Citizens Basic Income - update

1. I thought it would be helpful to provide Ms Somerville and Ms Campbell with a short update on the work of the Citizens Basic Income (CBI) Steering Group on the feasibility study of piloting a CBI (sometimes described as a ‘universal basic income’) in Scotland.

2. As you know, we provided £250,000 over 2018-2020 to a consortium of four local authorities (Glasgow, Edinburgh, and North Ayrshire) to explore the ethical, legislative, financial and practical implications of piloting a CBI in Scotland. As part of this work, the Group commissioned Fraser of Allander Institute to look at the fiscal and economic impacts, and also considered pilots in other parts of the world, such as Finland and Canada. There has been close engagement with officials in the 3

Department for Work and Pensions (DWP) and Her Majesty’s Revenue and Customs (HMRC) to understand better the legislative, tax and technical changes that would be required to implement a CBI In Scotland.

3. The Steering Group produced an interim report (https://basicincome.scot/) in November 2019. It argued that a CBI could bring benefits in terms of reduced poverty, child poverty and increased employment levels, although it would require significant investment (the direct cost of a three year pilot could be up to £280m) and a national scheme is likely to require an increase in taxation levels. The Scottish Government would also need full co-operation from the UK Government as it does not currently have the range of social security or tax powers to pilot or implement unilaterally.

4. Approval of final report (required from all four councils involved) and its subsequent publication has been delayed due to COVID-19. There is a meeting of the CBI Feasibility Study Councillor Group on 27 May to discuss how best to seek council endorsement of the report in the current circumstances. The Steering Group is hopeful the report will be approved and published by end June.

On 11 June the independent Citizens Basic Income (CBI) Steering Group, which comprises four local authorities (Glasgow, Edinburgh, Fife and North Ayrshire) is expected to make public its final report on the feasibility of piloting a CBI in Scotland. The Scottish Government provided £250,000 to fund this project which was a 2017 Programme for Government commitment.

The report’s key conclusion is that CBI pilot is desirable, but not possible under the current devolution settlement. It proposes a 3 year pilot in two areas where a CBI would be paid to everyone, not means-tested and unconditional. It would cost up to £280 million but could achieve reductions in poverty. The estimated costs of a national CBI scheme is up to £57.8 billion, funded through increased taxation, from a starting tax rate of 27% to a top rate of 85% depending on the model used, and could result in a reduced pace of economic growth.

As seen in the email below, the Work and Pensions Committee have invited a representative of the Scottish Government to appear to provide oral evidence on the feasibility of a basic income at an upcoming session for their inquiry into the Department for Work and Pension’s preparations for changes in the world of work. This follows a written submission of evidence, sent 1 July 2020 and attached for your reference, that detailed the Scottish Government’s involvement with the Citizens Basic Income feasibility study, and our position on potential utility of piloting a basic income.

The Scottish Government’s position, that a basic income pilot is desirable but not practicable given the current devolution settlement and the UK Government’s explicit lack of interest, has not changed since the submission of written evidence. [Redacted s.30(b)(i)]

“We welcome the considered work of the Steering Group in the preparation of their report and share the same desire to consider any and all solutions to eradicating poverty and inequality.

“As recognised by the report, the shortcomings of the UK Government’s current welfare system have been particularly exposed during the coronavirus crisis, leaving too many people in an unacceptable financial situation.

“Although we will have to take the necessary time to consider the report’s finding in detail, we agree with the steering group’s conclusion that while a pilot programme would be worth exploring further, it must be done with the agreement, co-operation, and collaboration of all relevant parties. In this case, the Scottish Government does not have the full range of social security or tax powers to introduce a universal basic income pilot on its own as the majority of these remain reserved to the UK Government.

“We will continue to call on the UK Government to engage constructively with us on this issue, and urge them to seriously consider a basic income pilot as part of its UK- wide COVID-19 plans to support a strong and fair economic and social recovery.”

ATTACHMENT

ISSUE: 3 May: Willie Rennie, Leader of the Scottish Liberal Democrats, released a statement calling for an intergovernmental summit on introducing a Universal Basic Income across the UK.

[OUT OF SCOPE]

A universal basic income, which could provide financial security to people during this time, is an idea worth exploring and we would urge the UK Government to give it serious consideration.  COVID-19 has made the case for seriously exploring some form of a universal basic income stronger than ever.  However, the Scottish Government on its own could not introduce a universal basic income.  Under the current devolution settlement we do not have the full range of powers over social security or tax that are required to make a universal payment to everyone in Scotland.  We continue to call on the UK Government to consider this more seriously.

Were it introduced, a universal basic income would also mitigate the impact of UK Government welfare cuts.  It would provide support to the increasing number of people find themselves ineligible for social security support provided by the UK Government or that the social security payments that they can access are insufficient to cover basic living costs.

We have committed to exploring the idea further and provided £250,000 to fund a feasibility study into conducting pilots in Scotland.  The Scottish Government has provided £250,000 to a consortium of four local authorities to undertake research into the feasibility of conducting local pilots in Scotland.  An interim independent report was published by the steering group in November last year and a final feasibility report will be published later this year.  The interim report set out progress to date, including initial thoughts on what a universal basic income pilot would look like.  Direct costs for a pilot were estimated to range from between £76m to £203m.  The emerging findings from the final report make it clear that the Scottish Government does not currently have the range of powers over social security or tax to make a universal payment.  The final report was due to be published in June and has been delayed due to COVID19.  The Cabinet Secretary for Communities and Local Government wrote to the Secretary of State for Work and Pensions on 26 November 2019, asking for a commitment that her Department would work with the Scottish Government and

the steering group to understand the challenges and potential solutions to implementing a universal basic income.  The steering group and officials from the Scottish Government, the Department for Work and Pensions and Her Majesty’s Revenue and Customs have engaged in discussions and workshops about how a pilot could be implemented  Once the steering group publish their final report, it will be for the Scottish Government to consider the next steps. Any future decisions will need to be based on evidence and provide value for money.
