I would like to thank you for taking charge and becoming a Retiree Coordinator. This packet is designed to help give you a start in establishing your Retiree Club at your location or as you assume your new position in the Retiree Club. Comments and recommendations are always welcome and appreciated.

The items located in this packet can be reproduced and should be used by you and your fellow retirees. Forms can be copied for your use and for submitting forms to the Retirees & Employee Assistance Program Department.

PLEA FOR SUPPORT As the Director of the Retirees & Employee Assistance Program Department, I am pleading for your support to keep this department healthy for future service. Without your monthly financial support this department might not be able to continue the fight in protecting our benefits and supporting the issues that retirees combat every day of the year.

You dedicated yourself to this organization so that you and your families would be rewarded with a future upon retirement. Previous retirees and this department took great measures fighting and assisting with the issues to remove or lower your benefits such as your pension, 401k savings and other programs that come under attack every day by our lawmakers.

In the newest department flyer, “Become a Retiree Member!” the inside section addresses the GRAND LODGE PENSION ONLY contributions of a minimum monthly donation of $3.00 per month for an annual donation of $36.00. This is the minimum we ask you to donate to the Retirees department. At the same time the paragraph states that you can add a different amount to be deducted from your monthly pension and only that amount will be deducted.

Imagine the return on that $36.00 a year you contribute! Your returns are 10 fold. Example, you to attend a course at the William W. Winpisinger Educational and Technology Center for a class. Just the cost of the airline portion of your travel amounts to well over 10 times your yearly contribution, so, I am asking you to reconsider your return value of your monthly contributions and donate $10.00 or more per month. These funds are used for you and other retirees in many forms.

On the back side of the same flyer you will see the section for “NO GRAND LODGE PENSION”. Your employer’s monthly pension payment cannot deduct a donation by payroll deductions from your pension. I ask you to please make a donation of $3.00 or if possible, more by check. Note, you will be asked annually to renew your annual payment.

We cannot allow this department to disappear and without your help this may happen! Each of us must make the difference in assuring that we have the financial backing to continue the fight and continue the assistance that has been provided in the past to retired members. 5

Remember, your annual contribution is the way this department receives funding to provide support to our retirees. Every organization requires funding to provide certain programs like ours, Retiree Assistance Program, Retiree Education and Strategic Programs, Community Service training, conferences, materials, literature and many other services.

IAM RETIRED MEMBERS PROGRAM

PURPOSE AND IMPORTANCE

For many years we have been negotiating contract provisions which make it possible for IAM members to retire earlier. Advances in modern medicine help them to live longer. Many of these retirees have maintained their good-standing membership in the IAM by applying for retirement, exempt or life membership cards. Whether or not retirees have maintained IAM membership they can get many benefits from a local or district lodge retirees club. But this is not our only reason for encouraging retired members’ programs. We believe that bringing retired members into closer contact with our Organization will result in wider understanding and support for our goals.

Briefly, the overall objectives of our retiree clubs are to:

 foster fraternal ties of IAM members during the years of retirement;

 keep retired members informed of IAM programs, policies and objectives;

 keep the IAM informed on the special problems of retired members;

 enlist support of retired members for IAM objectives;

 provide retirees with useful social and recreational facilities and opportunities;

 help retired members secure housing, medical care, drugs and other consumer goods and services at prices they can afford to pay.

WHY THE PROGRAM IS IMPORTANT TO OUR RETIRED MEMBERS

Though most people eagerly look forward to the day when they no longer have to punch a time-clock, when that day arrives – or soon thereafter – many suffer a letdown. After working thirty or forty years, they find it difficult to break the habit of work. They miss being with other people on the job. They long for the feeling of accomplishments that comes from work. They worry about not having a use in life. They miss the contact with life in the workplace - the kidding around, the shoptalk, and the coffee breaks. They resent the loss of little things they must do without on reduced incomes – movies, magazines, and trips to the ballpark. For some, retirement eventually means sitting around the house watching TV, feeling older than they are, worrying about their health. But, this is not the way it should be or need be. The years of retirement can be “golden years” – years for old friends to get together, share new experiences, learn new arts and skills, develop new interests and participate more effectively in community affairs.

One of the purposes of an IAM Retiree Club is to guarantee that the retirement years will indeed be “golden”. Through such clubs, retirees can develop a program of satisfying activities. They can meet together to try to ease some of the personal, financial and physical problems that come with aging. Greater involvement in clubs and community affairs will give them a feeling of greater usefulness in life.

HOW THE PROGRAM BENEFITS YOUR LODGE

When retired members are mobilized into active retiree clubs, they can help your lodge achieve goals that benefit working people in general.

Despite the emphasis on youth in our society, more than 30-plus million people are age 65 or over. A union-sponsored program geared to the needs of older Americans is a valuable resource. We cannot reach many of the goals we seek in health, housing, employment and education through collective bargaining alone. They must come from political and legislative effort.

The fact is, however, that organized labor is a minority in both the United States and Canada. We are an effective minority. But to reach our legislative goals, we need all the political help we can get. To the extent that a program for retired members adds to our voting strength, it adds to our effectiveness. This is only one of the benefits we will get from our IAM Retirees Program.

BENEFITS FOR MEMBERS APPROACHING RETIREMENT

By the time members reach their late 50s they begin to realize that their working years are nearing an end. Though they may look forward to retirement, they are generally aware that they will face new problems.

1. They wonder whether they will be able to manage financially on a reduced income.

2. They consider the pros and cons of moving to a warmer climate. 3. They weigh the advantages and disadvantages of special housing projects for senior citizens. 4. They wonder: a) if their auto insurance will be cancelled b) the extent to which Medicare will meet the costs of illness in old age

With the establishment of a Retiree Club, retirees can conduct special sessions once or twice a year devoted to questions of interest to members nearing retirement.

THE RESPONSIBILITY OF THE LODGE

Although your retired members will organize, plan and conduct their own program, they need sponsorship and help from your lodge --- especially in the beginning. This means that the lodge will take on a new responsibility. When the question of sponsorship is being considered the members will want to know how far this responsibility extends. Someone in the lodge is certain to ask: “how much will it cost?”

The answer lies with the lodge itself. The financial support you give your retiree club can range from modest to substantial. It may be no more than a fifty-dollar, one-shot authorization to get the club started. Or it may involve additional contributions occasionally to assist the club with special programs or projects. Or, since the club’s own income will be limited by the members’ financial inability to pay more than token monthly dues, the lodge may want to earmark a specified sum each month for the club’s activities.

Financing is only one part of your responsibility. You should be prepared to help the club in other ways. You should, for example, make the lodge hall available for meetings. So far as possible and practical, let the club use your computers and

12 other office equipment. If you have full-time help in the lodge office, instruct them to lend a hand in getting out notices or newsletters. In larger districts it may be possible to set up a “drop-in” center where retired members can come for a visit, etc. STATUS OF RETIRED MEMBERS IN LODGES

One of the foreseeable results of a successful retired members program is, of course, that retirees will become more interested and active in lodge affairs. This raises a question as to the extent to which they may determine lodge policies.

So let us clarify the rights of – and restrictions upon – retired members. Occasionally when members retire from active employment they maintain their active membership by continuing to pay regular monthly dues. However, most who keep their affiliation do so either by taking out a retirement card or by being issued exempt or Gold Card membership upon completion of the prescribed number of years of good- standing membership.

On the basis of our constitutional law and policies, retirees in good standing (which includes those with exempt or Gold Card memberships) may attend meetings, participate in affairs of the lodge, vote on motions and help nominate and elect Grand Lodge officers. Retirees paying full dues may in addition run for local lodge office and serve as local lodge delegate to IAM conventions.

Retirees may not, however, take part in the formulation of contract demands, ratifications of agreements, strike votes or any matter that has a direct effect on the collective bargaining agreement, or participate in the nomination and election of ----nor serve as----shop stewards or grievance committeepersons.

FOLLOWING PROCEDURES APPLY TO RETIREE CLUBS BYLAWS

In compliance with the International Association of Machinists and Aerospace Workers Constitution, Article D, Government of Local Lodges, Bylaws.

SEC. 1. Each L.L. may adopt its own bylaws, provided that nothing is contained therein which is contrary to the provisions of this Constitution. The proposed bylaws of all L. Ls. and all amendments thereafter proposed, except as to time and place of the meetings, shall be submitted to the I. P. for examination, correction, and approval before being placed into effect.

The I. P., upon approving and L. L. bylaws and/or amendments thereto, shall designate the date when such L. L. bylaws and/or amendments shall take effect.

APPENDIX A

IAM MODEL BY-LAWS

By-Laws of I.A.M. Retirement Club LL or DL International Association of Machinists and Aerospace Workers

Purpose of Program (Objectives)

1. To foster fraternal ties of IAM members into the years of retirement. 2. To keep retired members informed of IAM programs, policies and objectives. 3. To keep IAM informed of special problems of its retired members 4. To enlist support of retired members for IAM objectives. 5. To provide retired IAM members with useful social and recreational facilities and opportunities. 6. To help retired IAM members secure adequate housing, medical care, drugs and other consumer services.

ARTICLE I NAME AND TIME OF MEETING

Section 1. This IAM Retirement Club shall be known as ______Local (or District) Lodge No.______, International Association of Machinists and Aerospace Workers, ______(City and State).

Section 2. The regular meeting shall be held on the ______of each month at ______, except when the meeting date falls on a generally recognized , in which event a substitute day of meeting shall be set at the preceding meeting.

Section 3. ______members shall constitute a quorum for a regular meeting.

Section 4. Special meetings may be called and conducted by the President.

ARTICLE II

Officers and Their Duties

Section 1. The Officers of this club shall be nominated in the month of November and elected in the month of December of each year.

Section 2. The Officers of this Club shall consist of a President, Vice President, Recording Secretary, Financial Secretary, Treasurer, Conductor, Sentinel and a Board of Trustees, consisting of three members. NOTE: The offices of Financial Secretary and Treasurer as well as Conductor and Sentinel may be combined; i.e., Secretary-Treasurer and Conductor-Sentinel by-laws must stipulate choice. Section 3. All vacancies of offices between annual election covering officers, Executive Board members and Delegate shall be filled by temporary appointment by the President of the Club with the approval of the Executive Board. Section 4. No one shall hold more than one office at one time.

ARTICLE III THE EXECUTIVE BOARD Section 1. The Executive Board shall consist of all Club Officers. The President shall chair meetings of the Executive Board and the Recording Secretary shall be the Secretary of the Executive Board.

Section 2. A majority of the members shall constitute a quorum for Executive Board meetings.

Section 3. The Executive Board shall conduct its business in a methodical and businesslike way, keeping a record of its proceedings and otherwise conducting its affairs according to the principles reflected by the IAM. 17

Section 4. The Executive board shall meet at least once a month to transact any business referred to it by this Club. The Chairperson and the Secretary of the Executive Board may call a special meeting by notifying all members of the Board.

Section 5. It shall be the duty of the Executive Board to deliberate upon all matters referred to it by this Club and all other matters coming to its attention for the good and welfare of this Club, and as soon as possible thereafter to report to the Club its recommendations.

ARTICLE IV

FEES AND DUES

Section 1. The qualification for membership shall be that the individual was a member of the IAM at retirement.

Section 2. The monthly dues of this Club shall not be more than $1.00 per month.

ARTICLE V

RULES OF ORDER

Section 1. Rules of Order shall be as set forth in Robert’s “Rule of Order.”

ARTICLE VI

Section 1. The following committees shall be appointed by the President with the approval of the Executive Board:

There shall be no by-laws, rules, or actions taken by the Club that would conflict with the IAM Constitution or policy.

In connection with activist activities, expense reimbursement will be made for properly documented expenses in accordance with the following guidelines. Please fill out expense forms and submit within 60 days of incurring the expense.

The Expense Statement should accompany all reimbursement requests. On the form state the purpose of the trip or the reason expenses were incurred. If necessary, continue on the reverse side of the form.

All activities must be pre-approved by the Retiree Departments Director, and all expense statements must include original invoices.

LODGING EXPENSES

1. Lodging// Bill – This bill must show a $0.00 balance and the method of payment. This is usually displayed on the Bottom of the bill with an abbreviated credit card name followed by the last four digits of the card number. For example, AMEX XXXXX1234. Note: Bills saying “will be settled to…” are not acceptable.

2. Master Accounts, complimentary rooms or staying with family/friends – if you do not have a hotel bill to accompany a travel reimbursement request for one of these reasons, please print “room complimentary” or “staying with family or friends” on the attached Expense Statement form on the Hotel description line.

TRANSPORTATION-RELATED EXPENSES

1. Airline/train travel – Round trip coach airfare is the norm and will be reimbursed with the proper documentation. All of the below listed items MUST be included with your airline expense reimbursement request: a. Transportation itinerary b. All boarding passes c. Airline “day-of-travel” receipts – should show proof of payment, including method of payment, dates, destinations and amounts. The “day-of-travel” receipt can be obtained from the airline ticket counter or kiosk before boarding the plane. d. Baggage receipt – If you incur a baggage charge attaches the receipt and enters information on the Expense Statement. e. Ticket change charges – If you change flights, please verify the difference in the old rate and the new rate and/or the service or handling fee charges by: 1. attaching the receipt, 2. entering the information on the Expense Statement 3. AND, providing a written explanation for any ticket changes and charges incurred on the Expense Statement form.

2. Other transportation-related expenses – Travel expenses such as mileage, tolls, parking, taxi, shuttle and car rental (car rentals MUST be pre-approved) MUST be accompanied by an original receipt and will not be reimbursed without one. The receipt should show the merchant name, date of the transaction, service provided and the amount. Please use the Description area on the Expense Statement for details of the expense.

3. Report – please submit a report with your Expense Statement detailing the activities that took place at the meeting, the IAM’s involvement, future activities, etc.
