The presentation, given by Les Jones, a former crisis negotiator with over 30 years of experience in law enforcement, was a discussion about safety at work and in public, providing de-escalation techniques and escape strategies. The personal safety presentation and dialogue was in response to concerns from staff regarding increased safety concerns while working in the public domain. All available seats were taken and another session will be planned later in the year. Page 2 of 12 THE CORPORATION OF THE CITY OF SARNIA People Serving People COMMUNITY SERVICES NON-AGENDA REPORT TO: Mayor and Members of Council FROM: Ryan Chamney, Manager of Recreation and Planning Stacey Forfar, General Manager Community Services DATE: October 15, 2020 SUBJECT: Rental and Permit Participant Waiver update - COVID Staff have recently been advised by the City’s Insurance provider that the new waiver recently being sought by the City specific to the release of damages related to COVID-19 is not a requirement, as the current disclaimer within the existing rental permit satisfies the insurance requirements. In addition, the insurance carrier was satisfied that the City has safety measures and parameters in place to minimize the risk and prevent the spread of COVID-19 at recreational facilities including: Advanced sanitizing measures Adequate sanitizing of high touch areas Capacity limits as determined by the provincial government and local public health officials Appropriate signage Controlled access points Staff continue to work closely with user groups, Lambton Public Health officials, and the Arena Advisory Committee to remain current of the evolving guidelines and requirements of A Framework for Reopening our Province. Staff will communicate this updated information to sporting organizations and user groups. We appreciate your continued support. Page 3 of 12 THE CORPORATION OF THE CITY OF SARNIA People Serving People COMMUNITY SERVICES DIVISION NON-AGENDA REPORT TO: Mayor and Members of Council FROM: Rachel Veilleux, Recreation Coordinator II Stacey Forfar, General Manager of Community Services DATE: October 15, 2020 SUBJECT: 2020 Fall / Winter Community Events - Updates Current Gathering Limits: ‘Monitored’ gatherings remain limited to 50 persons indoors and 100 persons outdoors. Drive-in and drive-thru events are exempt – something that has opened up a new avenue for offering community events. In all cases, individuals are required to continue to maintain physical distancing of at least two metres with people from outside their households or social circles. People at their place of work, including performers and crews, do not count towards gathering limits. Status of Events: Staff are working with our community event organizers to ensure that where events can proceed, all regulations are adhered to and that prevention measures are met. The following is a list of all upcoming events that organizers are reviewing the new regulations to understand the specific impacts it may have on the event. At this time, there may be cancellations or changes to the way in which the event is scheduled to be delivered – we will update as decisions are made with our event organizers and partners: Rocking the Runway Drive-In Concert - Friday, October 23 and Saturday, October 24 In partnership with Bluewater Borderfest and Tourism Sarnia-Lambton, the City of Sarnia will be featuring a two-night (Friday and Saturday), drive-in concert event at the Sarnia Chris Hadfield Airport. Due to scheduling, the dates had been moved to the 23 and 24 from the previous 14 and 15 weekend. Featured bands include the Retlaws and Big Wreck. The official Sarnia-Lambton Chamber of Commerce OBAAs will not be featured at this Page 4 of 12 venue. A noise bylaw exemption was conditionally approved by Members of Council on October 15 at a Special Meeting of Council. The media release with more information is attached. Halloween - Saturday, October 31 This year’s Halloween holiday will likely look different than previous years. However, there have been no official announcements made. Each province is responding differently at this time. Staff are in contact with Lambton Public Health and other local organizations and will advise when further information is available. It is anticipated that revised recommendations will come from the Government of Ontario at a later date. Sarnia Legion Remembrance Memorial - Wednesday, November 11 Media Release The Sarnia Legion will not be hosting their annual parade, nor ceremony at the cenotaph at Veteran’s Park. Poppies will be available throughout the City to community members. The Sarnia Legion is also selling wreaths for community members who wish to lay one at the cenotaph. More information is detailed in the Media Release. Celebration of Lights End of November (Lights on until January) The Celebration of Lights has cancelled their formal Opening Ceremony this year. However, they will be setting up the majority of light displays in the park. The lights will come on sometime between the end of November and mid-December. Christmas on the Farm - Friday, December 4 The City of Sarnia in partnership with the Seaway Kiwanis Club are developing an alternative plan to celebrate the annual event this year. In- person elements will be replaced with offsite and virtual elements. Various displays will be set up at Canatara Park for public viewing. Santa Claus Parade - Saturday, December 5 This year’s Santa Claus Parade will take place at Lambton College. To eliminate public gatherings, the parade will take the form of a reverse parade - floats will remain stationary in the parking lot. The majority of past participants have been contacted for participation in this year’s parade. The Application Form and information is expected to be made available on the Sarnia Kinsmen’s Website. Members of the public can view the floats by driving by in their own vehicles through the venue. Sarnia-Lambton’s Live Drive In Concert “Rocking the Runway”, will take place on October 23 & 24, 2020 at the Sarnia Chris Hadfield Airport. Headliners for the concert include: Big Wreck and The Reklaws, as the concert is presented by Bluewater Borderfest Music Festival and Blackburn Radio’s COOL 106.3 & CHOK 103.9. On Friday, October 23rd the weekend will get started with Sarnia’s own Scott Manery and the Barnburners, and Canadian Country Music superstars The Reklaws, fresh off their 2020 Duo/Group of the year and Fans Choice Award wins at last weeks CMAO awards. Raised on their family farm in rural Ontario, Jenna and Stuart Walker signed their first major record deal with Universal Music in 2017. Their second single “Long Live the Night” kicked off what would become a massive 2018. Beyond rapidly achieving platinum-certification, the single was the most- streamed domestic song of all Canadian country artists released in 2018 and wound up winning the 2019 CCMA for top-selling Canadian single of the year. And if that’s not enough, “Long Live the Night” was selected as the 2018 and 2019 theme song for the Canadian Football League’s (“CFL”) Thursday Night Football production. The momentum continued to build with the release of their debut EP, “Feels Like That”, which won the 2019 CCMA for Album of the Year. The title single, “Feels Like That” was the duo’s first #1 at Canadian Country Radio and is certified Gold in Canada. 2019 saw Jenna and Stuart complete their first national tour, alongside Dean Brody and Dallas Smith, and earn their first JUNO nomination for “Country Album of The Year”. This past year, The Reklaws released their first full-length album, “Freshman Year” which contained their third Gold Single, “I Do Too”. Nominated for Group of the Year at the 2020 Junos, the first time a country act has received such an honour in over 20 years and already with more than 70 million global streams, Plus for 2020 The Page 6 of 12 Reklaws teamed up with Hockey Canada to feature their hit “Roots” which became the song of the IIHF World Junior Tournament for Canada. On Saturday, October 24th. Rock night with kick off with Sarnia’s own Rodney James & The Riot opening for one of Canada’s favourite rock bands Big Wreck. Big Wreck was formed in Boston in the mid 90’s by Toronto-native (guitars / vocals) Ian Thornley and Americans Brian Doherty (guitars), Forrest Williams (drums) and Dave Henning (bass), students at the Berklee College of Music. Their 1997 debut album, In Loving Memory, is certified double platinum in Canada and featured the chart topping singles “Blown Wide Open,” “That Song” and “The Oaf”.
