The legislature finds and declares all of the following: (a) Operating, conducting, and offering for play internet games over the internet involves gaming activity that already occurs throughout this state illegally. (b) This act is consistent and complies with the unlawful internet gambling enforcement act of 2006, 31 USC 5361 to 5367, and specifically authorizes use of the internet to place, receive, or otherwise knowingly transmit a bet or wager if that use complies with this act and rules promulgated under this act. (c) This act is consistent and complies with the state constitution of 1963 by ensuring that the internet may be used to place wagers only on games of skill or chance that may be lawfully played in this state and that internet gaming is only conducted by persons who are lawfully operating casinos in this state. -

Smith Robert Scott III Abstract This paper calculates how much control a craps shooter must possess on dice outcomes to eliminate the house advantage. We discuss several possibilities of dice control that would result in several different mathematical models of control. The Commission may also specify rules for casino games or any equal chance game played in a casino. 1.2 In June, the Commission published the document, Licence Conditions and Codes of Practice (LCCP June 2007). That document contains the conditions and codes that will apply to each of the sectors the Commission will regulate under the Act. 1.3 LCCP (June 2007) explains that non-remote casino operating licensees must only offer or permit to be played certain games that appear on the list of approved casino games. There is one exception to this; games may be made available for a specified period in accordance with a Commission approved trial of a proposed new game. LCCP (June 2007) also set out that licensees must follow any rules for the playing of approved casino games, or other games of chance, as may be prescribed by the Commission. -
