Section 6 (E) of the Republic Act No. 8424, otherwise known as the "Tax Reform Act of 1997"' authorizes the Commissioner of Internal Revenue to divide the Philippines into different zones or areas and determine for internal revenue tax purposes, the fair market value of the real properties located in each zone or area upon consultation with competent appraisers both from private and public sectors. By virtue of said authority, the Commissioner of Internal Revenue has determined the zonal values of real properties (1st revision) located in the city of Talisay under the jurisdiction of Revenue District Office No. 83 (Talisay City, Cebu), Revenue Region No. 13 (Cebu City) after public hearing was conducted on June 7, 2000 for the purpose. This Order is issued to implement the revised zonal values for land to be used in computing any internal revenue tax. In case the gross selling price or the market value shown in the schedule of values of the provincial or city assessor is higher than the zonal value established herein, such values shall be used as basis for computing the internal revenue tax. This Order shall take effect immediately. -

Executive Summary
EXECUTIVE SUMMARY The Community-Based Forest Management Program (CBFMP) revolutionized forest development and rehabilitation efforts of the government when it was institutionalized in 1995 by virtue of Executive Order No. 263. Before the adoption of the CBFM approach, the sole motivating factor of contract reforestation awardees was primarily financial gains. With the implementation of the Forestry Sector Project (FSP) using CBFM as its main strategy to rehabilitate the upland ecosystem, it empowered beneficiary communities economically, socially, technically and politically while transforming them into environmentally responsible managers. The tenurial right to develop subproject sites alongside the various inputs from the Subproject deepened their commitment to collaborate with other stakeholders in the implementation of these subprojects. The Mananga-Kotkot-Lusaran Watershed Subproject is in Cebu Province and covers the cities of Cebu, Talisay and Danao and the municipalities of Minglanilla, Lilo-an, Consolacion, Compostela and Balamban. The rehabilitation of the MKL Watershed is significant considering the declining underground water supply aggravated by salt-water intrusion on the one hand and the continuing and pressing demand for water for Metro Cebu’s industries and residents on the other. The implementation of Comprehensive Site Development ( CSD ) activities for the MKL Subproject involved the participation of 13 People’s Organizations to cover the entire expanse of the three watersheds. With an original target of 5,688 hectares, accomplishment reached only a total of 4,920.75 hectares due to the heavy damage caused by the El Nino phenomenon in 1998 to some 1.0 million seedlings. Realignment of targets focused development and maintenance activities on the improvement of these 4,920.75 hectares. -

RAFAEL A.S.G. ONGPIN | Sep 06 2020 There’s been a lot of noise since yesterday about a pile of sand on Roxas Boulevard. It’s just a pile of sand, but it has begun to assume the proportions of the Sierra Madre. The point of this piece is not to defend the government’s actions, but try to examine this issue a little more objectively. In fact, let’s talk about science, and numbers. The pile of sand on Roxas Boulevard is a tiny component of a project that originated well before the pandemic was even on the horizon. This project, formally named the “Manila Bay Rehabilitation” was launched on January 26, 2017, by DENR Secretary Roy Cimatu, and you can read about it right here. View from the ocean. It should be noted that this project was forced upon the Executive Branch by the Supreme Court, in a decision dated December 18, 2008: The government commenced planning and data gathering for the project shortly thereafter. Well-monitoring and plotting of isohaline contours have been conducted by the Metro Cebu Water District (MCWD). However, not much attention had been given to construct a groundwater model of Cebu City with updated data. This paper presents a simplified analytical model of the Cebu City aquifers to determine the current position of the presumed sharp saltwater-freshwater interface, as well as visualize the drawdown and upconing conditions. Ten representative wells were assessed individually regarding the likelihood of saline contamination. Moreover, the upconing of these ten wells has been simulated considering the effects of well interference. In defining the freshwater head and the distance of the toe of the freshwater-saltwater interface from the shore, the Glover relation was primarily used. Simulation results are illustrated by two- and three- dimensional representations. Calculations and graphical representations were all carried out using Microsoft Excel spreadsheets. Three of the ten wells were shown to be contaminated, while two more are threatened. -

This, the Department of Environment and Natural Resources (DENR) emphasized Saturday as it took a swipe at critics of Manila Bay’s “white sand” makeover, saying the project was reviewed by “smart” employees of the agency. In a radio interview, Environment Undersecretary Benny Antiporda lamented that critics were quick to “insinuate” that the P389-million project was senseless. “That’s what they said as well when we had closed Boracay. But those noisy groups did not say anything when we finished the project,” Antiporda told DZBB. “Not all intelligent people are from them. There are also smart people in the DENR and the Department of Public Works and Highways who studied this project,” he added. His remarks came after environmental groups raised alarm on the DENR’s move to pour artificial sand on Manila Bay’s shores, saying the project is focused on aesthetics but has little to offer on rehabilitation and restoration. The plan is to add a one-meter thick of synthetic sand at the 500-meter stretch of Manila Bay to make it look like Boracay. Antiporda belied claims that the pulverized dolomite rocks poured in the bay’s naturally gray shoreline could easily be washed out by storm surges, adding that engineering interventions like Geotubes were in place. -
