributors/stakeholders and has a significant emphasis on branding, marketing and economic development.

3.0 Application:

All Applicants must use the provided HEDP Application Form and Budget Template.

4.0 Application Procedure:

In order for HEDP Funding Applications to be eligible for review by the HEDP Management Committee, applicants must demonstrate compliance with the following procedure:

1. Gather and demonstrate municipal and community stakeholder input and support;

2. Undertake a pre-application consultation with Huron County Economic Development staff regarding (but not limited to): a. Project budget b. Project work timelines and deliverables c. Other funding sources d. Work plan for project e. Application templates

3. Submit to [email protected] on or before 4:00 PM on the following intake 2015 deadlines: - Friday, April 24* - Friday, June 12** - Friday, September 18** * Subject to 2015 budget approval. ** Subsequent intake dates are subject to the availability of funds.

4. HEDP Management Committee Review (3x per year, typically 2 weeks following intake deadline);

5. Upon approval, sign written agreement;

6. Approved applicant shall submit request and invoice for initial payment (50%);

7. Implementation;

8. Approved applicants are responsible for conducting a fair, transparent process for selecting third party vendors for relevant project deliverables;

9. Final project report- highlighting success, failures, etc. (template shall be provided);

10. Approved applicant shall submit request and invoice for final payment (50%) upon delivery of Final Project Report and proof of project deliverables.

11. Brief presentation to HEDP (upon request only).

Note: Any media communication regarding approved projects must directly reference the HURON ECONOMIC DEVELOPMENT PARTNERSHIP as a funding partner.
