MANDATE The mandate of Handicap International in Somaliland is to improve the living conditions of people with disabilities. The association promotes rights of people with disabilities and advocates for the implementation of the International Convention of People with Disabilities (CRPD).

SITUATION In 1991, Somaliland proclaimed itself a state after three years of bloody civil war. The international community considers it as part of Somalia, which is however governed as an independent country since 1992. In general, Somaliland is currently fairly calm and functional but the security situation is fragile because of weak state control, ineffective law enforcement and the proliferation of small arms and light weapons. Handicap International has so far operated freely in most regions of the territory.

BACKGROUND In 1992, Handicap International launched its presence in Somaliland with the set up of a rehabilitation centre with its partner Disability Action Network (DAN) in , the capital of the region. Nine years later, the centre became completely independent on the technical level, following the training of physiotherapy, orthopaedic and psychomotricity assistants. A further reinforcement of Handicap International’s presence was marked by projects such as support for local associations working towards the socio-economic inclusion of people with disabilities, renewing irrigation structures for agricultural holdings in the Berbera region, a mine risk education project, an inclusive election project as well as a mental health project going on. Handicap International is registered with the Somaliland Ministry of Planning and Aid Coordination and works in partnership/close collaboration with government institutions and local NGOs.

Promoting Rights of Disabled People and Increasing their Participation in the Electoral Process (Somaliland)

GOALS Promoting civic and political rights of disabled people and strengthening their participation in the electoral and political processes in urban and rural areas of Somaliland, in particular for the next general election of March 2017.

METHOD Handicap International strengthens Somaliland government skills to include disabled people to civic and political life in the country. The association also supports disabled people’s organisations for the inclusion of women and disabled people in the electoral process of the country.

Activities:  Conduct surveys on the participation of disabled people in the national electoral process  Organise meetings with political actors and trainings for people working with disabled people  Implement awareness campaigns to inform about disability  Adapt pedagogical tools on election process (especially in braille)  Elaborate a document with best practices on inclusion of disabled people in the national electoral process

A Life with Dignity: Protecting and Promoting Human Rights of Women and Men, Girls and Boys with Disabilities (Somaliland)

GOAL Ensuring the dignity and rights of women and men, girls and boys with disabilities, in particular those with psychosocial and mental impairments, are respected and protected.

METHOD Handicap International, in collaboration with Somaliland National Disability Forum (SDNF) and Disability Action Network (DAN) as well as Ministry of Health especially mental health unit, will implement this mental health project with them to improve the conditions of people living with psychosocial problems in Somaliland.

Activities:  Conduct weekly physiotherapy outreach sessions for 700 patients (14 institutions targeting 50 patients each) admitted to mental health facilities to treat patients who developed joint stiffness due to chaining as well as relaxation and recreational group activities to improve their physical and mental conditions  Train Mental Health Unit staff on delivering counseling and psycho-education activities at their facilities in view of project sustainability.  Organise workshops for family/care-givers of persons with mental disabilities in Hargeisa, Burao, Berbera and Borama to form groups to be part of disability movement and advocate for their needs; increase their knowledge about mental impairments and care-giving; increase their coping mechanism  Produce, print and disseminate a booklet in Somali and English on good practices for mental health care, based on rights-based and client- centered approach for all care-giving facilities, both private and public, as well as to wider stakeholders  Conduct mass media campaign and community awareness events on the rights of the disabled and mental health impairments reaching a total of 70,000 people in both urban and rural areas

BENEFICIARIES  700 patients in 14 public and private mental hospitals will benefit from the project as they will receive weekly physiotherapy activities through the project duration  SNDF and its disabled people’s organisations  Public and private mental hospitals  Around 70,000 of Families and care-givers of persons with mental disabilities will benefit through media awareness raising both urban and rural areas
