JOB SUMMARY: Administrative Component: In accordance with established vision and values of the organization, this position is responsible for the administration, supervision and planning of Laboratory Services. Reporting to the Laboratory Manager advises on budgets, workload, quality, labour relations and personnel. This position is responsible for interpreting and implementing all organizational regulations, policies and procedures as they apply to Laboratory Services. Ensures consistency with IH standards for the advancement of the organization’s goals and objectives to deliver quality healthcare in an effective and efficient manner.

Professional Leader Component: Under the direction of the Laboratory Manager this position is responsible for the timely implementation of appropriate and consistent standards within sites under their jurisdiction. Liaises with site administration on the provision of services within the site(s). Ensures clinical guidance is provided to laboratory personnel. May perform Medical Laboratory Technologist duties as required.

TYPICAL DUTIES AND RESPONSIBILITIES: Administrative: 1. Monitors and evaluates the effective use of all resources and their impact on services. 2. Supervises and directs the work of the department by monitoring, prioritizing and assigning work to ensure high efficiency and quality of results. 3. Participates in and makes recommendations to the Laboratory Manager regarding budgetary requirements. Responsible for monitoring and reporting of expenditures including investigating and justifying variances and demonstrates fiscal accountability.

Participates in the planning and coordination of laboratory services, practice standards, goals and objectives in collaboration with designated management and other team members. Ensures consistency with IH standards for the advancement of the organization’s goals and objectives to deliver quality healthcare in an effective and efficient manner. 5. Ensures appropriate staffing levels by preparing staff work schedules, rotations and vacation coverage in accordance with collective agreements. 6. Compiles required organizational information including statistics and reports and submits in a timely manner. 7. Ensures a process is in place for routine and formalized maintenance programs to be carried out on all departmental equipment. Maintains and controls an inventory of equipment and supplies. 8. Identifies departmental staff needs and performs interviews with subsequent selection and coordination of employee orientation. 9. Evaluates employee performance including preparation and administration of performance appraisals. Disciplines staff in consultation with Laboratory Manager and Human Resources. 10. Identifies the need for capital equipment including the formulation of technical justification for capital equipment, preparation of specifications, tender summary analysis and equipment purchase recommendations in conjunction with the Laboratory leadership. 11. Performs audits of Lean indicators and ensures staff is audited as per job guidance sheets implementing continuous improvements and changes as indicated. 12. Prepares position descriptions for all staff classifications in the department, reviews and updates as necessary. Ensures site specific job descriptions are compliant with IH Lab standard job descriptions. 13. Ensures Laboratory Services is represented and/or provides input on appropriate internal and external committees or projects as required. 14. Maintains good working relationships with pathologists, department heads, medical staff and other healthcare personnel. 15. Performs other related duties as assigned. Professional Leader: 1. Acts as a resource person to laboratory personnel and pathologists in the provision of Laboratory Services. 2. Implements and monitors policies and procedures to assure accordance with accreditation bodies and current standards of practice, including but not limited to Diagnostic Accreditation Program (DAP) and Clinical and Laboratory Standards Institute (CLSI). 3. Participates in the implementation and maintenance of the IH Laboratory Quality Management program. 4. Assists in the formulation of department administrative and technical objectives, standards, policies and procedures in consultation with the IH Laboratory Leadership. 5. Maintains awareness and understanding of new technologies and advancements in the area of Medical Laboratory Science. Advocates changes in practice that have the potential to benefit patient care and service delivery. 6. Develops and fosters effective relationships with external agencies and professional and licensing associations that positively influence professional practice.

Ensures the development, implementation and evaluation of an educational program for Laboratory Services staff to address educational needs related to professional practice. Ensures communication systems are in place for department staff to be informed of educational and research programs offered. 8. Ensures a safe working environment for staff within the department by monitoring the use of safety equipment, identifying hazards and mitigating risk according to current standards of practice. 9. Performs medical laboratory technologist duties as required. 10. Performs other related duties as assigned

QUALIFICATIONS: Education, Training and Experience: • Graduation from an accredited Medical Laboratory Science training program. Current General Certification with the Canadian Society for Medical Laboratory Science (CSMLS) and eligible for membership with the BC Society of Laboratory Sciences (BCSLS) and/or CSMLS. • Successful completion of a recognized formal management/leadership program. • Successful completion of recognized laboratory science continuing education courses within the last 5 years. • Minimum five years of related, progressive experience as a Technologist in a clinical laboratory of similar size and scope with at least 3 years demonstrated leadership experience or equivalent combination of education, training and experience acceptable to the facility. • Valid BC Drivers license required.
