With thirty-one (31) years of experience in gaming and state regulation, of which the first nineteen (19) years were in casino security, investigations, compliance, risk management and personal protection. He was a part of five (5) casino openings in five (5) separate jurisdictions. He has experience in every type of casino facility to date which includes: land based, Native American, river boat dock side, river boat cruising, pari-mutuel.

In 2006 he became the initial Chief of Slot Operations for the State of Florida within the Division of Pari-Mutuel Wagering. Now known as the “Father of Slots”, he was responsible for setting up the Office of Slot Operations in Ft. Lauderdale which included interviewing and hiring of staff, training, equipment needs and the development of policies and procedures within the office. He worked closely with the Florida Department of Law Enforcement setting up and providing outside sources of training for the opening and regulating of pari-mutuel facilities authorized to have slot machines in Broward and Miami Dade counties. He initiated the state test that is currently in use to qualify facilities to open for business. He directed staff and investigations of alleged violations of Florida statutes and/or Division rules. He was part of the sponsoring committee for the Sheridan Technical Center in Broward County providing the first slot machine training facility.

In 2010 he was appointed by Florida's governor to the position of Director of the Florida Division of Pari-Mutuel Wagering within the Department of Business and Professional Regulations. As the Director, he was responsible for 120 plus employees throughout the State of Florida working at 27 Pari-Mutuel facilities. He directed the day to day operations of these pari- mutuel operations which consisted of , greyhound, harness, thoroughbred, quarter , rooms and slot machine facilities. He was the final approval of all licensing of pari- mutuel facilities, slot gaming facilities, business entities supporting gaming and individual licensing of employees. Under his direction, his staff audited operations, collected tax revenue, completed bill analysis for legislators and completed inspections and investigations of pari- mutuel, slot machine and card room gaming violations. He issued disciplinary actions and fines for violations of Florida laws and rules. He hired, trained, supervised and administered the Florida Legislature assigned initial State Compliance Agency under the Seminole Tribal Compact with the State and the Memo of Understanding in its regard.

In 2012, he became the lead spokesperson for the Florida Gaming Association completing several articles, television interviews and presentations to local organizations. He has provided professional testimony in gaming litigation throughout his career.

In 2016, he became the Executive Director of the Control Unit in the State of . Since then, the Maine legislature has appointed Non-Profit Beano, and Games of Chance to his area from the Maine State Police and Fantasy Sports Contests.
