These Private Armories were reg arded as permanent , having been pub l i cl y recog nized by the g overnment as a part of the Uni ted States force for the

1 8 supply of arms . In 4 5 , when the last contracts exp ired , the whole system w was broken up , without not ice . The contractors ere paid but l ittle above the actual cost of making si m ilar arms at the N ational A rmories . The armorers at Spring field and the Ferry being paid by the day , had no mot ive to invent labor—saving machinery ; the contractors were therefore obl ig ed to — t make discoveries and i mprovemen s to increase thei r p rofit .
