TERMS OF REFERENCE SOCIAL MEDIA AND PROMOTIONAL CAMPAIGN SUPPORT CONSULTANT ARTICLE 19 Eastern Africa is the leading non-governmental organization promoting and protecting freedom of expression and access to information in Eastern Africa, both offline and online. ARTICLE 19 EA works across the region in fourteen (14) countries including Kenya, Tanzania, Uganda, Rwanda, Burundi, Somalia, Sudan, South Sudan, Djibouti, Eritrea, Ethiopia, Madagascar, Comoros, and Seychelles. ARTICLE 19 EA fulfils its mandate in partnership with other national and regional organizations and mechanisms and creates solidarity networks aimed at safeguarding freedom of expression and information. The organization envisions a region where all people can speak freely, actively participate in public life and enjoy media freedom without fear, censorship or persecution. Its mission is to promote, protect, develop and fulfill freedom of expression and the free flow of information and ideas in order to strengthen regional social justice and empower people to make autonomous choices. ARTICLE 19 EA provides a unique contribution to the protection and promotion of these rights and freedoms through the following thematic areas: Digital, Media, Civic Space, Transparency, and Protection. BACKGROUND Protests play an important part in all societies, enabling individuals and groups to express dissent and grievances, to share views and opinions, to expose flaws in governance and to publicly demand government accountability and change. Historically, protests have often inspired positive social change and improved protection of human rights, and they continue to help define and protect civic space in all parts of the world. Yet governments around the world too often treat protests as a threat to be extinguished, and sectors of public opinion, including some mainstream media, perceive or portray protests as an inconvenience or a threat to violence to be controlled. A serious result of this situation is that negative public opinion allows further restrictive actions by the State as the public then fails to call on authorities to respect free expression and hold those that violate the rights of protesters to account. In this regard, ARTICLE 19 has over the last two years implemented the “Returning Protest to the People: A campaign to destigmatize protesters” programme funded by Wellspring Philanthropic fund. The program developed a market-research based advertising campaign that tested how the narrative on protests and protesters in Kenya could be shifted in a positive direction in order to promote the right to protest, and to demand transparency accountability on the part of duty bearers. The current project is the 2nd Phase whose implementation is between April 2020 and March 2021. Largely, the period of implementation is going to be during a time when there are movement restrictions which the government has imposed in light of the COVID- 19 pandemic. As such, there is need to expand the scope of the project to not only protests strictly; but also freedom of assembly which encompasses various dynamics of public order. The measures introduced by the government in Kenya largely impact on public order. Due to the unprecedented nature of the pandemic, a lot of people are not aware on the legal implications on measures such as curfews and ban on public gatherings. SCOPE OF WORK In light of the above, ARTICLE 19 is now looking at commissioning a consultant to continue with the evidence based communication style of advocacy through: 1. Designing and implement a survey on people’s perceptions about protests and public order online in light of COVID19; 2. Design and implement a social media campaign for the entire duration of the project in support of the right to protest and public order in Kenya using the insights from item 1 above. EXPECTED DELIVERABLES 1. Develop an inception report detailing the process and methodologies to be employed to achieve the objective of this consultancy as stated above. It should include a detailed work plan for this exercise, and must be presented to ARTICLE 19 EA for review and further input; 2. Conduct an online survey assessing the public’s understanding of public order and policing during pandemics. 3. Develop a report highlighting research findings that can then be utilized for evidence based communication for phase 2 of the project. 4. Design a social media campaign social mobilization strategy as appropriate based on evidence gathered during the survey. 5. Deliver social media campaigning leadership for the duration of the project using the survey insights, and social media campaign strategy mentioned above. METHODOLOGY 1. The consultant/consultancy firm will be required to provide a detailed methodology of how he/she/they will develop the strategy; 2. Undertake a desk review of the relevant project documents, including the Proposal, Results/Logical Frameworks, Implementation Plans, Project Implementation Reports, and any other relevant documents; to in order to understand the project better. 3. The consultant/consultancy firm should conduct research using participatory approaches to collect information from key informants; 4. The consultant/consultancy firm is expected to gather, use and analyze qualitative and quantitative information and data to inform the advocacy, communication and social mobilization strategy; 5. The consultant/consultancy firm is required to submit a draft report for review and make the necessary changes as directed by ARTICLE 19 EA technical staff. TIMELINES Activity Deliverables Timeframe Draft an inception report Inception report 3-5 days Survey Findings of the survey 3-5 days Present findings Meting report and 1 day recommendations Develop advocacy strategy Returning protest to the people 3-5 days advocacy, communication and social mobilization strategy Validate advocacy strategy Revised advocacy, 1 day communication and social media strategy Update advocacy strategy Approved advocacy, 3-5 days communication and social media strategy Social Media Support Offer social media support For the duration of the campaign PROFESSIONAL REQUIREMENTS At least 5 years’ experience working in communications, reporting and M & E for donor funded development programmes; provide sample briefs of at least 3 prior assignments and referees Familiarity with, and a high level of up-to-date knowledge and understanding of civic space issues in the Kenyan context; Excellent communication and writing skills – ability to express complex information in a simple and succinct manner in English and Swahili including the development of advocacy materials in forms such as info-graphs and animated videos/info-graphs. Strong qualitative research skills. Ideally with an ability to analyze complex qualitative data to provide an insightful and actionable report. Experienced in conducting in-depth interviews with experts, target beneficiaries, and senior decision makers e.g. government officials, media organizations. REPORTING The consultant will report to the Senior Program Officer – Civic Space, at ARTICLE 19 Eastern Africa and will work directly with the designated officer. Further, the consultant may be required to attend meetings with ARTICLE 19 Eastern Africa staff or other stakeholders during the assignment. Financial Proposal: The financial proposal should provide cost estimates for services rendered, including daily consultancy fees; and 3. Sample: Advocacy, communications and social mobilization strategy or similar work previously carried out.
