Aston University Governance in Foreign Policy-Making in Germany and Poland and Polish- German Relations – the Role of Non-state Actors A thesis submitted for the degree of Doctor of Philosophy by Alexander Thomas Wochnik This thesis examines the influence of non-state actors on Polish-German relations by considering foreign policy-making towards Poland in Germany and vice versa. The approach chosen for this thesis is interdisciplinary and takes into consideration literature from domestic politics (Area Studies), Foreign Policy Analysis and International Relations (IR). The thesis argues that IR, by purely looking into the quality of inter-state relations, too often treats these relations as a result of policies emanating from the relevant governments, without considering the policies’ background. Therefore, the thesis argues that it is necessary to engage with the domestic factors which might explain where foreign policies come from. It points out that non-state actors influence governments’ choices by supplying resources, and by cooperating or competing with the government on an issue at stake. In order to determine the degree of influence that non-state actors can have on foreign policy- making two variables are examined: the institutionalisation of the state relations in question; and the domestic structures of the relevant states. Specifically, the thesis examines the institutionalisation of Polish-German relations, and examines Germany’s and Poland’s domestic structures and their effect on the two states’ foreign policy-making in general. Thereafter, the thesis uses case studies in order to unravel the influence of non-state actors on specific foreign policies. Three case studies are examined in detail: (i) Poland’s EU accession negotiations with regard to the free movement of capital chapter of the acquis communautaire; (ii) Germany’s EU 2004 Eastern Enlargement negotiations with regard to the free movement of workers chapter of the acquis communautaire; and (iii) Germany’s decision to establsh a permanent exhibition in Berlin that will depict the expulsions of millions of Germans from the East following WWII.     Berlin aktuell – Sonderausgabe – Bericht des Vorsitzenden der CDU-Landesgruppe Baden-Württemberg im Deutschen Bundestag Thomas Strobl MdB Alle Direktmandate bis auf eines konnten bei der Bundestagswahl in Baden-Württemberg von der CDU gewonnen werden. Damit haben wir unser „Projekt 38“ zu fast 100 Prozent erreicht. Entspre- chend gestärkt ging die zuletzt 31 Abgeordnete zählende CDU-Landesgruppe Baden-Württemberg aus der Bundestagswahl 2009 hervor und zog mit nunmehr 37 Mitgliedern in den 17. Deutschen Bundestag ein. Sie ist damit nach der Landesgrup- pe NRW die zweitstärkste CDU-Landesgruppe im Deutschen Bundestag und hat mit zusätzlich sechs Bundestagsmandaten den mit Abstand größten Zuwachs aller Landesgruppen der CDU/CSU-Bundestagsfraktion zu verzeichnen. Anlässlich ihrer konstituierenden Sitzung am 29. September 2009 wählten die Mitglieder der Lan- desgruppe Thomas Strobl MdB zum neuen Landes- gruppenvorsitzenden. Er ist damit Nachfolger von Georg Brunnhuber, der die Landesgruppe seit 2002 führte und nach 19-jähriger Mitgliedschaft im Parlament nicht wieder für den Deutschen Bun- destag kandidierte. ETERNAL BATTLEFIELD GLORY Dear Readers, n the glorious history of the Polish army, there were many battles where Iour soldiers showed exceptional heroism and sacrifice. The seizure of the Monte Cassino abbey has its special place in the hearts and memory of Poles. General Władysław Anders wrote in his order: “Long have we waited for this moment of retaliation and revenge on our eternal enemy. […] for this ruffianly attack of Germany on Poland, for partitioning Poland jointly with the Bolsheviks, […] for the misery and tragedy of our Fatherland, for our sufferings and exile.” The soldiers of the Polish II Corps did not waste this opportunity and seized the reinforced position in the abbey’s ruins, which had earlier been resisting the gunfire, bombing and attacks of the Allied forces. Polish determination and heroism broke the fierce defense line of the German forces. This victory was however paid very dearly for. On the hillside of Monte Cassino over 900 soldiers were killed, and almost 3,000 wounded. Still, the Monte Cassino success, although paid for with blood, paved the way to independent Poland. Saint John Paul II, when talking about the Battle of Monte Cassino, said about a live symbol of will to live, of sovereignty. These words perfectly define the attitude ...from a far-away country of the Polish II Corps heroes. Sejm na 76 posiedzeniu w dniu 28 maja 2004 r. – na podstawie art. 111 Konstytucji Rzeczypospolitej Polskiej oraz art. 1 i 2 ustawy z dnia 21 stycznia 1999 r. o sejmowej komisji śledczej – powołał Komisję Śledczą do zbadania zarzutu nieprawidłowości w nadzorze Ministerstwa Skarbu Państwa nad przedstawicielami Skarbu Państwa w spółce PKN Orlen S.A. oraz zarzutu wykorzystania służb specjalnych (d. UOP) do nielegalnych nacisków na organa wymiaru sprawiedliwości w celu uzyskania postanowień służących do wywierania presji na członków Zarządu PKN Orlen S.A., która po zakończeniu pracy na 97 posiedzeniu w dniu 19 września 2005 r. w n o s i celem rozpatrzenia przez Sejm załączonego sprawozdania. Komisja – zgodnie z art. 19 b ustawy o sejmowej komisji śledczej – przedstawia zdania odrębne: 1) Posła Andrzeja Aumillera, 2) Posła Bogdana Bujaka, 3) Posła Antoniego Macierewicza, 4) Posła Zbigniewa Witaszka.     Herbert Czaja zum 100. Geburtstag am 5. November 2014 von Hartmut Koschyk MdB Die drei großen christdemokratischen Politiker und gemeinhin als Gründerväter des politisch geeinten Europas angesehenen Staatsmänner Konrad Adenauer, Alcide de Gasperi und Robert Schuman hatten zwei große Gemeinsamkeiten: Zum einen waren die drei praktizierenden Katholiken zutiefst in ihrem christlichen Glauben verwurzelt, der für sie auch ethische Grundlage und Richtschnur ihres politischen Handelns war. Zum anderen stammten sie jeweils aus Grenzgebieten: Konrad Adenauer wurde in Köln geboren und sein politisches Wirken war als Oberbürgermeister von Köln und Vorsitzender des Provinzialausschusses der Rheinprovinz bis 1933 aufs Engste mit diesem über Jahrhunderte zwischen Deutschland und Frankreich umstrittenen Gebiet verbunden. Der Italiener Alcide de Gasperi wurde 1881 in der Nähe der damals österreichischen Stadt Trient geboren und vertrat ab 1911 bzw. 1914 das heimatliche Trentino im österreichischen Reichsrat und im Landtag von Tirol. Robert Schuman wurde 1886 im luxemburgischen Clausen geboren und ließ sich nach seinem Studium im damals deutschen Metz nieder, nach 1918 ging er für die Region Lothringen in die französische Politik. Diese Grenzgebiete waren oft Anlass zu politischen Streit und kriegerischen Auseinandersetzungen, immer aber auch vermittelnde Brücken zwischen zwei benachbarten, zeitweise feindselig gegeneinander stehenden Völkern. Interkulturelle Prägung Die Parallelen zum Leben von Herbert Czaja sind unverkennbar. Die im katholischen Elternhaus angenommenen sittlichen Prinzipien und ethischen Grundüberzeugungen ließen ihn immun gegen das Gift des Nationalsozialismus werden. Geboren wurde er am 5. November 1914 in dem damals zu Österreichisch-Schlesien gehörenden 1 Städtchen Teschen. Kaum irgendwo sonst dürfte der seit 1740 bestehende österreichisch-preußische Gegensatz so stark zu spüren gewesen sein wie hier.

In their foreign relations work, these non-state actors preceded the Polish-West German political relations that were established in 1970. The dissertation has a twofold focus on private contacts between these activists, and on public discourse through radio, television and print media, primarily its effects on political and social change between the peoples. My sources include the activists’ private correspondences, interviews, and memoirs as well as radio and television manuscripts, articles and business correspondences. Earlier research on Polish-German relations is generally situated firmly in a nation-state framework in which the West German, East German or Polish context takes precedent. My work utilizes international relations theory and comparative reconciliation research to explore the long-term and short-term consequences of the discourse and the concrete measures which were taken during the 1960s to end official deadlock and nationalist antagonisms and to overcome the destructive memories of the Second World War dividing Poles and Germans.
