Upon deletion of a code element from ISO 3166-1, a code element is included in ISO 3166-3 in accordance with subclauses 4.2.2 and 5.1.2 of ISO 3166-3:1999.

ISO 3166-3 Newsletters are issued by the secretariat of the ISO 3166/MA when changes in the code lists of ISO 3166-3 have been decided upon by the ISO 3166/MA. ISO 3166-3 Newsletters are identified by a two-component number, the first of which indicates the currently valid edition of ISO 3166-3 in Roman numerals (e.g. "I" for the first edition of ISO 3166-3, i.e. ISO 3166-3:1999) and a consecutive issue of the newsletter published to that edition with number (in numerals) starting with "1" for each new newsletter of ISO 3166-3. The headers of the table below refer to the list part of ISO 3166-3:1999.

The ISO 3166 Maintenance Agency has agreed on the following change(s) to ISO 3166-3:1999, Codes for the representation of names of countries and their subdivisions — Part 3: Code for formerly used names of countries.
