Datuk Bung Moktar bin Raden [Kinabatangan] minta Perdana Menteri menyatakan: (a) Kesahihan serta maklumat terperinci penerima e-Kasih di seluruh negara dan sejauh manakah sistem berkenaan berjaya mengeluarkan masyarakat termiskin terutamanya di luar bandar; dan (b) Perancangan kerajaan dalam mengkaji dan mengemaskinikan daftar e- Kasih terbaru secara komprehensif dan terkini Timbalan Menteri di Jabatan Perdana Menteri [Dato’ Devamany a/l S. Krishnasamy]: Terima kasih Tuan Yang di-Pertua dan terima kasih kepada sahabat saya Yang Berhormat Kinabatangan. Tuan Yang di-Pertua, maklumat di dalam e-Kasih adalah sahih dan tepat kerana ianya dimasukkan berdasarkan bancian yang telah dilakukan oleh pembanci yang dilantik dan dilatih oleh Jabatan Perangkaan Malaysia (DOS) dengan menggunakan borang bancian isi rumah miskin (BIRM). Kutipan maklumat tersebut berdasarkan pengakuan isi rumah yang dibanci dan pemerhatian dari segi keadaan sekitar tempat kediaman isi rumah yang dibanci. Walaupun bukan semua penerimaan bantuan tersenarai dalam e-Kasih, tetapi semua yang tersenarai dalam e-Kasih menerima bantuan dan menjadi peserta projek untuk membasmi kemiskinan. Pemantauan dan pengesanan yang rapi menentukan isi rumah tersebut akan bergerak kepada kategori yang lebih baik apabila maklumat bantuan dan hasil daripada projek yang disertai, menyumbang kepada peningkatan pendapatan. Ini memberi kesan kepada proses untuk mengeluarkan isi rumah berkenaan daripada kategori miskin tegar kepada yang lebih baik apabila melepasi pendapatan garis kemiskinan (PLI) per kapita miskin tegar isi rumah berkenaan. Dari segi pengutipan data ke dalam e-Kasih dan penggunaan maklumat daripada e-Kasih, kerajaan sentiasa mengkaji dan menyemak semula kaedah dan proses berdasarkan kepada keperluan dan isu semasa. Selepas bancian fasa satu dan dua selesai Tuan Yang di-Pertua, bagi menampung keperluan kumpulan yang dirasakan masih tercicir atau baru miskin disediakan mekanisme pendaftaran terbuka, sistem DR. 22.3.2011 2 pendaftaran ringkas e-Kasih secara atas talian online dengan izin, di muka hadapan e-Kasih, membolehkan mana-mana individu, ketua-ketua masyarakat, wakil rakyat, pemimpin NGO dan juga pegawai kerajaan membuat pendaftaran orang yang difikirkan layak. Dalam masa yang sama, kerajaan juga sentiasa menaik taraf kemudahan capaian bagi sistem ini dari masa ke semasa, terima kasih Tuan Yang di-Pertua. Datuk Bung Moktar Bin Raden [Kinabatangan]: Terima kasih Tuan Yang di-Pertua, Yang Berhormat, memang tidak dapat dinafikan bahawa pendaftaran e-Kasih telah dilakukan di kawasan-kawasan. Walau bagaimanapun, saya mempunyai keraguan dan keraguan ini mempunyai bukti asas yang kukuh, di mana di Kinabatangan, kita hanya didaftarkan lebih kurang 300 lebih dalam e-Kasih terdahulu. Saya telah mengambil langkah yang lebih baik, saya telah membawa tujuh agensi kerajaan bersama-sama masuk kampung, keluar kampung mendaftar, tetapi sehingga pada hari ini, pendaftaran yang kita kemukakan tidak juga diterima oleh kerajaan sebagai bukti bahawa masih ramai lagi yang tercicir di kawasan-kawasan di luar bandar. Jadi apakah kerajaan mempertimbangkan senarai-senarai yang telah kita kemukakan itu sebab rakyat di bawah dahulu kucar kacir. Contohnya pengagihan bantuan pelajar, dahulu pelajar-pelajar makan di sekolah, satu sekolah 80 orang, apabila e-Kasih diguna pakai, tinggal tiga orang. Jadi ini satu contoh, banyak lagi contoh-contoh yang lain Tuan Yang di-Pertua, jadi saya minta kerajaan supaya kalau hendak melakukan sesuatu kalau bak kata pepatah “kalau hendak buat, buatlah betul-betul, jangan buat-buat, kalau hendak main, mainlah betul-betul, jangan main- main” terima kasih Tuan Yang di-Pertua. Dato’ Devamany a/l S. Krishnasamy: Tuan Yang di-Pertua, saya ucapkan terima kasih kepada sahabat saya. Untuk makluman Yang Berhormat Kinabatangan, ingin saya mengatakan mengikut rekod yang kita ada, di Kinabatangan ada ketua isi rumah yang menerima bantuan seramai 3,166 dengan ahli isi rumah seramai 5,900, jumlahnya 9,066. Bantuan yang diberi itu mungkin tidak meliputi miskin tegar sahaja. Ia merangkumi miskin dan juga mudah miskin. Miskin tegar ia punya pendapatan purata ialah RM440, miskin - RM720 dan juga mudah miskin - RM1,500. Kita juga ada tiga jenis bantuan iaitu bantuan kluster iaitu melibatkan sosial ekonomi atau sosial kebajikan di bawah Jabatan Kebajikan dan juga kemudahan asas iaitu perumahan dan juga ekonomi pendekatan pendapatan. Ada satu lagi iaitu bina insan. Untuk makluman Yang Berhormat, saya setuju bahawa pada peringkat awalnya kita ada masalah dari segi tafsiran yang dibuat oleh agensi-agensi yang diamanahkan untuk membantu. ■1010 Kita ada dua, untuk miskin tegar ada bantuan secara langsung. Kemudian ada agensi- agensi yang memberi bantuan, banyak agensi. Contohnya, agensi yang memberi bantuan adalah Kementerian Pembangunan Wanita, Keluarga dan Masyarakat; Kementerian Wilayah Persekutuan; Kementerian Luar Bandar; Kementerian Pertanian; Kementerian Pelajaran dan DR. 22.3.2011 3 Kementerian Sumber Manusia. So, masa bila keluar e-Kasih ini Tuan Yang di-Pertua. Masalahnya adalah KWAMP itu telah dikatakan mesti mengikuti senarai e-Kasih. Sekarang sudah tidak ada, sudah salah tafsir. Kita teruskan bantuan kesejahteraan rakyat, kita teruskan semua kementerian lain. E-Kasih itu untuk mengumpulkan mana yang betul-betul 40% yang mendapat pendapatan low income household yang dikatakan. Maka, sekarang sudah diselaraskan. Sekiranya di Kinabatangan ada masalah lagi di mana bantuan yang sepatutnya didapati, pertanian, KWAMP dan sebagainya tidak diberi, tolong maklumkan cepat-cepat kerana sepatutnya tidak berlaku. Bantuan itu mesti berterusan dan bantuan e-Kasih adalah berdasarkan pendaftaran yang kita buat. Untuk makluman Yang Berhormat, belum diverifikasi sampai sekarang, yang belum di verifikasi adalah 95,009 orang ataupun sudah masuk dalam sistem, belum diverifikasikan. Yang sudah diverifikasi setakat ini adalah 299,472 orang, itulah lebih kurang maklumat. Saya mengambil masa sedikit untuk cerita kerana perkara ini sudah jadi isu di merata-rata. So, berilah masa sedikit, kita dimaklumkan oleh ICU, Julai 2011 perkara-perkara yang belum diverifikasi itu akan dapat disempurnakan. Terima kasih Tuan Yang di-Pertua. Dato' Johari Abdul [Sungai Petani]: Terima kasih Tuan Yang di-Pertua. Yang Berhormat Timbalan Menteri, di kawasan-kawasan ada hampir 20 ke 25 agensi kerajaan. Adakah mungkin Yang Berhormat akan gunakan, tidak semestinya pejabat daerah atau beberapa agensi sahaja, untuk verify borang-borang e-Kasih ini tetapi menggunakan khidmat keseluruhan agensi-agensi yang ada di kawasan-kawasan supaya mungkin verification ini berlaku bukan sekali tetapi berulang-ulang. Akhirnya, agensi-agensi lain juga terlibat dalam verify kan data-data yang ada. Kalau ini yang berlaku, maknanya updating akan berlaku sentiasa dan tidak tertumpu pada satu agensi sahaja. Terima kasih. Dato’ Devamany a/l S. Krishnasamy: Saya menerima cadangan Yang Berhormat Sungai Petani dengan hati yang terbuka. Memang itulah hala tuju sepatutnya kerana kita di pejabat daerah, kita ada focus group . Di mana pegawai daerah sendiri akan jadi pengerusi dan semua agensi lain terlibat dalam mengatasi masalah miskin ini. Maka, oleh kerana 23 muka surat itu untuk buat verifikasi di mana gambar kena ambil, betul-betul kita pastikan yang menerima itu betul-betul golongan miskin tegar ini. Maka, mekanisme sekarang, Jabatan Perangkaan dulu membuatnya tetapi sekarang ICU telah mengambil amanah untuk turun padang memastikan ia dilakukan secara cepat. Akan tetapi saya akui masih ada proses-proses yang perlu disempurnakan. Saya terima cadangan itu dengan baik dan saya akan sampaikan kepada authority berkenaan supaya perkara ini dapat diperluaskan, supaya semua agensi terlibat dalam proses verifikasi kerana ianya begitu dinamik sekali. Hari ini mungkin keluarga ini keluar, esok dia balik jadi miskin, benda ini terlalu dinamik dan perlukan pemantauan yang rapi. Terima kasih. DR. 22.3.2011 4 [Soalan No. 2 – Y.B. Kerajaan sedang mengadakan usaha dalam mempromosikan Malaysia dengan negara anggota GCC melalui aktiviti kerjasama ekonomi, komersial dan teknikal untuk menembusi pasaran baru muncul di negara anggota GCC iaitu Arab Saudi, Emiriah Arab Bersatu, Kuwait, Qatar, Bahrain
