In doing so, we tease out three lessons: (1) possible reasons underlying the limits and shortfalls of international law, international institutions and other actors which Covid-19 has revealed, and what they reveal about the resilience or fragility of institu- tional frameworks in the face of existential risks; (2) using Covid-19 to test and refine our prior ‘Boring Apocalypses’ model for understanding the interplay of hazards, vul- nerabilities and exposures in facilitating a particular disaster, or magnifying its effects; and (3) to extrapolate some possible futures for existential risk scholarship and governance. The new computer models and databases could help policymakers and military leaders predict the behavior of political, eco- nomic, and social groups. UMIACS director and professor of computer science V. Subrah- manian says US commanders probably knew where Osama bin Laden was, but were unable to capture him because troops on the group did not have enough cultural knowledge to suc- cessfully negotiate with the locals. Subrahmanian says such failures can be avoided if decisi- on makers have access to pertinent data and accurate models of behavior. The software tools developed by Subrahmanian and his colleagues track information on foreign groups in a vari- ety of sources, including news sources, blogs, and online video libraries. The software can al- most instantly search the entire Internet for information and links on a terrorist suspect or ot- her particular person, group, or other topic of interest. Additionally, with help from social scientists at the University of Maryland, UMIACS computer scientists developed methods to obtain rules governing the behaviors of different groups in foreign areas, including about 14,000 rules on Hezbollah alone. Abstract Large-scale nuclear war sends large quantities of smoke into the stratosphere, causing severe global environmental effects including surface temperature declines and increased ultraviolet radiation. The temperature decline and the full set of environmental effects are known as nuclear winter. This paper surveys the range of actions that can confront the threat of nuclear winter, both now and in the future. Nuclear winter can be confronted by reducing the probability of nuclear war, reducing the environmental severity of nuclear winter, increasing humanity’s resilience to nuclear winter, and through indirect interventions that enhance these other interventions. While some people may be able to help more than others, many people—perhaps everyone across the world—can make a difference. Likewise, the different opportunities available to different people suggests personalized evaluations of nuclear winter, and of catastrophic threats more generally, instead of a one-size-fits-all approach. The Risk of Nuclear Winter The Risk of Nuclear Winter By Seth Baum Since the early 1980s, the world has known that a large nuclear war could cause severe global environmental effects, including dramatic cooling of surface temperatures, declines in precipitation, and increased ultraviolet radiation. The term nuclear winter was coined specifically to refer to cooling that result in winter-like temperatures occurring year-round. Regardless of whether such temperatures are reached, there would be severe consequences for humanity. But how severe would those consequences be? And what should the world be doing about it? To the first question, the short answer is nobody knows. The total human impacts of nuclear winter are both uncertain and under-studied. In light of the uncertainty, a risk perspective is warranted that considers the breadth of possible impacts, weighted by their probability. More research on the impacts would be very helpful, but we can meanwhile make some general conclusions. That is enough to start answering the second question, what we should do. In regards to what we should do, nuclear winter has some interesting and important policy implications. Today, nuclear winter is not a hot topic but this was not always the case: it was international headline news in the 1980s. There were conferences, Congressional hearings, voluminous scientific research, television specials, and more. The story is expertly captured by Lawrence Badash in his book A Nuclear Winter’s Tale.1 Much of the 1980s attention to nuclear winter was driven by the enthusiastic efforts of Carl Sagan, then at the height of his popularity. -

The Elders call on the world to wake up to the threats of nuclear war and climate disaster as they unveil the 2020 Doomsday Clock WASHINGTON D.C., 23 January 2020 Mary Robinson, Chair of The Elders and former President of Ireland, and Ban Ki-moon, Deputy Chair of The Elders and former United Nations Secretary-General, today joined experts from the Bulletin of Atomic Scientists for the unveiling of the Doomsday Clock in Washington DC, an annual assessment of the existential risks faced by humanity. The Clock’s hands were moved forward to 100 seconds to midnight - the closest to midnight they have been since they were first set in 1947. The decision takes into account the precarious state of nuclear arms controls, the growing threat of climate disaster, and how these can be compounded by disruptive new technologies. “Our planet faces two concurrent existential threats: the climate crisis and nuclear weapons. We are faced by a gathering storm of extinction-level consequences, and time is running out,” Mary Robinson said. The Elders specifically called on President Trump to respond to Russian President Vladimir Putin’s offer to open negotiations on New START, which will expire in February 2021 unless the agreement between Washington and Moscow is extended. Following the termination of the Intermediate-Range Nuclear Forces (INF) Treaty in July 2019, the end of New START would mean there was no remaining arms control treaty in force between the United States and Russia, raising the prospect of a new nuclear arms race. The Elders reiterated their proposals for a “nuclear minimisation”i agenda as the best way of making progress towards complete disarmament by the five Permanent Members of the UN Security Council and all other nuclear powers. -

CREASE OBERT SERBER (elected to the NAS in 1952) was one of Rthe leading theorists during the golden age of U.S. physics. He entered graduate school in 190 before such key discoveries as the neutron, positron, and deuteron and prior to the development of the principal tool of nuclear and high-energy physics, the particle accelerator. He retired from the Columbia University Physics Department (as its chairman) in 1978 after completion of the standard model of elementary particle physics, which comprises almost all known particles and forces in a single package, and which has proven hard to surpass. Shy and unostentatious, Serber did not mind being the detached spectator, and did not care when he was occasionally out of step with the mainstream, whether in politics or phys- ics. Nevertheless, others regularly counted on him for advice: he was an insider among insiders. He seemed to carry the entire field of physics in his head, and his particular strength was a synthetic ability. He could integrate all that was known of an area of physics and articulate it back to others clearly and consistently, explaining the connection of each part to the rest.
