Faculty Handbook Dear Faculty! On behalf of the entire Nazarbayev University community, I am pleased to welcome you and your families to Astana, the capital city of Kazakhstan. We hope to make your transition to a new environment as smooth as possible, so that you will be able to enjoy your assignment at NU. This handbook is meant to serve as your guide as you familiarize yourselves and your families with NU, its facilities and Astana.     Kazakhstan: The Art of Balance between China and Society The trial over the rights activist of ethnic Kazakhs in China has shown that the authorities of Kazakhstan have to swim between Beijing and public opinion for the second time last year. Follow us on LinkedIn On the night of August 16, the trial over Serikzhan Bilash, a head of Atazhurt Yeriktileri (Volunteers of Motherland), was completed in Almaty regarding his assistance to returnees and ethnic Kazakhs in China. For Kazakhstan, this trial based on political charges was held in record time – without even starting. The verdict was also a surprise – penalty less than 300 dollars. The trial over Serikzhan Bilash was an indicator for Akorda of its dependence on the society, just like the trial over a refugee from China – ethnic Kazakh Sairagul Sauytbai. Born in Xingjian-Uighur Autonomous Region (XUAR), ethnic Kazakh Serikzhan Bilash received citizenship of Kazakhstan. When ethnic minorities were persecuted in western China, Bilash and his fellow thinkers created a group, Atazhurt Yeriktileri, to provide assistance to returnees. However, amid increasing pressure on Muslims in China, Bilash increasingly criticised Beijing and, in fact, organised a campaign against the oppression of ethnic Kazakhs in XUAR. The same group did not let the extradition of refugee Sairagul Sauytbai to China and could draw the attention of world media to this situation. On the one hand, the authorities of Kazakhstan finally opened their eyes to what was happening with its powerful neighbour, after which negotiations began to ease the situation of the Kazakh ethnic group in XUAR. On the other hand, it is obvious that Bilash has become too uncomfortable in the relationship between Nur-Sultan and Beijing.

Territorial and geographical location Ili Delta, Kazakhstan Almatinskaya Oblast (province), Bakanas Rayon (county) The Ili Delta is part of the Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site 2. Natural and geographic data Basic geographical data: location between 45° N and 46° N as well as 74° E and 75.5° E. Fig. 1: Map of the Ili-Balkhash Basin (Imentai et al., 2015). Natural areas: The Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site comprises wetlands and meadow vegetation (the modern delta), ancient river terraces that now harbour Saxaul and Tamarx shrub vegetation, and the southern coast line of the western part of Lake Balkhash. Most ecosystem services can be attributed to the wetlands and meadow vegetation. Therefore, this study focusses on the modern delta with its wetlands and meadows. During this study, a land cover map was created through classification of Rapid Eye Satellite images from the year 2014. The land cover classes relevant for this study were: water bodies in the delta, dense reed (total vegetation more than 70%), and open reed and shrub vegetation (vegetation cover of reed 20- 70% and vegetation cover of shrubs and trees more than 70%). The land cover class dense reed was further split into submerged dense reed and non-submerged dense reed by applying a threshold to the short wave infrared channel of a Landsat satellite image from 4 April 2015.

Kazakhstan’s Blueprint for road traffic development outlines six main transit corridors: 1. Tashkent - Shymkent - Taraz - Bishkek - Almaty - Khorgos; 2.
