Dear USA Cycling Members, Cycling Enthusiasts and Friends,

USA Cycling recently closed the books on one of the most significant years in its history. This achievement is thanks to a record-number of competitive cyclists who call themselves USA Cycling members, generous donations from friends, strong support from industry sponsors and partners, and incredible performances from our elite in major international events across the globe.

For the sixth consecutive year, all measureable aspects of competitive cycling on the domestic front have grown, making bike racing one of the most popular sports in America. In 2008, we welcomed more than 63,000 licensees, representing a vast network of athletes, coaches, officials and race promoters. Also, with more than 2,500 sanctioned events across the nation, cycling continued to be one of the most accessible forms of competition for athletes of all ages and abilities. And our nearly 2,200 member clubs and teams provided the structure and social environment coveted by our many constituents. Collectively, these numbers illustrate the stability of bike racing in America and demonstrate our future potential.

In the world-class arena, USA Cycling enjoyed unprecedented success, winning 5 Olympic and 14 Paralympic medals in Beijing last August. Those successes were further complemented by 11 world championship medals from our elite athletes, as well as an additional 49 medal-winning performances by USA Cycling members at UCI Masters and amateur world championship events.

And while our top athletes recorded great results internationally, the athletes representing the future of American cycling performed often and admirably as part of USA Cycling’s development infrastructure. With more than 2,300 individual race days in Europe and the rest of the world, our national team athletes received the exposure and guidance necessary to advance their competitive cycling careers. The accomplishments of our young athletes demonstrate that our development pipeline is working and the future of American cycling is in good hands.

In revisiting our stated mission – to achieve sustained success in international cycling competition and to grow competitive cycling in America – it’s clear that 2008 was a hallmark year in carrying out those objectives. n 2008, membership in USA Cycling grew for the sixth consecutive year. The 63,273 I licenses sold last year represent a 2.8% increase compared to 2007. The popularity of competitive cycling in the United States is at an all-time high thanks to the athletic achievements of Americans internationally, a solid network of world-class races on the domestic front, a supportive and user-friendly system of local associations to facilitate and promote grassroots racing at the local level, and a seemingly endless list of dedicated and talented staff members and volunteers who work tirelessly to give USA Cycling members a positive racing experience.

Beyond the competitive cyclist, USA Cycling also licenses coaches, officials and mechanics – all of whom call themselves members of USA Cycling. Cycling’s 2,000+ affiliated clubs and teams provide amateur USA cyclists with a fun, social and competitive environment in which to participate in the sport of bike racing. At the end of each year, USA Cycling recognizes 10 “Club of the Year” recipients for outstanding programs that support USA Cycling’s mission. Clubs are judged on key areas, including race promotion, membership composition, instructional clinics and seminars, club activities, charitable contributions, and racing performance.

Each year, USA Cycling supports grassroots cycling initiatives at the local level through it 34 Local Associations. USA Cycling’s Local Associations are in the best position to monitor, implement and manage cycling programs specific to local environments. Through these Local Associations, USA Cycling annually reinvests a significant portion of its membership dollars back into these locally-driven programs. Since 2003, USA Cycling has given $1.7 million to its Local Associations for the betterment of competitive cycling at the local level. Each Local Association determines exactly where to invest its financial allocation from USA Cycling to best meet the needs of its members. Local Associations are made up of passionate volunteers who are most often the hands-on representatives that drive local racing across the United States.

n 2008, USA Cycling sanctioned 2,544 competitive and non-competitive cycling I events, a 2.5% increase over 2007. With that many events around the country, USA Cycling has a race for everyone. From beginners to professionals and juniors to masters, it’s easy to find a road, track, mountain bike, BMX or cyclo-cross race almost anywhere. Included in that long list of sanctioned events are various USA Cycling National Championships for all disciplines and categories, as well as season-long race calendars for amateur and professional athletes.

hroughout the year, USA Cycling conducts many educational clinics, camps and seminars to provide its members and constituents with the resources, knowledge and insight T necessary to excel in a given area of expertise, as well as the opportunity to network and share ideas with their peers. Coaches, officials, race promoters, mechanics and athletes alike can all take advantage of these gatherings organized annually by USA Cycling.

Coaching Clinics USA Cycling’s Coaching Education Clinics, Seminars and Webinars are designed for educating coaches at various levels of certification, training them for specialty certifications, or simply providing an added level of knowledge to enhance their coaching careers. With 1,400+ licensed coaches nationwide, the USA Cycling coaching certification process begins with an online examination covering the basic fundamentals of cycling-specific principles, resulting in Level -3 certification. Licensed coaches progress through the ranks by attending additional instructional clinics designed to further their knowledge base, eventually attaining Level-2 status, followed be Level-1. Throughout the year, USA Cycling also conducts several other coaching education activities, such as online webinars, women’s-specific seminars, specialty clinics and the annual USA Cycling Coaching Summit. Each activity provides the coaching community with unparalleled instruction and the opportunity to network and share ideas with their peers.

Officials Clinics Like all sports, competitive cycling needs officials to enforce the rules. USA Cycling’s Officials Clinics provide introduction and instruction to more than 2,600 licensed officials around the country. To become an official, an individual must first attend one of USA Cycling’s official seminars, purchase a license and pass an examination. The initial seminar results in Level-C status and results in a basic understanding of road, track and . After attaining Level-C status, officials can continue their progression by achieving Level-B, Level-A, National Commissaire and International Commissaire designations. In addition to the general categories, USA Cycling also provides specialty instruction in order to become a motorcycle referee, track starter or race secretary.

USA Cycling • 21 Bill Woodul Mechanics Clinic In January of 2008, USA Cycling hosted 55 participants at the Bill Woodul Mechanics Clinic in Colorado Springs. The event provided the opportunity for bike mechanics to learn from industry experts, receive hands-on experience and network with leaders in the cycling industry. After three days of instruction and an examination, all 55 students earned the privilege to carry a USA Cycling mechanic’s license, making them eligible for certain industry jobs with cycling-related manufacturers and professional teams, or enhancing their employment opportunities at local bike shops.

NRC Promoters Summit In November of 2008, USA Cycling hosted its first-ever National Racing Calendar Promoters Summit. Thirty-two individuals representing 23 NRC events converged in Colorado Springs to share their thoughts regarding the nation’s premier Pro-Am road racing calendar. The inaugural NRC Promoters Summit was created to improve communication and promote dialogue amongst individual race promoters and USA Cycling, as well as provide an opportunity for participants to exchange ideas on a variety of topics as competitive cycling continues to grow in America at both the professional and amateur levels. Throughout the three-day event, USA Cycling staff presented overviews on various departments, including marketing and sponsorship, communications, rules, officials and policies, insurance and risk management, results and rankings, and national calendars. Additionally, various subjects specific to the NRC, such as date selection, the bid process, anti-doping protocol and event rankings were also discussed in an open forum. Participants included a variety of individuals connected to NRC events, including long-time race promoters with 30+ years of experience to first-time NRC promoters.

Mountain Bike Summit In November of 2008, USA Cycling conducted its inaugural Mountain Bike Summit – a gathering of race promoters, NORBA Board trustees, officials and industry representatives. The three- day conference offered a variety of off-road cycling members the opportunity to discuss the direction and evolution of the sport, share practices and develop initiatives to advance the sport of in the United States. The 45 attendees took part in several colloquiums and round-table discussions regarding key issues as stakeholders from across the country converged to take advantage of the educational and resource-building opportunities. 22 • USA Cycling Local Association Summit Last November, 86 individuals representing 29 of USA Cycling’s 34 Local Associations and 10 Collegiate Cycling conferences gathered in Colorado Springs for the fourth annual Local Association Summit. The three-day conference was designed to offer organizational updates, the opportunity to share ideas and resources, and informative discussion regarding competitive cycling at the local level. The Local Association Summit occurs each year and provides USA Cycling with a dedicated forum in which to reach out and facilitate growth at the grassroots level. he 5 Olympic medals won by the U.S. Cycling Team in Beijing last August were the most ever at a non-boycotted Games. Kristin Armstrong’s gold medal in the women’s T individual time trial was just the second women’s Olympic gold medal in U.S. cycling history. Her efforts were complemented by medal performances from Mike Day (silver, men’s BMX), Jill Kintner (bronze, women’s BMX), Levi Leipheimer (bronze, men’s individual time trial) and Donny Robinson (bronze, men’s BMX). Their medals were the end result of years of extraordinary dedication, meticulous preparation and tireless perseverance. USA Cycling would like to congratulate its 2008 Olympic medalists and all of those who represented the United States in Beijing in a fair and honorable fashion.
