GENERAL CONSIDERATIONS 7. The two programmes have been coordinated with the nations

2 concerned and with the staffs of the two Major NATO Commanders,

3 8 . The programmes represent NATO minimum military

e requirements and all projects are considered to have a sufficient

5 degree of common use or interest to warrant eligibility for 6 common funding.

7 9. Existing facilities have been taken into consideration 8 with a view to achieving maximum economy. Cost estimates have

Q been coordinated with nations concerned to the maximum extent

10 practicable. The costs shown are, however, estimates subject to 11 revision to meet technical and military requirements. 12 10. These programmes do not include any relocation projects 13 consequent on the French initiative, which may subsequently be 14 agreed, for NATO common inf rastructure.-funding.

15 11. The tables at Enclosures 1 and 2 show the detailed 16 breakdown of the SHAPE and SACLANT programmes by categories and

17 by country. These programmes are discussed in greater detail in 18 paragraphs 12 - l6 below.

19 SACEUR1s PROGRAMME 20 12. SACEUR's recommended programme of £45.814 million 21 comprises projects in the following categories:- 22 a. Airfields: (£8.O37m.). Projects in this category

£3 consist mainly of restoration and improvements which are

24 necessary in order to meet the requirements of approved NATO

65 criteria and standards. The largest single expenditure 26 proposed, however, is for the construction of a maritime 27 helicopter airfield in (£0.625m ) . EO.O'7Om. is also 28 included for completed U.S. prefinanced projects in France

29 in order that the U.S. may be reimbursed. Approval of 30 these projects is recommended.

Ü* Naval Bases: (£l„o84m.). Two major projects in 2 Italy account for nearly 80$ of the funds proposed in this 3 category. These are the restoration of an external breakwater 4 and the construction of fuel storage facilities. All of the 5 proposed works are NATO military requirements and approval 6 is recommended. 7 c_. POL: (e8 .057m. ). More than half of the funds q proposed are for the completion of forward defence projects 9 in Germany which had previously been funded to 4O?6 of their 10 estimated cost in Slice XVII. Construction progress on 11 these projects justifies the funding of the remaining 6O$ 12 in this programme. Also justified, Is the proposal for 13 planning funds {£O/25Om, ) for the forward extension of the 14 CEPS in Germany. Projects for procurement of equipment for

15 repair of wartime damage amount to a total of El„923m. 16 All projects in this category are recommended for approval. 17 d. Communications : (£6.982m.) . Of the amount 18 proposed in this category, E5.7OOm, is for Tapeless Rotorless 19 On-Line (TROL) cryptographic equipment needed to meet SO essential operational requirements in ACE. Two other 21 important projects are the replacement of the obsolete 22 Northern radio relay system:-in , which is unreliable 23 and unsuitable for automatic data (digital) transmission,

24 and transportable emergency back-up equipment for the ACE 25 forward scatter. Approval of all projects is recommended. 26 e. Navigational Aids: (BO.22m.). Minor .'projects 27 in this category are recommended for approval. 28 f\ Warning Installations: (El»175m). All projects

A sufficient degree of common usage and NATO 20 Interest has been established for the projects 21 recommended in these programmes. 22 RECOMMENDATION 2^, 18.
