Thus technology is a tool for, not a just a reward of, growth and development” (UNDP, 2001:27). “Social thought has gained little by attempting to generalize about ‘cyberspace’, ‘the Internet’, ‘virtuality’. It can gain hugely by producing material that will allow us to understand the very different universes of social and technical possibility that have developed around the Internet.” (Miller & Slater, 2000:10) Introduction Peru has been perhaps the most studied of the Latin American countries with regard to the diffusion of information and communication technologies (ICTs). In the region, it has the most people who use the Internet from public access points (Fernández-Maldonado, 2000a; Proenza et al., 2001:iii), in this case known as cabinas públicas. Indeed, the significant growth in Internet access in Peru1 over the last few years could not have happened without the explosion of the cabinas. This has taken on almost mythical connotations both among Peruvians and non- Peruvians, particularly now that the bridging of the ‘digital divide’2 has attracted the attention of world leaders and become a global objective. -

Received: 30 October 2019; Accepted: 2 December 2019; Published: 10 December 2019 Abstract: Lima has become the first Peruvian megacity with more than 10 million people, resulting from the migration waves from the countryside throughout the 20th century, which have also contributed to the diverse ethnic background of today’s city. The paper analyzes two neighborhoods located in the inter-district area of Northern Lima: Pampa de Cueva and El Ermitaño as paradigmatic cases of the city’s expansion through non-formal settlements during the 1960s. They represent a relevant case study because of their complex urbanization process, the presence of pre-Hispanic heritage, their location in vulnerable hillside areas in the fringe with a protected natural landscape, and their potential for sustainable local economic development. The article traces back the consolidation process of these self-built neighborhoods or barriadas within the context of Northern Lima as a new centrality for the metropolitan area. -

Países Bajos es el país invitado de honor. * Vocablo de origen latino que significa pórtico, paso cubierto, puerta abovedada, arco triunfal o, por extensión, cualquier estructura arciforme, sea arquitectónica o anatómica. Ejemplo de lo primero es el fórnix romano de Constantino, vencedor en Majencio, adornado con bajorrelieves e inscripciones laudatorias; y de lo segundo aquella estructura fibrosa y triangular situada debajo del cuerpo calloso del cerebro y que con el hipocampo y el hipotálamo forma parte del sistema límbico, asociado este a las emociones y a la homeostasis [léase aquí poesía expresando su propia verdad y en busca del (des)equilibrio]. De otro lado, de fórnix se deriva “fornicar”, puesto que, según se cuenta, las prostitutas latinas atendían a sus ávidos clientes bajo los arcos del coliseo romano, de ahí que el término signifique además “burdel”. Por último, Fórnax era la diosa de los hornos, donde se cocía el pan, la arcilla y, acaso también, la poesía. -
