Attached is MC/35(Draft) being a report by the Military Committee to obtain the approval of the North Atlantic Council to the group of projects lïpntained in the SACEUR and SACLANT programmes for NATO Common \Infrastrueture for 1967 (Slice XVIII) ■ references a_. and b . \ 2. This report is basted on the principles of military necessity and does not deal with their more detailed considerations and is in accordance with the Vsual procedure of presenting these annual programmes to the 'Worth Atlantic Council. It does not deal with the priority\of execution of these programmes in relation to relocation projects or any future actions which may be necessitated as a result èt the review now being undertaken by the Major NATO Commanders of projects in Slices II-XVIII. \ 3. It is requested that you\ will submit comments on the draft report to reach the International Planning Staff by not later than 23 December I966. When all comments have been considered and a supporting document has been prepared, this will be issued to members of the Military Committee for consideration, and there will be a period of one week during which the planners concerned with this subject on the International Planning Staff will be available to discuss any points which your staff officers may wish to raise. The draft report will then be placed on the Agenda for consideration by the Committee\(approximately 9 Feb 66). This report examines the programmes proposed by 3 SACEUR and SACLANT in references su and b. for NATO Common 4 Infrastructure for 1967 (Slice XVIII), In accordance with the 5 usual procedure of presenting these annual programmes to the 6 North Atlantic Council to justify their military necessity and 7 eligibility for NATO common infrastructure funding. 8 2. This report does not deal with the priority for 9 execution of these programmes in relation to relocation projects, 10 or any future actions which may be necessitated as the result of il the review now being undertaken by the Major NATO Commanders of 12 projects in Slices II-XVIII,to help offset the loss of French 13 contributions to infrastructure for Slices XVIII-XX and help meet l4 some of the costs of relocation. 15 3. The recommendations of the Military Committee are l6 primarily concerned with the military necessity and common interest 17 of these programmes, since political, financial and technical LÖ aspects are the responsibility of the North Atlantic Council, 19 its committees and the International Staff. 20 4. AIM 5. This report is, therefore, designed to recommend for D Council approval the group of projects contained In the SACEUR 6 and SACLANT programmes for 1967 (Slice XVIII) based on the main 7 principle of military necessity and-common Interest and does not 8 deal with other more detailed considerations. 9 CURRENT INFRASTRUCTURE FUNDING 10 6. By reference c_. the North Atlantic Council approved a 11 cost sharing agreement for a ceiling of £228 million for 12 Slices XVI-XX (1965-1969)-. The funds remaining for Slices XIX and XX, 13 after deducting Slice XVIII as now recommended and taking into 14 account the French withdrawal from infrastructure participation, 15 are as follows:- Em. The two programmes have been coordinated with the nations 2 concerned and with the staffs of the two Major NATO Commanders, 3 8 . The programmes represent NATO minimum military e requirements and all projects are considered to have a sufficient 5 degree of common use or interest to warrant eligibility for 6 common funding. 7 9. Existing facilities have been taken into consideration 8 with a view to achieving maximum economy. Cost estimates have Q been coordinated with nations concerned to the maximum extent 10 practicable. The costs shown are, however, estimates subject to 11 revision to meet technical and military requirements. 12 10. These programmes do not include any relocation projects 13 consequent on the French initiative, which may subsequently be 14 agreed, for NATO common inf rastructure.-funding. 15 11. The tables at Enclosures 1 and 2 show the detailed 16 breakdown of the SHAPE and SACLANT programmes by categories and 17 by country. These programmes are discussed in greater detail in 18 paragraphs 12 - l6 below. 19 SACEUR1s PROGRAMME 20 12. SACEUR's recommended programme of £45.814 million 21 comprises projects in the following categories:- 22 a. Airfields: (£8.O37m.). Projects in this category £3 consist mainly of restoration and improvements which are 24 necessary in order to meet the requirements of approved NATO 65 criteria and standards. The largest single expenditure 26 proposed, however, is for the construction of a maritime 27 helicopter airfield in Germany (£0.625m ) . EO.O'7Om. is also 28 included for completed U.S. prefinanced projects in France 29 in order that the U.S. may be reimbursed. Approval of 30 these projects is recommended. APPROVED FOR PUBLIC DISCLOSURE •SATO nato - m ä t m Ü* Naval Bases: (£l„o84m.). Two major projects in 2 Italy account for nearly 80$ of the funds proposed in this 3 category. These are the restoration of an external breakwater 4 and the construction of fuel storage facilities. All of the 5 proposed works are NATO military requirements and approval 6 is recommended. 7 c_. POL: (e8 .057m. ). More than half of the funds q proposed are for the completion of forward defence projects 9 in Germany which had previously been funded to 4O?6 of their 10 estimated cost in Slice XVII. Construction progress on 11 these projects justifies the funding of the remaining 6O$ 12 in this programme. Also justified, Is the proposal for 13 planning funds {£O/25Om, ) for the forward extension of the 14 CEPS in Germany. Projects for procurement of equipment for 15 repair of wartime damage amount to a total of El„923m. 16 All projects in this category are recommended for approval. 17 d. Communications : (£6.982m.) . Of the amount 18 proposed in this category, E5.7OOm, is for Tapeless Rotorless 19 On-Line (TROL) cryptographic equipment needed to meet SO essential operational requirements in ACE. Two other 21 important projects are the replacement of the obsolete 22 Northern radio relay system:-in Turkey, which is unreliable 23 and unsuitable for automatic data (digital) transmission, 24 and transportable emergency back-up equipment for the ACE 25 forward scatter. Approval of all projects is recommended. 26 e. Navigational Aids: (BO.22m.). Minor .'projects 27 in this category are recommended for approval. 28 f\ Warning Installations: (El»175m). All projects 29 are NATO military requirements and approval is recommended.
