Minutes – June 21, 2017 At 7:30 p.m., President Mark D. Leidich called to order the regular meeting for the month of May of the Board of School Directors of the Conrad Weiser Area School District, followed by the pledge to the flag of the United States of America.

Dr. Grove reviewed the current status of department heads and explained the structural needs of K-12. He described a solution utilizing Lead Learners and provided a stipend structure. He would like to develop position guides for approval at the July board meeting.

Consent Agenda Mr. Manbeck asked for requests to move items from the Consent Agenda to the Discussion Agenda, and there were none.

Motion by Manbeck, Seconded by Sabold, RESOLVED, that on the recommendation of the Administration Agreement with Invo HC Assoc and the Budget & Finance Committee, the Board of School Directors of the Conrad Weiser Area School District approves 1. EJS an agreement with Invo HealthCare Associates, Inc., 1780 Kendarbren Drive, Jamison, PA 18929, for contracted psychology services at a cost of $69.00 an hour for up to 15-20 hours a week, effective July 1, 2017, for the 2017-18 school year.

2. EJS approves an agreement with Invo HealthCare Associates, Inc., Agreement with Invo HC assoc 1780 Kendarbren Drive, Jamison, PA 18929, for contracted social work services at a cost of $57.00 an hour for up to thirty hours a week, effective July 1, 2017, for the 2017-18 school year.

3. EJS approves the following providers for the 2017 IEP mandated ESY Providers Extended School Year program for eligible Conrad Weiser student: Vista (5 students) $34,175.00

New Story (1 student) $ 7,728.00

4. RLR authorizes Janet C. Heilman and Jennifer M. Hassler, Elementary Activity Funds representing the elementary administration, and Randall A. Grove and Robin L. Robertson representing central office, to sign for the payment of any expenditure from the activity funds of Conrad Weiser East and West Elementary Schools for the 2017-18 school year.

5. RLR authorizes Robert G. Galtere and Alissa B. Sweigart, HS Activity Fund representing high school administration, and Randall A. Grove and Robin L. Robertson representing central office, to sign for the payment of any expenditures from the activity funds of Conrad Weiser High School for the 2017-18 school year.

6. RLR authorizes R. Kenneth Buck, Jr. and Kristin D. Minch, MS Activity Fund representing middle school administration, and Randall A. Grove and Robin L. Robertson representing central office, to sign for the payment of any expenditures from the activity funds of Conrad Weiser Middle School for the 2017-18 school year.

12. RAG ratifies and approves Philhaven, 283 South Butler Road, Mt. KidsPeace Tutorial Services Gretna, PA 17064, to provide homebound instruction for a high school student for up to four weeks and for a maximum of five hours a week at the rate of $25.00 per hour, effective May 11, 2017.

13. RLR approves the district’s participation in a consortium with the Legal Services with BCIU Berks County Intermediate Unit for legal services provided by Sweet, Stevens, Katz & Williams, LLP, regarding technology issues in education at a cost of $700.00 for the 2017-18 school year.

This budget is based on tax structure as follows – Real Estate Tax of 28.0 mills for Berks County properties and 24.18 mills for Lancaster County properties. A Per Capita Tax of $5.00, Real Estate Transfer Tax of one-half of 1%, and Earned Income Tax of 1%. Earned Income Tax – The School District will receive one- half of 1% and the Boroughs and Townships one-half of 1%.

RESOLVED, Whereas, it is the statutory duty of this Board to assess taxes for school purposes for the school fiscal year 2017-18.

NOW, THEREFORE, BE IT RESOLVED, That, for the school year July 1, 2017 to June 30, 2018, there be and there is hereby imposed and levied for school purposes upon all assessed real estate within the Conrad Weiser Area School District a tax at the rate of 28.0 (.028) mills for Berks County properties, or two dollars and 80/xx on each One Hundred Dollars of assessed valuation of taxable property, and 24.18 (.02418) mills for Lancaster County properties, or two dollars and 41/xx on each One Hundred Dollars of assessed valuation of taxable property.

RESOLVED, WHEREAS, the School Board of Conrad Weiser Area School District deems it advisable to enact a per capita tax for school purposes by virtue and authority of the Public School Code Act of 1949, March 10, P.S. 30, Art. VI, Section 679, as amended.

NOW, THEREFORE, the Board of School Directors of Conrad Weiser Area School District, Berks County, , hereby resolves that:

SECTION 1. By authority of the Act of General Assembly of the Commonwealth of Pennsylvania, approved March 10, 1949, P.S. 30, Art. VI, Section 679, as amended cited as the “Public School Code of 1949”, a per capita tax of Five Dollars ($5.00) is hereby levied and assessed on each and every resident and inhabitant of the Conrad Weiser Area School District eighteen (18) years of age or over, which tax shall be in addition to any other taxes levied and assessed by Conrad Weiser Area School District.

SECTION 2. The list of residents of the political subdivisions of Conrad Weiser Area School District prepared by direction of the school district or political subdivisions embraced therein and the manner provided by law, and any names of residents added to said list in the manner provided by law, are hereby adopted for purposes of levying and assessing the per capita tax imposed by this resolution.

SECTION 3. Said tax shall be collected by the duly elected or appointed tax collectors of the political subdivisions located within Conrad Weiser Area School District and shall be paid over to Conrad Weiser Area School District in the same manner and at the same time as other local taxes are collected and paid over.

SECTION 4. The amount and periods of discount and penalty for payment of said tax shall be the same as provided for in the Local Tax Collection Law of May 25, 1945, P.L. 1050, its amendments and supplements and as provided by the Conrad Weiser Area School Board.

SECTION 5. The Tax Collectors in the various municipal subdivisions of the district shall have all of the powers and be subject to all of the duties to the same extent and as fully provided for in said Local Tax Collection Law of 1945, its amendments and supplements.

SECTION 6. This resolution and the tax herein levied shall be effective the first day of July 2016, and shall remain in full force and effect for a period of one (1) year; i.e., until June 30, 2018.

SECTION 7. The compensation of the Tax Collectors for collection of said tax shall be the same as fixed from time to time for the collection of other local taxes.

SECTION 8. If any sentence, clause or section or part of this resolution is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses or sections or parts of this resolution.

RLR approves the following changes for all support staff employees Summer In- Service for 260 working less than 12 months a year, the option to complete Day SS one pre-approved in-service day in the summer and in return, be granted a flex day during the following school year. This flex day will be predetermined by administration in advance, beginning in the 2017-18 school year.

Administration and the Curriculum Committee, the Board of School Directors of the Conrad Weiser Area School District 2017 Scientific 1. EJB approves the request of Adelle Schade, Adam Serfass, and Research John Siefert to offer a 15-day Scientific Research Summer Summer Program Program during July and August of 2017 to a minimum of 14 students who will be charged a participation fee of $200.00 per student.

Note: The cost to the District will be $2,000.00, which will be offset by the student participation fee. The amount collected over and above the $2,000.00 will be prorated equally toward salary and supplies. Salary and supplies money will then be evenly divided among the three teachers.

2. EJB approves the following student teacher(s) for the first semester Student Teachers of the 2017-18 school year:

a. Catherine Dice, Kutztown University, Grade 1 with Melissa Reider at West Elementary from August 29, 2017 through October 20, 2017.

b. Seamus Coughlin, Kutztown University, Social Studies with Jon Holota and Special Education with Jenny Miller, at the middle school, from August 29, 2017 through December 14, 2017.

3. RAG approves Reading Area Community College guidelines of the RACC Dual Enrollment Dual Enrollment Program/Dual Enrollment Agreement with Conrad Weiser School District for academic year 2017-18 as presented. Courses approved under this agreement for academic year 2017-18, and will be taught by Lynne Angstadt,

-12- 06/21/17 Business Education faculty, Adelle Schade, Biomedical Science faculty, and Beverly Wolfe, Mathematics faculty. Under this partnership with Reading Area Community College, Conrad Weiser students will pay a reduced tuition rate of $99 per credit for these courses taught at Conrad Weiser High School.

4. EJB approves a 240-hour superintendent internship for Janet C. Superintendent Internship Heilman, a Ph.D. candidate at Capella University, with Randall A. Grove, Superintendent, from approximately July 10, 2017 through December 16, 2017.
