Thank you for your interest in the position of Director of Acute Services for NHS Fife. This newly re-focused role is an exciting opportunity to work collaboratively with a strong and effective Executive Team, to truly drive the transformation and reform of our health and care services for the citizens of Fife. We are a high performing, forward thinking organisation constantly seeking to deliver our performance targets in the mid to upper quartile benchmark across Scotland, to ensure quality, person-centred and clinically excellent care.

As we progress through the most significant and challenging period ever faced by the NHS, we require a candidate of exceptional calibre to provide senior strategic leadership alongside the clinical leadership of our Medical Director and Director of Nursing, to ensure our acute services are responsive, agile and sensitive to Covid-19.

The Director of Acute Services has a key role to play in leading and shaping the redesign of our acute services building on lessons learned during the Covid-19 pandemic and to support a number of key investment projects in Fife including the development of a state of the art centre of excellence for elective orthopaedic services. Work is also underway to establish University hospital status for the Victoria Hospital, Kirkcaldy, which we see as a key pillar in our workforce strategy and the successful candidate will have an important contribution to make to this. With a co‑terminus Health & Social Care Partnership and Integration Authority alongside our partners in Fife Council, the Director of Acute Services has the opportunity to support the delivery of high impact system wide working alongside the Director of Health & Social Care.

2020 Vision for NHS Scotland After the launch of the Quality Strategy, the Scottish Government revealed its ambitious plan for integrated health and social care and set out the ‘2020 Vision’ and Strategic Narrative for achieving sustainable quality in the delivery of health and social care across Scotland. NHS Fife I Page 5 Introduction to Fife and NHS Fife Brief overview of NHS Fife NHS Fife provides healthcare to over 367,000 residents of Fife and employs around 8,700 staff. As a large rural area with varied geography and several centres of population, there are particular challenges to meet the health needs of the people of Fife. Fife is home to two large hospitals - the Victoria Hospital, a district general in the centre of the Kingdom; and in West Fife. The majority of NHS Fife’s acute services are provided from the Victoria Hospital in the town of Kirkcaldy. The hospital underwent significant remodelling ahead of the opening of its new wing in 2012, which brought together acute services with maternity and children’s services to purpose-built facilities on a single site. The Queen Margaret Hospital in Dunfermline is home to a considerable number of community and therapy services, alongside a minor injuries unit and a state-of-the-art diagnostic and treatment centre. In addition, Fife is home to a further eight community hospitals spread across the Kingdom; in Dunfermline; Glenrothes Hospital; Whyteman’s Brae Hospital in Kirkcaldy, in Windygates, Randolph Wemyss Memorial Hospital in Buckhaven, in Springfield, Adamson Hospital in Cupar and; St Andrews Community Hospital.

Improving services provided by NHS Fife NHS Fife, along with help from its partners, the public, other NHS Boards, Fife Council and voluntary agencies, is working to improve its services.

Page 6 I NHS Fife The Health & Social Care Partnership, utilising staff with a mixed skill-base, can strive to ensure that more problems can be dealt with taking away the need for onward referral to other departments. This has been possible due to the continuous development of services within NHS Fife. NHS Fife recognises the importance in health promotion and has recently been tackling the issue of smoking. Smoking and the cessation of it has been heavily promoted to encourage smokers to quit and to work on prevention to stop people from starting in the first instance. This has been done simultaneously with addressing issues such as; alcohol abuse, the importance of maintaining a health lifestyle and improving sexual health.

Demographic and social profile of Fife The Kingdom of Fife is a peninsula in eastern Scotland with a coastline of 170 kilometres (105 miles) bounded by the Firth of Forth to the South and the Firth of Tay to the North. It is the third largest local authority area in Scotland with a population of over 370,330. This represents 7% of the total population of Scotland. 96% of Fife residents live in 134 settlements, the largest of these being Kirkcaldy, Dunfermline and Glenrothes. 59% of residents feel they have access to quality green space, from award winning beaches to historic town parks. Fife shares inland boundaries with Perth & Kinross and Clackmannanshire, and is divided into seven administrative or business areas: • Cowdenbeath • Levenmouth • Dunfermline • North East Fife • Glenrothes • South West Fife • Kirkcaldy

By 2039, the population of Fife is expected to increase by 4.5% to 387,214. The 16 to 19 age group is expected to reduce and those aged 75+ to see the greatest increase. This may be attributed to a declining birth rate and increased life expectancy in Fife, which is currently greater than the Scottish average for both males and females. The baseline for the minority ethnic population in Fife is still the 2011 Census. This estimated that approximately 1.6% of Fife’s population were from an ethnic minority group, with the highest percentage categorised as Asian Pakistani. The extent of deprivation in Fife is fairly evenly spread across the different datazone bands from most to least deprived. The 2009 Scottish Index of Multiple Deprivation (SIMD) indicates that Fife has an increasing share of Scotland’s most deprived areas. Fife has the sixth highest local authority share of the 15% most deprived datazones in Scotland. 51 (5.2%) of the 976 datazones in the top 15% across Scotland are located in Fife, 8 of which fall into the top 5%. The 2009 data also confirms enduring deprivation in specific areas of Fife. The proportion of young people not in education, employment or training in Fife is higher than for Scotland overall. The proportion of the working age population with no qualifications is 10.4 per 100,000 of the population, which is also below the Scottish average. Physical health data is positive and among the best in Scotland. This shows evidence of good general health and nurture, and the emergency hospital rate is lower than the Scottish average. In recent years Fife’s economy has moved away from traditional manufacturing industries towards the service sector.

Those looking for more high-octane pursuits can test their nerve by taking part in stock car racing at Cowdenbeath Racewall or witnessing the famous ‘Fife Flyers’ ice hockey team at the Kirkcaldy Ice Arena. Fife also boasts one of the UK’s most comprehensive cycling networks with over 350 miles of sign-posted cycle paths over various terrains, much of this encompassing the Fife Coastal Path – 117 miles of unrivalled walking territory. The Director of Acute Services, based in the heart of the historical and vibrant Kingdom of Fife, is an excellent opportunity for an experienced Senior Manager to provide dynamic, strategic direction and operational leadership, in the planning, management and provision of acute services in Scotland’s third largest local authority area with a population of 367,000.

NHS Fife serves a diverse population from rural communities to bustling towns, all set in a backdrop of beautiful countryside and surrounded by a stunning coastline. You will be part of an 8,700 strong team of colleagues working across NHS Fife and this post presents an exceptional opportunity for you to lead Acute Services and deliver the strategic objectives of Board.

As an Executive responsible to the Chief Executive and the NHS Fife Board you will have responsibility for developing and implementing new models of care to ensure that our services continue to respond to the increased demands of a changing population and deliver against key national performance targets including Access and Waiting Times.

You will lead Acute Services, which encompasses planned care, emergency care, women and children’s care and clinical support services. Developing and driving innovative improvements to support transformational change locally and regionally to achieve safe and sustainable services that enhance patient experience is a key feature of this role.

NHS Fife I Page 13 In addition, at a time when the NHS is contending with a range of healthcare delivery challenges not least, the response required to adapt to an ongoing global pandemic you will be responsible for ensuring that the Board has a delivery plan for acute services that delivers high quality patient care, flexible and responsive to the demands of working amidst the demands of Covid-19.

As a member of NHS Fife’s Executive Directors Group you will be part of a collaborative and driven senior management team focused on delivering transformational change developing new models of safe, effective and person-centred care. This will be driven by innovation and the opportunities presented by new technology and digitally enabled healthcare.

Working closely with our Fife Health and Social Care Partnership you will also be expected to develop strong collaborative relationships to support reform across health and care services. This is vitally important to how we deliver future whole system health and care services to support people at home or in a community setting.

CONTRACT: Permanent

SALARY: Executive Grade E Salary Range: £81 863 - £107 527 per annum. Your salary within this range will be dependent upon experience. Your salary will be paid into your bank account on the last Thursday of each month.

HOURS OF WORK: This post is full time. For pay purposes the working week will be deemed to be 37.5 hours.

ANNUAL LEAVE/STATUORY Leave entitlement, including Statutory/Public Holidays AND PUBLIC HOLIDAYS: on appointment will be 35 days; upon completion of 5 years NHS service 37 days; and after 10 years NHS service 41 days. The leave year is from 1st April – 31st March. Part time staff will receive a pro-rata entitlement for annual leave and public holidays combined.

MOTOR VEHICLE There is a leased car scheme in operation. PROVISION:

SICK PAY Entitlements to Statutory Sick Pay and Occupational Sick Pay will be in accordance with the UK Staff Council and as set down in the Agenda For Change NHS Terms and Conditions of Service.

NO SMOKING POLICY NHS Fife operates a No Smoking Policy and it is the case that staff are not permitted to smoke on the premises or grounds. It is a condition of employment that you comply with these requirements.

To deliver access and performance across all modalities and ensure sustainable services within Fife and in collaboration with our Health and Social Care Partnership and colleagues across the East Region.

Board/corporate management As a member of the Executive Directors Group, share the corporate responsibility for creating, shaping and delivering the strategic objectives of NHS Fife and across Fife Health and Social Care Partnership, ensuring that clinical, corporate and staff governance obligations are effectively discharged at Board level and achieved throughout the system. As a Director of NHS Fife, participate in the corporate management of the Board so that high level expertise and understanding of acute services issues are directly available to the Board, and that these functions are effectively integrated and aligned with the corporate planning and management processes and support the strategic aims of the Board. Working closely with NHS Fife’s Director of Nursing and Medical Director and supporting the Chief Executive, to lead the design and delivery of the acute services to achieve the Board’s overall clinical strategy. Service management To lead acute services in contributing to the delivery of the clinical strategy and provide vision and strong leadership within the directorate whilst displaying NHS Fife’s values. To provide strategic leadership and direction for the day to day operational management and service delivery of all acute services, ensuring Board, Regional and Scottish Government objectives and targets are delivered. To ensure that the strategic transformation of acute services is achieved to support the delivery of the Board’s and, more broadly, NHS Scotland’s (national and regional) objectives. To lead and direct the effective and efficient operational planning and delivery of acute services, ensuring that the Board’s corporate objectives and plans are implemented in a patient centred manner. Champion, drive and implement the Quality Improvement approach within acute services, which ensures that we provide high quality and effective services. Oversee the development of a transformation change programme to support improvements in delivery against access targets, specifically progressing our approach to modern outpatient services, and flow from the front door through to discharge.

Managing service level agreements Lead the development, commissioning, and evaluation of service level agreements with other NHS Boards and healthcare providers, ensuring a strong and effective performance accountability framework is in place in relation to all aspects of governance.

Objectives are agreed annually with the Chief Executive and reflect NHS Fife’s values and corporate objectives. The postholder is responsible for ensuring delivery of these objectives, and for managing the ongoing re-prioritising of work.

Review of performance is conducted by the Chief Executive in a formal annual appraisal. The Chair acts as reviewer for formal assessments by the Chief Executive.
