  • The Israeli Governmental Conduct in Advancing Cooperation with Arab States
The Israeli Governmental Conduct in Advancing Cooperation with Arab States Ksenia Svetlova and Mor Yahalom December 2020 A. Introduction Cooperation can yield stability, continued development and strengthened ties between states. Broad, fruitful Israeli cooperation with Arab states will open many economic, security, intelligence, energy, tourism, and medical opportunities, with the potential for more to come. Therefore, this goal must be identified and pursued. This paper is intended to enrich the theoretical and practical knowledge of Israel’s regional cooperation and provide background for understanding and assessing the variety of existing practices that Israel employs, on the governmental level, to advance regional cooperation and implement it. The paper details the various Israeli ministries and agencies tasked with managing and developing cooperation with Arab states, the division of responsibility among them and the practices they employ. It also identifies current opportunities and characterizes the challenges hampering and delaying potential cooperation. B. Government-led regional cooperation practices Many Israeli government bodies maintain some ties with other countries in the region. While the government formulates and carries out policy, the Knesset is charged with overseeing its activity and it can contribute to promoting regional cooperation through meetings and participation in international conferences. The following is a review and analysis of the governmental and Knesset bodies engaged in advancing cooperation and of the practices they employ. 1. Government Ministries A) The Prime Minister’s Office The Prime Minister Over the past decade, due in part to the continuous weakening of the Foreign Ministry and the Foreign Minister’s status, the Prime Minister has served as Israel’s de facto minister of foreign affairs.

Government officials will meet with the IMF Spain Burkina Faso in the coming days to discuss the plan, which is the first of its kind in the world and may include the promotion of bitcoin mining with excess geothermal energy from a local volcano. The move is seen as a way to increase financial inclusion and for the diaspora to send money back home more easily as approximately 70 percent of El Salvador does not have access to traditional financial services. Of course, there are concerns over how fluctuations in the price of bitcoin will impact businesses and citizens, and whether organized crime in the country will take advantage of the new currency. _________________________________________________________________________________________________________________ Israel Security Chief Warns Against Incitement of Conflict as Tensions Mount Before Key Vote The director of the Shin Bet, Nadav Argaman, made a rare public appeal amid fears that a new round of turmoil might disrupt attempts to form a new government. Israeli police at a demonstration by Palestinians in East Jerusalem on Sunday. By Patrick Kingsley June 6, 2021 JERUSALEM — Fears of renewed unrest in Israel heightened over the weekend, leading the country’s internal security director to issue a rare public warning about what he called rising levels of incitement following rightist efforts to derail progress toward a new coalition government. Far-right Jewish activists announced plans for a provocative march through Palestinian neighborhoods of Jerusalem while, adding to the tensions, the Israeli police on Sunday detained a pair of Palestinian siblings whose activism and media appearances recently drew a wave of international attention to the displacement of Palestinians from East Jerusalem, forming the backdrop to the recent conflict in Gaza. The events raised the specter of a new wave of turmoil in Israel and the occupied territories, just days before the Israeli Parliament is expected to hold a vote of confidence in a fragile new government whose formation would force Prime Minister Benjamin Netanyahu to leave office for the first time in 12 years. 2 The new coalition is formed from eight ideologically diffuse parties drawn from the far left to the hard right and would include, for the first time in Israeli history, an independent Arab party. Supporters of the coalition fear that further political turbulence might prompt some of its hard-right members to drop out at the last minute, by fanning concerns among some ultranationalist members about serving with leftists and Arabs.
