May 9, 2013 • Brooklyn Daily Eagle • 1 eview and Comment RCuomo’s Proposal to Crack Down on Corruption One more member of the state Legislature has been identified as a cheap crook. There was money to steal so Brooklyn state Sen. John Sampson took it and then he pulled strings to cover the theft, according to federal prosecutors. In the last few weeks, and Brooklyn U.S. attorneys charged a senator with trying to bribe his way onto the mayoral ballot and accused an assemblyman of selling legislation. An assemblyman and a senator have worn wires for the FBI to catch fel- low elected officials in corruption — after both the wire-wearers got bagged for crimes themselves, one for election fraud, one for stealing public money. Before that, a senator took a million dollars in bribes, an assembly- man embezzled hundreds of thousands of dollars earmarked for nonprof- it groups and the notorious Pedro Espada gouged the Medicaid program. As told by top Brooklyn prosecutor Loretta Lynch, Sampson got himself appointed a foreclosure referee, a patronage court appointment that’s open only to the connected and is shamefully underpoliced by the judiciary. He allegedly made off with $440,000, some of which he used to fund a failed run for Brooklyn district attorney. When Sampson faced pressure to turn sums over to their owners, he allegedly: tapped a friend, who hap- pened to be a mortgage swindler, got a loan of $180,000 that he never re- paid, instructed the swindler to conceal their business after the feds bust- ed the swindler, told the swindler on tape that he would try to identify witnesses and “take them out,” tried to worm information out of a friend in federal law enforcement, and lied to an FBI agent, mewling when chal- lenged, “Not everything I told you was false.” Placed in a position of power with scant oversight in a culture where money is there to be played with, Sampson went for the bucks, like so many politicians have. Yet the Legislature does nothing but gripe about bad apples. Leaders like Assembly Speaker Sheldon Silver, Republican Senate leader Dean Skel- os and Independent Democratic Conference leader Jeff Klein have been in the money swamps for so long, they can’t see the connection between rou- tine muck and corruption. Gov. Cuomo has proposed a reform agenda. With no particular urgency, the Legislature has responded with measures that can be trumpeted as de- signed to clean up Albany while getting lost in legislative bickering. Actually, the Legislature’s duty is clear. It must toughen penalties for corruption, give New York prosecutors greater power to investigate corruption, discourage corruption by making it harder for politicians to sell valuable decisions and empower a watchdog to police the political money trail. Specifically: The standard of proof demanded by New York’s bribery statute is so high as to be insurmountable. The law must be rewritten to conform with the more effective federal statutes. New York’s grand jury rules hobble state prosecutors when conducting investigations. They should be revised to give state probers powers that match those in the federal system. Controlled by political bosses, the state Board of Elections has given up on enforcing New York’s campaign finance laws. The state needs an inde- pendent monitor with full subpoena and prosecutorial authority. — From The Courtesy of Associated Press

Byrd chose Bennett as second in command of a projected flight to the South Pole, but Bennett did not live to take part in that expedition. She will go into dry dock at the Brooklyn Navy Yard the first week in June. The Alabama is the first of half a dozen big warships which are to be cleaned and overhauled at the yard before the arrival of midsummer.” The Alabama was decomissioned in 1920 and used in aerial bombing tests by the War Department until 1924, when she was sunk in Chesapeake Bay. 6 • INBrooklyn – Section of Brooklyn Daily Eagle/ Brooklyn Eagle/Brooklyn Heights Press • May 9, 2013 Percentage of Americans Owning Stocks Hits a Low By Mark Trumbull Brooklyn Daily Eagle Although the Dow Jones Industrial Average closed for the first time above 15,000 Tuesday, a new poll finds that the percent- age of Americans who own stocks stands at a 15-year low point. Barely half of Americans, 52 percent, now say they own stock outright or as part of a mutual fund or self-directed retirement account, the polling group Gallup reported Wednesday. The level has been falling for six straight annual surveys, even though U.S. stocks have more than doubled in value since hit- ting a recession low point in 2009. The decline in stock investing has been largest among middle- aged and middle-income Ameri- cans, the poll found. “Americans' ownership of stock may ... be more a function of their ability to buy it, than of whether its value is soaring,” Gallup senior editor Lydia Saad said in releasing the survey. “The nation's current [7.5 percent] unemployment rate, while improved, is still too high to sup- port broader stock ownership.” By contrast, in the decade leading up to 2008, unemploy- ment was generally low enough to support stock ownership by 60 percent or more Americans. The current level of 52 percent, down from 53 percent last spring, is the lowest in Gallup tracking going back to 1998. The still-high rate of unem- ployment acts as both a financial and psychological barrier, many market analysts say. People with- out jobs generally don’t have extra money to invest, while many working Americans may be weighed down by feelings of job insecurity. Investors' current disposition may also reflect the big share- price declines that Americans observed during the recession – a bad memory that is not erased by several years of share-price recovery. Another factor, for some investors now, is doubt about how real and long-lasting the econo- my’s recovery is. One telling indicator: Ameri- cans’ attitude about the economy and their own personal finances hasn’t improved much since the deep recession officially ended in mid-2009.

Of all the musicians in the world, it may be assumed, overwhelmingly, that most find fulfillment and can po- tentially rise to their best when they rehearse and per- form with others. Indeed, most audiences are moved the most by ensemble. So it was no surprise to see the Brooklyn Youth Chorus bring an audience to its feet sev- eral times during the concert for the annual gala. What was a surprise, perhaps revelation, to an outside observ- er at the May 7 concert, was the beauty, discipline, in- spiration and pure power of an organization that clearly represents the pinnacle of ensemble leadership and vi- sion. Anyone who calls Brooklyn home could be proud that this chorus, this academy, (official name: Brooklyn Youth Chorus Academy) bears the name of our home- town. The evening began early for patrons with a light supper, silent auction and some preview music by young singers from the BYCA Intermediate Division. The cut- ting edge Green Building in Boerum Hill/Gowanus proved to be the perfect gathering space for a prelude to a breath-taking concert later featuring the Kronos Quar- tet. Borough President Marty Markowitz and Council- man Steve Levin brought political clout to praise BYCA and its honoree, board member Hillary Richard, who is one of NYC’s top female litigators—(oops, one of NYC’s top litigators, who also happens to be a woman) – as well BYCA Gala Chairs, with Borough President Marty Marlowitz: L to R: Valerie Lewis, Executive Director BYCA, Felicia Stingone, BP, Martha Eck- as what BYCA calls “chorister parent” for more than eight feldt and Alexandra Partow. After a riveting has possibly raised the art of choral training and per- formance, particularly using children’s voices, to a new height unachieved by any other group in the U.S. That is, by bringing new works into the repertoire so aggres- sively and so competently. Diane Berkun-Menaker had previously spoken to the audience only through the expressive hand, arm and body movements that guided her charges. But onstage, with microphone in hand and the audience silent, she summed up her work. “I am often trying to describe what makes BYC unique and different from the average chorus,” she said. “In looking at the Kronos web site I saw almost the same words and explanations I use to describe the Cho- rus… fearless exploration; expanding the range and con- text of our sound...extraordinary breadth and creativity, collaboration with the world’s most eclectic compos- ers and performers…” She looked out at the audience: “What more could we ask for?” While the gala evening concert was centered on modern music, much of it written for the chorus, she emphasized that BYC still strives for the unique sound in all traditional music as well. Board member, chorister mom and honoree Hil- lary Richard took the opportunity to challenge the audience in a brilliant move—something between a plea and a ploy. She said, “We need to raise $15,000 to continue commissioning new music for our chorus…I am pledging one thousand myself. I need your help to reach the goal before you leave tonight.” Looking around, one could imagine that the audience of several hundred people, despite the fact that they had already contributed as patrons simply to BE there, would come through. They did. Valerie Lewis, BYCA’s Executive Director, noted “We are so pleased with the overwhelming success of our gala and benefit concert. We wanted to create an experi- ence for our audience and supporters that inspired and delighted, but also showcased the breadth of our entire Dedicated chorister parent and board member, and one of NYC’s leading litigators, Hillary Richard was gala honoree for extraordinary music program.” support over a decade.
