While the city has grown in terms of investment and social capital, it has not attained the preeminent status on the global stage that was expected. One important reason for this is that Berlin remains no more than a secondary hub in the global airline industry. In this article, we measure the city’s importance in airline networks at four points from 1989 to 2006. We then explain the city’s stature in those networks today as a product of both larger forces in the airline industry and circumstances more specific to Berlin. The former include liberalization and the development of airline alliances. In Berlin, meanwhile, the fractured airport system, which the city inherited from the Cold War, has been an obstacle to Berlin’s aspirations for centrality in the airline industry.

  • The Evolution of Selected Enterprises in the Aviation Industry in Romania and Poland After 1989
Revista de Științe Politice. Revue des Sciences Politiques • No. 67 • 2020: 170 - 180 ORIGINAL PAPER From a state-owned giant to a market enterprise? The evolution of selected enterprises in the aviation industry in Romania and Poland after 1989 Andrzej Dubicki1) Abstract Year 1989 was an important turning point, not only in the political history of Poland and Romania, but also for the transport sector of both countries. Political events allowed for a thorough reconstruction of the air transport sector in both countries. Both airfleets entered the new political reality as state-owned enterprises, though with different traditions. Both countries have begun transforming their own aviation market in a similar place, with a rather outdated air fleet, with some few modern aircraft. Nevertheless, the further development of respective aviation markets took place in different ways, as long as no native competitor for LOT appeared in Poland for various reasons, the situation is somewhat different in Romania and TAROM now experiences serious competition from the low-cost carrier BlueAir. Both state-owned enterprises had to take advantage of public aid, LOT in 2012, while TAROM in 2020.Time will show whether the Romanian national carrier will be able to repeat the success of the Polish one, which after a period of recession is now able to expand on the European market. The aim of the article is to show and compare the development of the Polish and Roumanian air markets and to try to find common points of the situation created after 1989. There will be used various sources, including monographs, analysis and articles of this specific topic.

  • Aircraft Loss-Of-Control Accident Analysis
Aircraft Loss-of-Control Accident Analysis Christine M. Belcastro* and John V. Foster† NASA Langley Research Center, Hampton, Virginia, 23681 Loss of control remains one of the largest contributors to fatal aircraft accidents worldwide. Aircraft loss-of-control accidents are complex in that they can result from numerous causal and contributing factors acting alone or (more often) in combination. Hence, there is no single intervention strategy to prevent these accidents. To gain a better understanding into aircraft loss-of-control events and possible intervention strategies, this paper presents a detailed analysis of loss-of-control accident data (predominantly from Part 121), including worst case combinations of causal and contributing factors and their sequencing. Future potential risks are also considered. Nomenclature CAST = Commercial Aviation Safety Team ICAO = International Civil Aviation Organization LOC = Loss of Control (in-flight) NASA = National Aeronautics and Space Administration NextGen = Next Generation Airspace Operations Concept NTSB = National Transportation Safety Board PIO = Pilot Induced Oscillation I. Introduction oss of control remains one of the largest contributors to fatal aircraft accidents. As shown in Figure 1, in-flight L loss of control (LOC) is the largest fatal accident category for commercial jet airplane accidents worldwide occurring from 1999 through 2008, and resulted in 22 accidents and 1,991 total fatalities. 1 Aircraft loss of control is a significant contributor to accidents and fatalities across all vehicle classes, operational categories, and phases of flight. It is also a highly complex event, usually resulting from multiple causal and contributing factors that can occur individually or (more often) in combination. There is therefore no single intervention strategy that can be readily identified to prevent LOC accidents.

Certain underlying factors are examined in order to ex plain these developments including the political ele ment influencing the changing flows in, and structures of, the networks. The Study emphasises the need to ex amine similar systems in other developing countries in the light of internal political forces, and the impact of the policies of the major suppliers of air transport technology. The Preface defines the subject matter ana methodology.

AIRPORT CITY LIMITS: A CRITICAL ASSESSMENT OF THE REDEVELOPMENT OF BERLIN’S FLUGHAFEN SCHÖNEFELD by RAWLEY JOHN VAUGHAN A Masters Project submitted to the faculty of the University of North Carolina at Chapel Hill in partial fulfillment of the requirements for the degree of Master of Regional Planning in the Department of City and Regional Planning. Berlin 2006 ______________________________ Harvey Goldstein Advisor to Melissa There are some who say that communism is the wave of the future. Let them come to Berlin. John F. Kennedy, 26 June 1963 2 Abstract A large airport and its “airport city” can be a regional economic driver. Berlin—capital of a rich nation yet home to a stagnant economy—is building a new airport. The government is involved on many different levels, as it hopes this new airport, Berlin Brandenburg International, can spur economic development. The best and chosen site for this new airport is actually an old one, Schönefeld, yet old airports tend to be near settlements dense enough to cause substantial pushback from some of the neighboring population. The inevitable anti-airport protest recently has produced a legal settlement that allows for the new airport’s construction, but it curtails certain aspects that would make it more of an economic driver. Also, the various levels of government have competing motives for what sort of “airport city” development occurs nearby. This paper examines the projected impacts—both positive and negative—that Berlin Brandenburg International airport is likely to produce. It also evaluates other claims and projections made by those for and against its construction, by placing commercial aviation in Berlin in the contexts of Germany and Europe.

Fordham International Law Journal is produced by The Berke- ley Electronic Press (bepress). http://ir.lawnet.fordham.edu/ilj Defense Strategies of National Carriers Romina Polley Abstract This Essay will examine strategies implemented by national carriers in the European Union (or ‘EU‘) to preserve their longstanding monopolies that were constructed and protected by Member States against new airlines emerging in the framework of the liberalization of European Commu- nity (“EC” or “Community”) air transport. This analysis necessitates an assessment of whether liberalization of air transport in Europe has been a success, and if not, or not completely, what remains to be done to allow new entrants to challenge flag carriers, which still benefit from the advantages attributable to former protectionist regulation. 3. AVIATION DEFENSE STRATEGIES OF NATIONAL CARRIERS Dr. Romina Polley* INTRODUCTION This Essay will examine strategies implemented by national carriers in the European Union (or "EU") to preserve their long- standing monopolies that were constructed and protected by Member States against new airlines emerging in the framework of the liberalization of European Community ("EC" or "Commu- nity") air transport. I. HISTORICAL DEVELOPMENT To understand the current structure of the EC aviation in- dustry and the origin of the advantages of national carriers that tend to persist even after liberalization,' one has to recall the time before liberalization.
