Project Scope Everett Transit (ET) is seeking funding for preliminary engineering and design for a new, environmentally sound operating base. The agency has outgrown its existing base and must build an operations center with sufficient space to accommodate the agency's transition to an electric fleet, requiring infrastructure which the current base is unable to accommodate. It is anticipated that by 2022, Everett Transit's fleet will be over 50% electric. Expansion of capacity is critical to operating an electric fleet, meeting the needs of this fast-growing community and supporting the regional rail system. Preliminary engineering and design funds will allow ET to complete the first step in its expansion process. 2 of 10 Everett Transit will partner with Snohomish County PUD to create a solar powered/micro-grid base to support an electric fleet. A strategically located operations base will provide transit vehicles with easy access to the freeway and arterial roadways to enhance transit routing and improve efficiencies. The transit base will include all the facilities that are required to support and maintain transit operations within the City. The base will have approximately 30,000 square feet of building space to include administrative offices, training facilities, dispatch areas, a drivers' room, locker rooms, meeting space, lunch room and a call center. The project will also contain approximately 5,000 square feet of space for transit vehicle light maintenance, parts room, radio shop and storage areas. Other facilities that will be included are electric charging stations for electric buses and on-site energy storage. The site will include facilities for vehicle cleaning stations to care for revenue and non-revenue fleet vehicles as well as parking for approximately 80 revenue vehicles, road relief/staff cars as well as employee parking. The cleaning station will include a washing facility as well as a vacuum system to ensure the cleanliness of the fleet. Safety features for the entire facility will include solar powered lighting, proximity card door control system, security cameras and will be fully fenced for enhanced security. An additional safety feature will include a connection to the drivers silent alarm technology to alert dispatch/supervisor staff of a problem in the field. Everett Transit proposes to build this project using green building techniques, such as recycled building materials and renewable energy sources in an effort to build a state of the art facility that contributes to the reduction of greenhouse gasses and is environmentally sound. 2. Project Justification, Need, or Purpose Everett Transit’s Long Range Plan envisions an expanded system that adds 24% more revenue hours by 2040, with ridership increasing by approximately 20%. To enable this vision, Everett Transit will need to expand our existing fleet of 42 vehicles to approximately 50 vehicles. Everett Transit is also in the process of transitioning its fleet to electric vehicles, with over 50% of the fleet expected to be electric by 2022. The current Operations base is not able to accommodate this growth or the infrastructure needed to power an electric fleet. Everett Transit is currently operating out of three locations, the Transit Operations Center (TOC), North Base (NB) and Everett Station (EVST). The TOC comprises one city block and provides 14,000 square feet building space for Operations Administration, Para Transit Call Center, Para Transit and Fixed Route dispatch. An adjacent building is used for bus maintenance. Thirty eight of the forty two fleet buses are squeezed onto this foot print. This parking arrangement prohibits independent vehicle parking and will not be possible after Everett Transit receives its first four all-electric buses, June of 2018 and will certainly not accommodate eighteen electric vehicles on order. When the electric buses arrive, ten buses will be shifted to other nearby City property, displacing lesser used equipment even farther from the operating base. The NB is a leased space pending expiration in February 1 2019. This space currently provides parking for 24 para transit vehicles and para transit operator parking. The lease allows access to restroom facilities for operators. Everett Station houses transit administration including, planning, marketing, customer service, commute trip reduction and outreach. Everett Transit recently acquired approximately 5.2 acres directly south and adjacent to the Everett Station property. This location will allow transit services originating at Everett Station to begin shortly after leaving the base reducing deadhead times, accommodating more routes and ultimately providing better service to our customers. Building a new operations base will support the need for safety and security of our fleet, adopt environmentally responsible resources using solar power and electric vehicles. The construction of a new base will sustain the Everett community by providing jobs during the construction phase as well as potential job opportunities within Everett Transit as the anticipated growth of the agency is realized. By 2022, Everett Transit will have more than 50% of its fleet converted to electric vehicles. With this conversion and the need to expand operations to meet population demand and light rail, a new operations base is vital to accommodate the infrastructure required for an environmentally sound transportation system. A larger facility will enable Everett Transit to expand its fleet and services while providing better access to arterials and the freeway. Preliminary engineering and design of a new operations base will support the conversion to an electric fleet and expansion to meet the demands of population growth and light rail. Project Location 1. City of Everett Comprehensive Plan, Transportation Element pages 49-56 and Appendices A-2 Page 7 The construction of the operations base for Everett Transit supports multiple policies set forth in the City of Everett Comprehensive Plan. In Objective 1: Expanding Multi-Modal Travel Opportunities, policy 1.9 states “Provide appropriate transportation infrastructure to support public and private transit-oriented development.” The transit operations base will assist in supporting the public transportation that will in turn support transit-oriented development throughout the City. Objective 2: Develop Appropriate Design Standards and Procedures, policy 2.1: “New developments and redevelopment shall be encouraged to incorporate transit-supportive and pedestrian-friendly design features.” “Design of transportation facilities shall be consistent with the other pertinent policies of the City’s Comprehensive Growth Management Plan, with strong emphasis on making such transportation facilities and the travel experience as safe and enjoyable as possible, while minimizing the long-term maintenance costs.” and “Transportation facilities in the City shall be planned, designed and constructed to be barrier-free and easily accessible to disabled persons consistent with the requirements of the Americans with Disabilities Act.” Everett Transit will support the objectives of these policies through the design. “Develop supporting capital infra-structure to provide multi-modal connections between and among local and regional transportation services.” The transit operations base is a key component in this capital infrastructure to keep transit operations moving efficiently throughout the City. In Objective 4: Planning Principals, policy 4.4 “Minimize impacts on the environment and communities when improving or establishing new transportation facilities.” We will create a lesser impact on the community by utilizing green building technology, converting to electric vehicles and continuing to involve the public in the design process to ensure their needs are met. 3.
