RDO 83-Talisay CT Minglanilla Republic of the Philippines DEPARTMENT OF FINANCE Roxas Boulevard Corner Vito Cruz Street Manila 1004 DEPARTMENT ORDER NO. 44-02 September 16, 2002 SUBJECT : IMPLEMENTATION OF THE REVISED ZONAL VALUES OF REAL PROPERTIES IN THE CITY OF TALISAY UNDER THE JURISDICTION OF REVENUE DISTRICT OFFICE NO. 83 (TALISAY CITY, CEBU), REVENUE REGION NO. 13 (CEBU CITY) FOR INTERNAL REVENUE TAX PURPOSES. TO : All Internal Revenue Officers and Others Concerned. Section 6 (E) of the Republic Act No. 8424, otherwise known as the "Tax Reform Act of 1997"' authorizes the Commissioner of Internal Revenue to divide the Philippines into different zones or areas and determine for internal revenue tax purposes, the fair market value of the real properties located in each zone or area upon consultation with competent appraisers both from private and public sectors. By virtue of said authority, the Commissioner of Internal Revenue has determined the zonal values of real properties (1st revision) located in the city of Talisay under the jurisdiction of Revenue District Office No. 83 (Talisay City, Cebu), Revenue Region No. 13 (Cebu City) after public hearing was conducted on June 7, 2000 for the purpose. This Order is issued to implement the revised zonal values for land to be used in computing any internal revenue tax. In case the gross selling price or the market value shown in the schedule of values of the provincial or city assessor is higher than the zonal value established herein, such values shall be used as basis for computing the internal revenue tax.     EXECUTIVE SUMMARY The Community-Based Forest Management Program (CBFMP) revolutionized forest development and rehabilitation efforts of the government when it was institutionalized in 1995 by virtue of Executive Order No. 263. Before the adoption of the CBFM approach, the sole motivating factor of contract reforestation awardees was primarily financial gains. With the implementation of the Forestry Sector Project (FSP) using CBFM as its main strategy to rehabilitate the upland ecosystem, it empowered beneficiary communities economically, socially, technically and politically while transforming them into environmentally responsible managers. The tenurial right to develop subproject sites alongside the various inputs from the Subproject deepened their commitment to collaborate with other stakeholders in the implementation of these subprojects. The Mananga-Kotkot-Lusaran Watershed Subproject is in Cebu Province and covers the cities of Cebu, Talisay and Danao and the municipalities of Minglanilla, Lilo-an, Consolacion, Compostela and Balamban. The rehabilitation of the MKL Watershed is significant considering the declining underground water supply aggravated by salt-water intrusion on the one hand and the continuing and pressing demand for water for Metro Cebu’s industries and residents on the other. The implementation of Comprehensive Site Development ( CSD ) activities for the MKL Subproject involved the participation of 13 People’s Organizations to cover the entire expanse of the three watersheds. With an original target of 5,688 hectares, accomplishment reached only a total of 4,920.75 hectares due to the heavy damage caused by the El Nino phenomenon in 1998 to some 1.0 million seedlings. Realignment of targets focused development and maintenance activities on the improvement of these 4,920.75 hectares.

    DENR issues ECC to 100-ha. Ming-Mori reclamation in Cebu The Ming-Mori Minglanilla Reclamation Project covering 100 hectares easily accessible to Cebu City was issued an Environmental Compliance Certificate (ECC) by the Department of Environment and Natural Resources on July 22 following a comprehensive two-year review. The joint venture among the local government of Minglanilla and private consortium partners Ming- Mori Development Corp. (MMDC), an affiliate of listed firm Cebu Landmasters Inc. (CLI), envisions a world-class estate that will generate over 75,000 jobs in the municipality and its environs while meeting sound environmental guidelines. Following the issuance of the ECC considered one of the major prerequisites and milestones of a reclamation project, the development will now be subject to the approval process of the Philippine Reclamation Authority. “We hope to achieve the best balance among economic, social and sustainability goals and are pleased that our plans, which have been aligned to that ideal, passed the test of public hearings and DENR’s stringent review process,” remarked Jose Soberano III, chairman and CEO of CLI, managing developer of the project. Minglanilla Mayor Elanito Pena said “the grant of the Environmental Compliance Certificate has brought us closer to the materialization of the reclamation project which will propel the Municipality of Minglanilla to higher heights and cements its role as a major economic player in the Province of Cebu.” “The development project will not just modernize the landscape of Minglanilla but will also create immeasurable socio-economic opportunities to all people, not just for the Minglanillahanons,” the mayor added.

Well-monitoring and plotting of isohaline contours have been conducted by the Metro Cebu Water District (MCWD). However, not much attention had been given to construct a groundwater model of Cebu City with updated data. This paper presents a simplified analytical model of the Cebu City aquifers to determine the current position of the presumed sharp saltwater-freshwater interface, as well as visualize the drawdown and upconing conditions. Ten representative wells were assessed individually regarding the likelihood of saline contamination. Moreover, the upconing of these ten wells has been simulated considering the effects of well interference. In defining the freshwater head and the distance of the toe of the freshwater-saltwater interface from the shore, the Glover relation was primarily used. Simulation results are illustrated by two- and three- dimensional representations. Calculations and graphical representations were all carried out using Microsoft Excel spreadsheets. Three of the ten wells were shown to be contaminated, while two more are threatened.

The study was coordinated by the Environmental Research Institute of the Supervising Scientist (eriss), in Australia, and Wetlands International–Oceania, with the major local collaborator being the Philippines Department of Environment and Natural Resources (DENR). The study’s major objectives were to raise awareness of the issue of climate change and sea level rise in the Asia-Pacific region, to provide advice and training to national and local agencies on procedures for Vulnerability Assessment, and specifically, to obtain a preliminary understanding of the potential impacts of climate change and sea level rise on the biological, physical and socio-economic attributes of Olango Island. Olango Island was chosen as a study site for several reasons: It is a small, coral reef island (~6 × 3 km) with low topographical relief and a maximum elevation above sea level of only 9 m; it sustains a population of over 20 000 and is already under pressure from anthropogenic activities including fishing, groundwater extraction and mangrove harvesting; it is a major wetland site for shorebirds, being nominated for the East Asian–Australasian Shorebird Reserve Network and listed as a wetland of international importance by the Ramsar Wetland Convention. Due to its importance as a flyway stopover site, a 920 ha wildlife sanctuary was established in the south of the island.
