Introduction Le Pays basque est, après la Galice, la seconde communauté autonome espagnole en importance en ce qui concerne le secteur de la pêche et l’industrie de la transformation des produits de la pêche. Pourtant, la pêche représente moins de 1 % du PIB et de l’emploi dans la Communauté autonome du Pays basque (CAPV). L’activité halieutique se concentre en revanche dans certaines zones où elle peut parfois représenter 7 % du PIB et 20 % de l’emploi, chaque emploi en mer générant un peu plus de quatre emplois au total. On compte plus de 2 500 emplois à bord des navires de pêche, environ 2 000 dans l’industrie de transformation et quelque 1500 dans la commercialisation des produits de la pêche. Le secteur de la pêche basque, tout comme l’ensemble de l’activité de la pêche européenne, traverse une crise majeure qui a débuté dans la seconde moitié du XXe siècle. Cependant, les obstacles auxquels il a dû faire face et les stratégies pour les surmonter lui sont à la fois propres et spécifiques. Les causes de ces particularités sont assez variées et leur nature répond à des raisons historiques, structurelles et conjoncturelles. Pour comprendre la situation actuelle, il convient d’adopter une perspective historique, en prenant comme point de départ la politique de construction massive de navires dans les années 60 et au début des années 70. À ceci s’ajoute l’érosion progressive des ressources halieutiques et la limitation de l’accès aux zones traditionnelles de la flotte basque, à quoi viennent encore s’ajouter différentes vagues de crises économiques. Ces problèmes ont de surcroît été aggravés par les problèmes de commercialisation tels que les déséquilibres entre l’offre et la demande sur le marché du saumurage et des produits congelés ou les méthodes d’adjudication, qui mettent l’offre en position de faiblesse. Dernièrement, la concentration de la distribution dans les grandes surfaces et la concurrence de la production des pays tiers, qu’il s’agisse de poisson capturé en mer ou de poisson d’aquaculture,, l’accroissement des prix des carburants et la réduction du pouvoir d’achat, à la suite de la crise économique, ont introduit de nouveaux facteurs d’instabilité dans l’économie de la pêche. Dans le contexte actuel, on ne peut ignorer le manque d’efficacité des moyens de l’Organisation commune du marché (OCM) pour atténuer l’impact des problèmes de commercialisation, d’une part, et les difficultés associées aux plans de gestion et de récupération de certaines ressources halieutiques, d’autre part. Une réflexion sur les conditions fixées dans les accords de pêche passés avec les pays tiers, ainsi que sur les modalités d’accès aux ressources halieutiques serait également la bienvenue. Les captures de la flotte de pêche basque avoisinent les 200 000 tonnes par an et se concentrent sur un nombre limité de ressources. Environ 78 % des captures correspondent aux thonidés, 15 % à des espèces pélagiques et les 7 % restants à des espèces démersales provenant des eaux européennes. There is a real possibility of overfishing and, therefore, the Department of Fisheries of the Basque Government needs to: (a) understand the situation relating to these populations; and (b) provide a tool to establish the most adequate management for the exploitation of clams. In order to simulate different alternatives for the exploitation, based upon scientific data on the population, the best tool available is a system dynamics model. Here the VENSIM® model was employed, utilising data on clam populations: summer stock and biomass in the Plentzia estuary, in 1998, 2000; winter stock in 1999, 2000, and 2001; the area occupied by the species; the length and weight class distribution; the number of fishermen; mean of biomass, captured by the fishermen; natural mortality, by length class; maturation; fertility rate; etc. This study improves previous experiences in modelling clam exploitation in the Plentzia and Mundaka estuaries. Following validation of the model, after running it for 1 and 10 years, some cases were simulated. This analysis was undertaken in order to establish the effect of modifying the number of fishermen, the aperture-close season of captures, the minimum sustainable biomass, the exploitation area and the minimum legal length for shellfishing.

Bass Most Recent Addendum: May 2010 FOREWORD The Basques have been a successful minority for centuries, keeping their unique culture, physiology and language alive and distinct longer than any other Western European population. In addition, outside of the Basque homeland, their efforts in the development of the New World were instrumental in helping make the U.S., Mexico, Central and South America what they are today. Most history books, however, have generally referred to these early Basque adventurers either as Spanish or French. Rarely was the term “Basque” used to identify these pioneers. Recently, interested scholars have been much more definitive in their descriptions of the origins of these Argonauts. They have identified Basque fishermen, sailors, explorers, soldiers of fortune, settlers, clergymen, frontiersmen and politicians who were involved in the discovery and development of the Americas from before Columbus’ first voyage through colonization and beyond. This also includes generations of men and women of Basque descent born in these new lands. As examples, we now know that the first map to ever show the Americas was drawn by a Basque and that the first Thanksgiving meal shared in what was to become the United States was actually done so by Basques 25 years before the Pilgrims. We also now recognize that many familiar cities and features in the New World were named by early Basques. These facts and others are shared on the following pages in a chronological review of some, but by no means all, of the involvement and accomplishments of Basques in the exploration, development and settlement of the Americas.

Localización • Coordenadas geográficas: Lat.: 43º 20’ 9‘’ N Long.: 1º 55’ 6’’ W • Coordenadas UTM: X: 587.685,42 m Y: 4.798.677,85 m Acceso Se puede acceder desde distinto puntos. Es posible obtener muy buenas vistas del LIG desde ambos lados del puerto, siguiendo los caminos que parten de Pasai Donibane has- ta el faro o la punta de Arandoaundia, o el que sale de Pasai San Pedro y llega hasta el Faro de Plata. También se puede acceder para tener una vista más panorámica a la parte alta, desde la carretera que sube hacia Jaizkibel y tras pasar el caserío de Txartxikun, después de una pronunciada curva coger la primera o la segunda pista que salen a la izquierda y que se aproximan al acantilado. Breve descripción del LIG Desde la desembocadura del Bidasoa hasta Zumaia, se extiende una gran estructura mo- noclinal, dentro de la cual se localiza como su mejor ejemplo la alineación Jaizkibel-Ulia. Es un relieve estructural formado por las areniscas del flysch eoceno dispuestas en un relieve en cuesta; su dorso forma el acantilado costero y el frente da lugar a una vertiente muy abrupta que forma el margen septentrional del corredor Irun-Donostia.
