Money for Something: Music Licensing in the 21st Century Updated February 23, 2021 Congressional Research Service https://crsreports.congress.gov R43984 SUMMARY R43984 Money for Something: Music Licensing in the February 23, 2021 21st Century Dana A. Scherer Songwriters and recording artists are generally entitled to receive compensation for Specialist in (1) reproductions, distributions, and public performances of the notes and lyrics they create (the Telecommunications musical works), as well as (2) reproductions, distributions, and certain digital public Policy performances of the recorded sound of their voices combined with instruments (the sound recordings). The amount they receive, as well as their control over their music, depends on market forces, contracts between a variety of private-sector entities, and laws governing copyright and competition policy. Who pays whom, as well as who can sue whom for copyright infringement, depends in part on the mode of listening to music. Congress enacted several major updates to copyright laws in 2018 in the Orrin G. Hatch-Bob Goodlatte Music Modernization Act (MMA; P.L. 115-264). The MMA modified copyright laws related to the process of granting and receiving statutory licenses for the reproduction and distribution of musical works (known as “mechanical licenses”). The law set forth terms for the creation of a nonprofit “mechanical licensing collective” through which owners of copyrights in musical works could collect royalties from online music services. The law also changed the standards used by a group of federal administrative law judges, the Copyright Royalty Board, to set royalty rates for some statutory copyright licenses, as well as the standards used by a federal court to set rates for licenses to publicly perform musical works offered by two organizations representing publishers and composers, ASCAP and BMI.

King Alpha’s Song in a Strange Land: Jamaican Migrant and Canadian Host in Toronto’s Transnational Reggae Music Scene, 1973-1990 by John Jason Collins Wilson A dissertation Presented to The University of Guelph In partial fulfilment of requirements for the degree of Doctor of Philosophy in History Guelph, Ontario, Canada © John Jason Collins Wilson, May 2013 ABSTRACT King Alpha’s Song in a Strange Land: Jamaican Migrant and Canadian Host in Toronto’s Transnational Reggae Music Scene, 1973-1990 John Jason Collins Wilson Advisor: University of Guelph, 2013 Doctor Catharine Wilson Reggae music facilitated a cultural dialogue between Jamaican migrant and Canadian host in Toronto during the 1970s and 1980s. Exchanges flowed across the city’s ethnic frontier, bridging black and white youth together in an ‘oppositional’ and musical movement. While migrants enacted their Jamaican ethnicity in places where reggae was played, many non-Jamaicans satisfied a curiosity in the music of their migrant friends. This study examines the process of migration of people and music as seen from both the migrant and the host’s perspective. It is as much about black Jamaicans as it is about white Torontonians. Twenty Jamaicans and twenty non-Jamaicans were interviewed for this project. Though reggae became an expected part of Toronto’s musical vernacular, the Canadian version meant different things to different people. Indeed, sometimes the only thread that tied the varied experiences together was that Toronto was the place where reggae happened. Still, as a hybrid, reggae had rather evolved outside of place. It was a transnational musical form, constantly updated by influences traversing the ‘Black Atlantic’ in an on-going and triangular musical conversation.

CDs & DVDs 97 Osborne St 475-0077 DVDs CDs VHS 57 Osborne St 477-5566 Red River College's newspaper October 29 2001 Pool -0 .A..., rampant at RRC By Kelly Stifora ue to persistent student theft, the Red River College Students' DAssociation is considering a rise in the price of a pool game on the RRC campus. RRC Students' Association Executive Director Owen Desnoyers is currently considering options to prevent students from using wooden coffee stir sticks to cheat the coin mechanisms on the pool tables located in the Cave lounge, a practice that has led to a drastic drop in revenue generated by the tables. The SA has already tried placing signs in the Cave warning students of the consequences if they get caught steal- ing on campus, which could include expulsion from the school. The signs have been repeatedly ripped down shortly after their posting. "Due to the fact that we're seeing almost a 50 per cent drop in revenue within our pool table service, we may have to raise the price from $1 to $1.25 to make it more difficult to cheat," says Desnoyers. "Or (we could) incur a much higher cost and re-configure the actual key mechanisms to make it very difficult to cheat. The end result is that it will become very inconvenient to students in general. "In one week we saw a $300 drop in revenue." Of the profits generated by the tables, 60 per cent go back to the SA and, therefore, into student programming and other SA initiatives intended to improve student life.
