Professor Donald Green, in his two semesters at Oklahoma State University, encouraged me with his Texas insights and reinforced my attention to detail. Pete Coser and family gave me their best friendship, encouragement, and prayers; they are splendid representative of Oklahoma's Indians. We became fast friends the night we swept out the Horse Barn after the 1988 Annual Indian Day's Powwow and commiserated over coffee the next two weeks about the blisters we earned. Wilcomb Washburn and Herman Viola from the Smithsonian Institution, and Robert Kvasnicka at the National Archives provided guidance during my ten-week internship in 1987. Drs. Ben Kracht and Joel Martin, Smithsonian Fellows, offered friendship and guidance while in Washington, D.C., and during the intervening years. A cursory look at the universe of international institutions reveals immense diversity. Yet systematic analysis of institutional variation is lacking, and the sources and effects of this variation are not well understood. My dissertation examines variation in one important type of international institution, regional integration arrangements (RIAs), and its relationship with violent conflict.     Caleb Rollins 1 Mount Rushmore: A Tomb for Dead Ideas of American Greatness In June of 1927, Albert Burnley Bibb, professor of architecture at George Washington University remarked in a plan for The National Church and Shrine of America, “[T]hrough all the long story of man’s mediaeval endeavor, the people have labored at times in bonds of more or less common faith and purpose building great temples of worship to the Lords of their Destiny, great tombs for their noble dead.”1 Bibb and his colleague Charles Mason Remey were advocating for the construction of a national place for American civil religion in Washington, D.C. that would include a place for worship and tombs to bury the great dead of the nation. Perhaps these two gentleman knew that over 1,500 miles away in the Black Hills of South Dakota, a group of intrepid Americans had just begun to make progress on their own construction of a shrine of America, Mount Rushmore. These Americans had gathered together behind a common purpose of building a symbol to the greatness of America, and were essentially participating in the human tradition of construction that Bibb presented. However, it is doubtful that the planners of this memorial knew that their sculpture would become not just a shrine for America, but also like the proposed National Church and Shrine a tomb – a tomb for the specific definitions of American greatness espoused by the crafters of Mt. Rushmore. In 1924 a small group of men initiated the development of the memorial of Mount Rushmore and would not finish this project until October of 1941.

H(1863-1950) lived one of the most controversial lives of the 20th century. To most Americans, he is best-known from Black Elk Speaks: Being the Life Story of a Holy Man of the Oglala Sioux, as told through John G. Neihardt (Neihardt, 1979). It chronicles his life as a warrior, wild-west show dancer, and medicine man (photo right) and, although called his life story, the book ends abruptly in 1890 at the Wounded Knee massacre on the Pine Ridge Reservation in South Dakota, where Black Elk as a 27-year old was wounded. Black Elk dressed as a distinguished elder, probably at the Duhamel's Sioux Indian Pageant, Black Hills, South Dakota, W. Ben Hunt, photographer, ca . 1939. This image is accessible online in the Marquette University Digital Collections. In 1929, Black Elk and the Duhamel family organized a pageant near the developing Mount Rushmore Monument. The pageant included short renditions of Lakota ceremonies and dances narrated by Black Elk to educate tourists about Lakota heritage. It is believed that Black Elk's evolving narration provided the basis for his last collaborative book, The Sacred Pipe: Black Elk's Account of the Seven Rites of the Oglala Sioux, for which he was interviewed in 1947 and 1948.

Most of the 64,000 American Indians living in South Dakota are members of the Lakota, Nakota and Dakota Nation (also known as the 1 Great Sioux Nation) as well as Americans. Lakota histories are passed from generation to generation through storytelling. One story tells about the Lakota coming to the plains to live and becoming Oceti Sakowin, the Seven Council Fires. The story begins when the Lakota lived in a land by a large lake where they ate fish and were warm and happy. A man appeared, and told them to travel northward. The Lakota obeyed, and began the journey north. On their way they got cold, and the sun was too weak to cook their food. Two young men had a vision, and following its instructions, they gathered dry grasses and struck two flint stones together, creating a spark and making fire. There were seven groups of relatives traveling together. Each group took some of the fire, and used it to build their own fire, around which they would gather. 2 As a result, they became known as the Seven Council Fires, or Oceti Sakowin. During the mid-17th century, nearly all the Sioux people lived near Mille Lacs, Minnesota.3 Pressured by the Chippewas, they moved west out of northern Minnesota in clan groups by the early 18th century.4 The three tribes spoke the same general language, but each developed dialects or variations, which also became their known name.
