1. Presentation and review of the 2015-2016 Fiscal Year Proposed Budget

Finance Director/City Treasurer David Cane introduced a PowerPoint presentation titled “Proposed 2015-2016 Budget, City Council Workshop, General Fund – Overview by Department,” and introduced the following: Community Services Manager Rob Frizzelle who provided budget information regarding the Community Services division and Public Works Director Mark Lewis who provided budget information regarding the Public Works department and Capital Improvement Projects.

Mayor Nagel recessed to Closed Session at 4:55 p.m.

2. (Council) CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to Government Code Section 54957.6, the City Council shall recess into Closed Session to meet with designated labor negotiators Personnel Manager, Jean Hirai, Personnel Analyst, Amanda DeForest and Finance Director, David Cain regarding the following employee organizations: 1) Services Unit; 2) Professional and Technical Unit; and 3) General Employees Unit

3. (Council) CONFERENCE WITH LEGAL COUNSEL -- ANTICIPATED LITIGATION Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9 (1 potential case) This Item was pulled from the Closed Session agenda.

City Clerk Robin Roberts stated that Finance Director David Cain had provided an update to the previously distributed 2015-2016 Proposed Fiscal Year Operating Budget and Capital Improvement Plan binders for the Study Session item. Two pages were provided to update Tab 2, Exhibit D of the binder.

Resident Robert Chermak spoke in opposition to Administrative Item 13, and requested that a committee be established to better address the item.

13. (Council) Approval of Plaque Language at the City's Veteran's Memorial.

City Manager Bob Hall introduced this item that was requested to be placed on the agenda by Council Member Collins.

ACTION: Established a committee including Mayor Pro Tem Brothers, Council Member Collins, and the Veterans of Foreign War to further review the language for the proposed plaque, and return to Council with a recommendation.

Paula Starr, representing a non-profit organization, spoke of concerns regarding the costs for their organization to have a cultural event in Fountain Valley.

Resident Tim McDonald complimented the City on the City Website and water conversation efforts, however had concerns regarding watering practices at public schools.
