MINUTES OF THE CITY COUNCIL/ SUCCESSOR AGENCY TO THE FOUNTAIN VALLEY AGENCY FOR COMMUNITY DEVELOPMENT/ FOUNTAIN VALLEY HOUSING AUTHORITY 4:30 p.m. Study Session/Closed Session 6:00 p.m. Council Meeting Tuesday, June 2, 2015 STUDY SESSION CALL TO ORDER 4:30 p.m. PUBLIC COMMENTS (Study Session matters only) There were no requests to speak regarding the Study Session. 1. Presentation and review of the 2015-2016 Fiscal Year Proposed Budget Finance Director/City Treasurer David Cane introduced a PowerPoint presentation titled “Proposed 2015-2016 Budget, City Council Workshop, General Fund – Overview by Department,” and introduced the following: Community Services Manager Rob Frizzelle who provided budget information regarding the Community Services division and Public Works Director Mark Lewis who provided budget information regarding the Public Works department and Capital Improvement Projects. Mayor Nagel recessed to Closed Session at 4:55 p.m. CLOSED SESSION CALL TO ORDER 4:55 p.m. PUBLIC COMMENTS (Closed Session matters only) There were no requests to speak regarding the Closed Session. 2. (Council) CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to Government Code Section 54957.6, the City Council shall recess into Closed Session to meet with designated labor negotiators Personnel Manager, Jean Hirai, Personnel Analyst, Amanda DeForest and Finance Director, David Cain regarding the following employee organizations: 1) Field Services Unit; 2) Professional and Technical Unit; and 3) General Employees Unit 3. (Council) CONFERENCE WITH LEGAL COUNSEL -- ANTICIPATED LITIGATION Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9 (1 potential case) This Item was pulled from the Closed Session agenda. OPEN SESSION RECONVENE Mayor Nagel reconvened the meeting to order at 6:01 p.m. REPORT OUT OF CLOSED SESSION Mayor Nagel reported that the City Council gave direction to the City staff regarding the scheduled closed session, Item 2 only. INVOCATION The invocation was led by Mayor Nagel. SALUTE TO THE FLAG The salute to the flag was led by Council Member Vo. CITY COUNCIL/SUCCESSOR AGENCY/HOUSING AUTHORITY/ ROLL CALL MEMBERS PRESENT: Collins, McCurdy, Vo, Brothers, Nagel MEMBERS ABSENT: None ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS City Clerk Robin Roberts stated that Finance Director David Cain had provided an update to the previously distributed 2015-2016 Proposed Fiscal Year Operating Budget and Capital Improvement Plan binders for the Study Session item. Two pages were provided to update Tab 2, Exhibit D of the binder. PRESENTATIONS • Mayor Nagel presented the Mayor’s Award of Excellence to employee Tim Davis. PUBLIC COMMENTS (Scheduled Matters Only) Resident Robert Chermak spoke in opposition to Administrative Item 13, and requested that a committee be established to better address the item. Page 2 CONSENT CALENDAR Consent Calendar Items 4 through 8, 10 and 11 were approved simultaneously with one motion and Items 9 and 12 pulled for separate discussion. 4. (Council/Successor Agency/Housing Authority) Receive and file the minutes of the May 19, 2015 City Council/Successor Agency to the Fountain Valley Agency for Community Development/Fountain Valley Housing Authority meeting. (Council) Acceptance of Parcel Map No. 2014-160 and Fees for the Property Located at 17200 Brookhurst Street. (Council) Agreement between the City of Fountain Valley and the Orange County Council of Governments for Shared Services. (Council) Update the City Council Policy - Measure M Development Mitigation Program to be Consistent with OCTA’s Ordinance Number 3 - Renewed Measure M (M2) Transportation Ordinance and Investment Plan. ACTION: Approved the update of City Council Policy - Measure M Development Mitigation Program to be Consistent with OCTA’s Ordinance Number 3. (Council) Approval of a Resolution of the City Council of the City of Fountain Valley relating to the classification and compensation plan for part-time employees of the City and superseding all provisions contained in Resolution No. 9457 which pertain to part-time employees and Workers’ Compensation coverage for volunteers. ACTION: Approved Resolution 9500 relating to the classification and compensation plan for part-time employees of the City and superseding all provisions contained in Resolution No. 9457 which pertain to part-time employees and Workers’ Compensation coverage for volunteer. ACTION: Approved Resolution 9501 relating to the classification, compensation and terms of employment of Individually Represented Battalion Chiefs and Exhibit 1, Memorandum of Understanding with the Individually Represented Battalion Chiefs effective August 1, 2015 through July 31, 2017. City Manager Bob Hall introduced this item that was requested to be placed on the agenda by Council Member Collins. ACTION: Established a committee including Mayor Pro Tem Brothers, Council Member Collins, and the Veterans of Foreign War to further review the language for the proposed plaque, and return to Council with a recommendation. CITY COUNCIL/ SUCCESSOR AGENCY/ HOUSING AUTHORITY/ PUBLIC COMMENTS (Unscheduled Matters Only) Paula Starr, representing a non-profit organization, spoke of concerns regarding the costs for their organization to have a cultural event in Fountain Valley. Resident Tim McDonald complimented the City on the City Website and water conversation efforts, however had concerns regarding watering practices at public schools.
