The main event of the Forum was a plenary session entitled ‘Opening up the Russian Far East’, which was attended by Russian President Vladimir Putin, Japanese Prime Minister Shinzō Abe, and South Korean President Park Geun-hye. 3,700 Discussions at the Forum centred on three major topics: participants Opportunities for Investors Incentives for Investors Developing the Russian Far East – Advantages and New Opportunities for the Asia-Pacific Region The Forum programme included five international business dialogues Overseas agreements (Russia–China, Russia–South Korea, Russia–Germany, Russia–ASEAN, and signed, the Russian–Japanese Business Forum). Social security, and above all healthcare, are major factors when choosing a place to live in Russia. In this context, the Far Eastern Federal District needs to provide high-quality accessible healthcare in spite of its limited resources. This will only be possible with a new perspective on healthcare development in the region, taking account of the geographical circumstances, the financial limitations and the proximity of the Asian markets. The key issues to discuss will include how to organize primary care and ensure accessibility even in remote regions. Another important topic is the possibility of attracting private firms to provide primary healthcare services and of making use of the latest advances in telehealth, following the examples of Australia and Canada. There will be a separate discussion of funding the primary sector with the aim of attracting private firms. Collaboration with leading clinics in Asian countries, including through public-private partnerships, may bring new opportunities for developing high-tech healthcare in the inpatient sector. Ensuring optimum population coverage and managing patient flows and working on pricing to ensure high-quality inpatient care are important challenges in terms of developing this area. Managing emergency care is a separate issue and requires rethinking approaches to implementing inter-regional healthcare projects – an area in which a number of regions have positive experience.     0 DAY 1 DECEMBER 4, 2017 Project 28.11.2017 "REFERENCE ZONES: REGIONAL MODELS AND ____________ THE ROLE OF THE STATE" December, 4 10.00-12.00 PLENARY SESSION ________________ Hall 3 In 2017 the Russian Government approved a new version of the state program “Social and Economic Development of the Arctic Zone of the Russian Federation” and also a draft federal law "On Supporting Development Zones in the Arctic Zone of the Russian Federation" is under development. It is assumed that the main mechanism for the development of the Arctic region will be the support zones, which envisage the development of the territory as an integral project on the principle of ensuring the interconnection of all sectoral activities at the planning, goal-setting, financing and realization stages. Implementation of pilot projects for the direct creation of support zones is scheduled for 2018-2020, and their operation for 2021-2025. Within the framework of the plenary session, it is planned to discuss the readiness of the Arctic regions to launch and operate the reference zones, as well as coordinate the activities of federal and regional authorities in this process.     Voter alignments in a dominant party system: The cleavage structures of the Russian Federation. Master’s Thesis Department of Comparative Politics November 2015 Ivanna Petrova Abstract This thesis investigates whether there is a social cleavage structure across the Russian regions and whether this structure is mirrored in the electoral vote shares for Putin and his party United Russia on one hand, versus the Communist Party of the Russian Federation and its leader Gennady Zyuganov on the other. In addition to mapping different economic, demographic and cultural factors affecting regional vote shares, this thesis attempts to determine whether there is a party system based on social cleavages in Russia. In addition, as the Russian context is heavily influenced by the president, this thesis investigates whether the same cleavages can explain the distribution of vote shares during the presidential elections. Unemployment, pensioners, printed newspapers and ethnicity create opposing effects during parliamentary elections, while distance to Moscow, income, pensioners, life expectancy, printed newspapers and ethnicity created opposing effects during the presidential elections. The first finding of this thesis is not only that the Russian party system is rooted in social cleavages, but that it appears to be based on the traditional “left-right” cleavage that characterizes all Western industrialized countries. In addition, despite the fact that Putin pulls voters from all segments of the society, the pattern found for the party system persists during presidential elections. The concluding finding shows that the main political cleavage in today’s Russia is between the left represented by the communists and the right represented by the incumbents.

Many observers have argued that a democratic Russia with free markets would be a cooperative bilateral and multilateral partner rather than an insular and hostile national security threat. Concerns about democratization progress appeared heightened after Vladimir Putin became president in 2000. Since then, Russians have faced increased government interference in elections and campaigns, restrictions on freedom of the media, large- scale human rights abuses in the breakaway Chechnya region, and the forced breakup of Russia’s largest private oil firm, Yukos, as an apparent warning to entrepreneurs not to support opposition parties or otherwise challenge government policy.

    Arctic Review on Law and Politics Peer-reviewed article Vol. 10, 2019, pp. 190–216 Governing the Arctic: The Russian State Commission for Arctic Development and the Forging of a New Domestic Arctic Policy Agenda Helge Blakkisrud Norwegian Institute of International Affairs (NUPI) Abstract After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government’s ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Devel- opment, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government’s renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government strug- gles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic “power vertical” must be modified. Russia’s Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult.
