From: "Hinkley, Garry" Date: Nov 5, 2012 1:27:31 PM Subject: Maine vanity plate information Cc: "Arnold, Thomas" This is in response to your October 27th letter requesting information on Maine BMV’s vanity plate process. Specifically, you asked for our list of prohibited plates; a copy of internal instructions for vanity plates; and recent correspondence regarding rejected or recalled plates. In Maine, a registrant may make a vanity plate request either in person at a BMV branch office, or online through our website. If the request is made in person, the BMV service representative will check the request on the computer system for availability. The request also is checked against the prohibited list. If the plate is unavailable or on the list, the registrant is advised that the plate is unavailable, and asked to select another. If the service rep is unsure as to the appropriateness of the request, they will call the BMV registration section’s plate clerk for advice. The plate clerk uses her experience or checks with her supervisors to make a decision. The plate clerk reviews online requests. The online system rejects unavailable plates. Once a request is approved, a plate order goes to the plate shop. The list is reviewed by the Bureau Director’s secretary, and inappropriate plates may be stopped or pulled. The Bureau Director has the final say regarding the appropriateness of a vanity plate. I have attached the list of prohibited plates. This list originally was obtained many years ago from several other states, and has been added to since. Maine would consider reviewing and reconsidering any particular entry, should someone make a request. I also have attached a PowerPoint presentation used to train staff. Aside from the law, there is not a great deal of written instructions relative to vanity plates. Also attached is some recent correspondence between the Bureau and various vanity plate requestors.     SLURRED SPEECH: HOW THE NLRB TOLERATES RACISM By Michael H. LeRoy∗ Racist speech in union representation elections is widespread and conflicts with the protections of Title VII for diverse employees across different industries. These messages contain slurs, promote white supremacy, and incite fears of legal favoritism for Blacks. Some besmirch Jews, Latinos, Japanese, and Mormons. The rise of white nationalism motivates my empirical study of racist speech in union representation elections. My database consists of fifty-one National Labor Relations Board cases and twenty-nine appellate court rulings on racially divisive campaign speech. In addition, the Article examines NLRB cases involving picketing employees who voice racial slurs to minority workers who cross their line. The fact findings show that the NLRB tolerates almost all slurs and incitements. The Board’s permissive policy conflicts with Title VII’s standard for racial harassment under Harris v. Forklift Systems, Inc. This Article suggests that in cases where racist speech is an issue, the NLRB should use Title VII’s standard for a hostile work environment. Without making this policy change, the National Labor Relations Act opens the door for white nationalists to promote racial preference and re-segregation in the workplace. ∗ Michael H.     The Music of Louisiana: Cajuns, Creoles and Zydeco Carole Poindexter-Sylvers INTRODUCTION The music and cuisine of southern Louisiana experienced a renaissance during the 1980s. Zydeco musicians and recording artists made appearances on morning talk shows, Cajun and Creole restaurants began to spring up across the nation, and celebrity chefs such Paul Prudhomme served as a catalyst for the surge in interest. What was once unknown by the majority of Americans and marginalized within the non-French speaking community in Louisiana had now become a national trend. The Acadians, originally from Acadia, Nova Scotia, were expelled from Canada and gradually became known as Cajuns. These Acadians or Cajuns proudly began teaching the lingua franca in their francophone communities as Cajun French, published children‘s books in Cajun French and school curricula in Cajun French. Courses were offered at local universities in Cajun studies and Cajun professors published scholarly works about Cajuns. Essentially, the once marginalized peasants had become legitimized. Cajuns as a people, as a culture, and as a discipline were deemed worthy of academic study stimulating even more interest. The Creoles of color (referring to light-skinned, French-speaking Negroid people born in Louisiana or the French West Indies), on the other hand, were not acknowledged to the same degree as the Cajuns for their autonomy. It would probably be safe to assume that many people outside of the state of Louisiana do not know that there is a difference between Cajuns and Creoles – that they are a homogeneous ethnic or cultural group. Creoles of color and Louisiana Afro-Francophones have been lumped together with African American culture and folkways or southern folk culture.

Chaque mot a son histoire. —Jules Gilliéron A Philological Caution The Emergence of Slurs We wear two hats when we talk about slurs, as engaged citizens and as scholars of language. The words had very little theoretical interest for philosophy or linguistic semantics before they took on a symbolic role in the culture wars that broke out in and around the academy in the 1980s.1 But once scholars’ attention was drawn to the topic, they began to discern connections to familiar problems in meta-ethics, semantics, and the philosophy of language. The apparent dual nature of the words—they seem both to describe and to evaluate or express— seemed to make them an excellent test bed for investigations of non-truth-conditional aspects of meaning, of certain types of moral language, of Fregean “coloring,” and of hybrid or “thick” terms, among other things. There are some writers who take slurs purely as a topical jumping-off point for addressing those issues and don’t make any explicit effort to bring their discussions back to the social questions that drew scholars’ attention to the words in the first place. But most seem to feel that their research ought to have some significance beyond the confines of the common room. That double perspective can leave us a little wall-eyed, as we try to track slurs as both a social and linguistic phenomenon.

As CAMERA tracks away from the shop window, across the street to a tenement. The big city looms behind. On the first floor, mom brings turkey to her hungry family, as boys talk about girls on tv. On the second floor, a couple makes love as girls talk about boys on another tv. On the third floor, a man in a balaclava pulls down the blinds. INT. ANGELA'S APARTMENT, NIGHT Underneath the balaclava, a menacing face appears - EDGE. Dangerous, intense... wicked. Adjusts gun in back of pants. Goes through drawers, finds nothing. Three bucks in a cookie jar. Sweeps books to the floor. Straightens slick new suit - his pride. Turns on tv. A locked chest of drawers. Another airplane ROARS overhead. Smiles. Pries it open. A crack and a snap: A pocket watch inside. Pockets it. And -- hundreds of yellowing pictures: B/W, hand-tinted: a poor shack, and in front: God-fearing pioneer mother, baby ELIJAH and kid LUKE. Another one: a weather-worn Wild West pair, adults: LUKE - cocky, and ELIJAH - earnest. Stetsons, Colts, desert... A wedding picture: Elijah and LILITH. She is pretty, wild, in billowing white.
