2.1 Brief Introduction of Emerging Economies Forum

Emerging Economies Forum, launched by China Society of Emerging Economies and Guangdong Emerging Economies Society in 2013, is committed to the organizing and coordinating the research and academic exchange activities of important theoretical and practical issues about Emerging Economies, providing an exchange platform for domestic and foreign emerging economies researchers, and policy suggestions, advisory reports and decision-making references for government departments, enterprises and communities. Each year, a high level international forum will be held with a theme selected according to the world economic hotspot and Emerging Economies’ cooperation and development. By now, Emerging Economies Forum has held five consecutive terms, and this year will witness its sixth year. It has enjoyed higher reputation and generated greater influence in fields of academy, policy community, and the corporate world and it has developed into an important platform and think-tank for academic exchange, the ideas exchange and cultural exchange between Emerging Economies.

Academic Exchange As a platform of emerging economies about academic exchanges, ideas, and cultural exchange, Emerging Economies Cooperation and Development Forum has successfully held four consecutive forums, and it has formed a high brand influence at home and abroad. It has various and wide-participated topics whose participators come from global research institutions, think tanks and university experts and scholars. Academic Research We edit and publish Emerging Economies Review (Biannual) and Conference Proceedings of Emerging Economies Forum (annual), etc. By editing journals and publications on Emerging Economies, we promote economic development and cooperation opportunities of emerging economies and investment policy. So far, Guangdong Emerging Economy Society has published a total of 107 Working Papers, 4 Emerging Economies Reviews, 6 Conference Proceedings of Emerging Economies Forum, and 7 Blue Books on Emerging Economies. In the aspect of project application, in 2013, President Cai chunlin’s On the Interactive Mechanism for BRICs Win-win Development was accepted as general project of the National Social Sciences Fund (NSSF), and On Designing of BRICS Cooperation Mechanism and It’s Running Mode was also included as a major project of the Humanities and Social Science Key Research Base of Ministry of Education. In 2016,Study on Cultivating China’s New International Competition Advantages and the Strategies Path for Trade Power leaded by Vice President Chen Wanling was selected as a major project of Philosophy and Social Science Key Research Base of Ministry of Education. Vice President He Chuantian, director of Maritime Silk Road of 21st Century Collaborative Innovation Center, was the chief expert of the NSSF project: Research on Building Internal and External Linkage on Land with Sea and New Pattern of All-round Open from East to

Think-tank Building

President Xi Jinping put forward: “We should strengthen the construction of new think-tank with Chinese characteristics, establish and improve the decision-making and consult system." Guangdong Emerging Economies Society is a new type of think-tank with Chinese characteristics and brings together the domestic, international and BRICS government officials, consuls, famous experts of economics study and industry representatives about Emerging Economies, etc. With research focused on emerging economies trade and investment, intellectual property rights related to trade and environmental protection, economic policy and the development pattern, emerging economies emerging economies and developed economies gaming and interaction, etc. We provide reports and advices to all levels of government and foreign trade and economic cooperation enterprise decision-making process, and come out with a workable government or business decisions. Since establishment, we have published 95 Think Tank Report (Ten Days an Edition) and established a think-tank database for 50 experts. Institute of World Economics and Politics of Chinese Academy of Social Sciences and Center for BRICS Studies of Guangdong University of Technology were separately selected as Chairman Unit and Vice-Chairman Unit of China Council for BRICS Think-tank Cooperation (CCBTC) and one person as deputy director and other three as council member. A number of suggestions and comments were adopted by provincial and city level of governments in Guangdong and some foreign trade enterprises.

The year 2017 witnessed the fifth anniversary of the Emerging Econo mies Forum (EEF). To further gather governments, academics, enterprises, mass media and other forces of emerging economies, Emerging Economies Forum and China Society of Emerging Economies Annual Conference 2017 was held from 3rd to 5th November, 2017, with the theme---2030 Sustainable Development Goals and the Construction of the Belt and Road. Jointly hosted by China Society of Emerging Economies (GSEC) and Guangdong Emerging Economies Society (GEES), the conference is focused on the realities and prospects of the development of emerging economies. This forum is sponsored by China Society of Emerging Economies, China International Culture Exchange Center and Guangdong University of Technology, co-organized by Guangdong Social Sciences Association, Guanzhou Association of Social Science Societies and UIBE Alumni (Guangdong) Association, and undertaken by Guangdong Emerging Economies Society, School of Economics and Commerce of Guangdong University of Technology, Center for BRICS Studies of Guangdong University of Technology, National Economics Research Center of Guangdong University of Finance and Economics, Research Center for International Trade and Economic of Guangdong University of Foreign Studies, Guangzhou City Technology Innovation and Economic Transformation Research Center. And Research & Training Institute, Boao Forum for Asia, and Guangdong People’s Association for Friendship with Foreign Countries have provided strategic support. Aimed at enriching the content of this forum and getting academic communication better, we organized an open essay activities at home and abroad during February to October in 2017.This meeting has received 157 thesis from scholars and specialists who come from Ministry of Foreign Affairs of the PRC, Ministry of Commerce of the PRC, Chinese Academy of Social Sciences, Renmin University of China, Nankai University, Central University of Finance and Economics, China Foreign Affairs University, Eurasian Development Bank, Moscow State Institute of International Relations, University of Brasilia and other government departments and research institutes. These thesis focus on the following aspects. Firstly, they talk about the new global economic changes and new prospects of emerging economies, mainly concerning global economic situations, new changes of the pattern of international relations, new trend of international industries and technology change, new international economic order and new prospects for emerging economies. Secondly, they show the current states and prospects of sustainable development goals, focusing on the 2030 Agenda for Sustainable Development, they analyze the realistic difficulties facing developing economies, basic trials and specific practices for sustainable development, providing experience for the global sustainable development. Thirdly, they are concerned about the construction theory, policies and practice of “The Belt and Road” Initiative, mainly summarizing the theoretical evolution and exploration, implementation at policy level and related practice after “The Belt and Road” Initiative was

Lastly, they come to the deepening cooperation and sustainable development of the BRICS nations. these papers analyze the opportunities and challenges of the second Golden Decade facing the BRICS and offer think-tank plans for deeper collaboration and sustainable development, providing experiences of development for other emerging economies and injecting new energies for the development of the global economy. Main points of these essays are summarized as follows.

1.New Global Economic Changes and New Prospects of Emerging Economies According to World Economic Outlook issued by the International Monetary Fund in October, 2017, The upward trend of the world economy has markedly strengthened and the forecast of world economic growth in the next two years has been raised. Moreover, the world economic recovery remains unaccomplished, and economy growth of many countries remains sluggish. Meanwhile, global challenges are increasing, with the rise of deglobalization trend, bringing the emerging economies new challenges for development and cooperation. As emerging economies play a positive leading role in the formation process of new international economic order, a real new international economic order is forming quickly. Yuan Zhitian from the Party School of the Jiangsu Provincial Committee of CPC and Yuan Jiewei from Nanjing University of Finance and Economics considered that the new international economic order was a new international economic cooperation system of multi-leading and parallel division. With the similar development goals and stages, the parallel division system established by the new international economic order can bring better development opportunities for emerging economies. Meanwhile, with the differences of national historical culture and basic national conditions, the new international economic order will face more complicated problems concerning rules which will be the biggest challenge of emerging economies. Meanwhile, the problems in emerging economies such as polarization, institutional innovation and sustainable development add uncertainty to the prospect. The scholars emphasized the cooperation and win-win among emerging economies. Sun Zhenyu from China Society for World Trade Organization Studies analyzed the existed malpractice in postwar global economy governance. He highlighted that it had been unfair to the developing countries for a long time. But in terms of maintaining world peace, avoiding wars and promoting economic growth, the advantages outweigh disadvantages. Though multilateral trade system is facing challenges, it still has strong vitality. Emerging economies have confidence and ability to maintain multilateral trade system by the way of strengthening South-South cooperation and North-South dialogue. Sun Jin and Feng Yuyao both from School of International Trade and Economics of Central University of Finance and Economics carried out comparative analysis of the amount and quality of Asian-Pacific

14 Agenda for BRICS Think Tank Symposium 2018, the 26th Wanshou Forum & the 6th Emerging Economies Think Tank Round Table regional trade agreements, the result indicating that high item coverage and legal commitment rates could drive economic growth and the improvement of people’s welfare level in Asia-Pacific region. It is more pronounced in developed countries, which is also the reason for them to advance the new generation of trade agreement rules. while limited by executive ability, signing the RTA under new rules had little effect on economic growth for developing countries. Liu Yao from Graduate School of Chinese Academy of Social Sciences and Zhang Ming from Institute of World Economics and Politics of Chinese Academy of Social Sciences indicated that the sustainability of global current account rebalancing depended heavily on structural factor and all economies should work together to achieve balanced growth to achieve the economic interests of all countries. The successful hosting of Belt and Road Forum for International Cooperation in May 2017 marked the new development stage of Emerging Economies cooperation under the framework of The Belt and Road construction. Scholars affirms the significance of The Belt and Road initiative. Cai Hongbo of Beijing Normal University and Che Maoli of Beijing University connect the Marx poles of the prophecies with "Asiatic mode of production", digging deep into the "one belt and one road" in Marx's classic exposition, from the three aspects of world outlook, values and methodology, it is clear that the strategic concept of "one belt and one road" is the latest achievement of Sinicization of Marx doctrine, and is a great enrichment to the theoretical system of Marx with Chinese characteristics. Huang Jian and Huang Weiping of Renmin University of China believe that the project docking is the starting point for the implementation of The Belt and Road initiative, which is of great significance for China to channel abundant production capacity and realize the "going out" of Chinese capital. As the top national strategy of China today, the connection between the Belt and Road and Latin America has historical, policy and realistic basis. From the practice aspect, "the Belt and Road" Initiative has made indelible contribution to the transformation and upgrading of industrial structure in economies along the belt and road. According to Yang Baorong of the Chinese Academy of Social Sciences, African state-owned enterprises should be an important object of China's industrial cooperation under "the Belt and Road" Initiative, based on the market environment and industrial chain characteristics of Africa. Jiang Yingmei of the Chinese Scademy of Social Sciences points out that two major structural contradictions in Iran's economic development, as well as the fact that U.S.-Iran relations and Iran's geopolitics are hard to change in the short term, making Iran's economic development still faced with uncertainties and complexities. Therefore, the future economic development of Iran will inevitably have an impact on the joint development of China and Iran. Zhang Jun and Zhong Xiangyue of Jinan University re-measure and analyze China's trade with "the Belt and Road" region from the perspective of value added trade accounting, and find that China's value added trade with "the Belt and Road" region is generally lower than the traditional trade accounting. Qian Xinbei and Huang Liangxiong of Guangdong University of Foreign Studies use the non-balanced panel data of 64 countries along the belt and road from 2003 to 2013 to build the measurement model, and analyze the impact of China's direct investment to countries along the belt and road on the infrastructure level of countries along the belt and road. Chen Zhangxi of Jinan University analyzes the complementarities and competitiveness between China and south Asian countries trade and concluded: China and South Asia's trade structure has certain competitive, but also has a lot of complementarities, mutual trade between variety is more, China's exports to South Asia to manufactured products is given priority to, south Asian exports to China mainly primary products and semi-finished products. Li Xia of CPC Tianjin Binhai New Area Committee Party School and Liao Zefang of Shanghai Ocean University took the countries along the 21st century maritime Silk Road as the host country and conducted an empirical analysis on the geographical distribution of China's outward investment (OFDI). Feng Kuo and Zhou Junnan of Central University of Finance and Economics analyzes the impact of trade impact on individual education decision making and human capital investment by building DSGE theoretical model. 4.BRICS Countries: Deepening Cooperation and Sustainable Development In the context of the slow recovery of the global economy, BRICS countries have gone through a more difficult stage of structural adjustment and transformation and development, resulting in the occasional appearance of "BRICS fading" rhetoric in the international community. BRICS cooperation is an important part of exploring new mechanisms for south-south cooperation. Pei Guifen of Hebei University studies the deindustrialization phenomenon and its formation mechanism in the early stage of Russia's transition. He thinks that Russia's deindustrialization stems from its special trade structure and reform plan of shock therapy. Yu Chunhui and Wang Jing of have made an in-depth analysis of the environmental audit practice in India, and combined with the problems existing in the development of environmental audit in China, they put forward relevant suggestions from angles of development of environmental audit guidelines, the acceleration of environmental audit research and personnel training. Yaroslav Lissovolik of the Eurasian development bank believes that the creation of the “BRICS +” is an important way to overcome the limitations for the development of BRICS countries. It is of great significance to thoroughly study the development needs of countries, and to formulate differentiated policies and realize inclusive growth. Huo Jianguo of China Society for World Trade Organization makes an in-depth analysis of the prospects of BRICs' economic and trade cooperation, and points out that China should shoulder the important task of promoting

Based on strengthening internal relations, we should deepen and consolidate existing cooperation mechanisms. Meanwhile, pursuing the open corporatism, BRICS countries should have concentric circular ring cooperation uniformly to other countries through“BRICS PLUS” cooperation, and have actively interactions with existing multilateral and regional cooperation mechanism. Lin Lefen and Chen Yan from Nanjing Agricultural University analyze trade effects of China's direct investment in other BRICS countries. Kunming University of Science and Technology studies the impact of China's direct investment on host countries from the perspectives of host country and investment country, and constructs China's investment strategy in Greater Mekong Subregion (GMS) from an inclusive perspective. Li Fangchao from GDUT makes a detailed analysis of the competitive and cooperative relationship between China and India by using the export similarity index, trade competitiveness index, the dominant comparative advantage index, and the trade combination index. José Nelson Bessa Maia from Secretariat of International Affairs deems that the BRICS countries have the capacity to resolve differences and build trust through candid dialogue among the member states, who can strengthen economic interaction and grow together as well. The sustainable development of BRICS countries could be a strong driving force for world economic growth. Li Hongjie and Huang Qicai from Fujian Academy of Social Sciences supposes that strengthening the construction of the BRICS free trade area is necessary for global development, the building of BRICS cooperation mechanism, the economic growth of the BRICS countries and the Belt and Road initiative. We should take the BRICS free trade area as the starting point and focus of the Belt and Road Initiative, promote the establishment of a china-centered BRICS free trade area network in all aspects, and then influence other countries along the Belt and Road Initiative. From the perspective of BRICS countries, Wang Shaoyuan, Li Guopeng and Wang Wenliang from Dongbei University of Finance and Economics and Dalian Minzu University discuss the economic feasibility of building regional value chains in BRICS countries based on the improved RCA index. He argues that in the process of building the RVC among BRICS countries, the following factors should be taken into full consideration: the effective balance of dual circulation of GVC and RVC, the unceasing advance of BRICS cooperation mechanism, the gradual strengthening of multilevel connectivity among BRICS countries, the establishment of RVC performance appraisal system, the dominant role that China attempts to play, etc. Luo Jia from Jiangxi Normal University points out that to promote the deeper integration and cooperation of BRICs capital markets, the negative effects should be effectively eliminated and the sustainability of the capital market liberalization should be enhanced. We should explore new areas of cooperation and stimulate the internal impetus of capital market cooperation, as well as construct the new cross-border cooperative mechanism and deepen practical cooperation of Federation of Exchanges. Cai Xiaotong and Guo Xiaojing from University of International Business and Economics prove that the real effective exchange rate has different impact on FDI inflows in BRICS countries, and the degree and direction of impact are also different. They believe that this is mainly due to the great differences in investment industries and environment of different countries. Li Jieling

5.Conclusion In general, the paper's mainstream view is that emerging economies have begun to recover in 2017 after a slump in 2016, and growth is expected to pick up in 2018. However, the consensus on the benefits of globalization is weakening, major policy shifts are causing global imbalances to widen and exchange rate movements to intensify, and new regulations of trade protectionism to curb migration will seriously affect the economic recovery of emerging economies. With the impact of economic vulnerability of emerging economies, geopolitical risks and various other non-economic factors, emerging economies still face cyclical and structural challenges. We should actively resolve relevant risks, manage expectations well and convey the confidence of emerging economies in strong growth to the world. Guangdong's Reform and Opening & A Community of Shared Future for Mankind

On the afternoon of October 16, 2018, the 2018 Guangdong Social Science Academic Annual Meeting (Seventh Session), themed on “ A Community of Shared Future for Mankind”, was held at Guangdong University of Technology (GDUT Longdong Campus). The conference was hosted by Guangdong Federation of Social Sciences, and undertaken by Guangdong Emerging Economies Society, GDUT Federation of Social Sciences, Guangzhou Research Center for Technology Innovation and Economic Transition, and School of Economics and Commerce, Guangdong University of Technology. More than 70 papers were received for this conference, which was attended by over 200 people. Among them are the leading figures of Guangdong Federation of Social Sciences, Guangdong Emerging Economies Society and some government institutions. There were also many experts, scholars, teachers and students form local universities like Sun Yat-Sen University, Jinan University, Guangdong University of Foreign Studies, Guangdong University of Finance and Economics, South China University of Technology, Guangdong University of Technology and so on. Wang Xiao, Party Secretary and Chairman of Guangdong Federation of Social Sciences, and Professor Zhang Guangyu, Vice President of Guangdong University of Technology delivered the remarks respectively. In addition, the speakers giving keynote speech included Professor Xia Quan, Deputy Secretary of the Party Committee of Jinan University, Professor Wang Tinghui, Vice President of Guangdong University of Finance and Economics, Professor Li Shenglan, Vice President of Lingnan College, Sun Yat-Sen University, Professor Xiao Kuixi, deputy dean of the School of Economics and Trade, Guangdong University of Foreign Studies. Professor Zhang Chengke, Professor Cai Chunlin and other 16 experts and scholars at Guangdong raised some topics and made host address. The entire conference was solemn and enthusiastic, and it has achieved fruitful academic achievements. The speeches and main points of the conference are summarized below.

I Guangdong Economic Reform and a Community of Shared Future for Mankind. Reform and opening up is the most beautiful name card of Guangdong, and it is also the heart and soul of Guangdong. Guangdong is at the forefront of reform and opening up, which is Guangdong's early exploration for the construction of a community of shared future for mankind. Wang Xiao, Chairman of Guangdong Federation of Social Sciences, pointed out in her remark that the important strategic idea of building a community of a shared future for mankind proposed by General Secretary Xi brings Chinese solutions to the issues on human development and the future of the world. It also conforms to the trend of the times: Peace, development and win-win cooperation. Since the reform and opening up, Guangdong has also

Guangdong has also participated in and made positive contributions to the construction of the community of a shared future for mankind. We must take Xi Jinping thought on socialism with Chinese characteristics for a new era as the guide, adhere to the correct political direction and academic orientation, and give full play to the role of the think tank. It is necessary to enhance theoretical research and elaboration, strive to improve research capabilities, to tap the era value, ideological connotation, and realization path of this contemporary issue: a community of a shared future for mankind, and to continue to enrich and develop relevant theories in practice. At the same time, we must be problem-oriented, conducting meaningful inspections deeply and paying attention to those forward-looking and prejudging researches, so that we can put forward constructive and creative theoretical findings, and constantly improve Guangdong's international voice. Professor Zhang Guangyu, Vice-president of Guangdong University of Technology, said in his speech that the current international power has undergone profound changes. The dominant position of Western countries in the international structure has been constantly weakened, while emerging countries and a large number of developing countries have achieved a rapid development and increasing international influence, which constitutes the most revolutionary change in modern era in terms of the international power comparison. The international community urgently needs a further reform of the global governance system so as to bring forward a new governance idea to lead and build a more just and reasonable international governance system. In Guangdong, we are now discussing how Guangdong can achieve the goal of “ahead the country in four aspects” better and faster under the call of building“a community of shared future for mankind”. This will have far-reaching significance for Guangdong to deepen economic reform and opening up, to participate in the "Belt and Road Initiative", and in particular to build a comprehensive and new opening-up system. Professor Xia Quan, deputy secretary of the Party Committee of Jinan University, made a keynote speech on “The starting point of governing the country: Xi Jinping's stay in Liang Jiahe”. From the perspective of history, he explored Xi Jinping's vision of a community of a shared future for mankind. He rendered that building a community of a shared future for mankind was an important part of Xi Jinping thought on socialism with Chinese characteristics for a new era, and it took root in Liang Jiahe, then growing big to China and even the world. This vision suggested China's wisdom and brought Chinese solutions to promote and improve global governance. Luo Xueming from Guangzhou Party Institute of CPC pointed out that the previous round of reforms have achieved a one-way process of the production relations back to productive force through the adjustment of the interest structure. In the same wya, comprehensively deepening reform in the new era must complete a more complex two-way process between the production relations and the imbalanced productive forces. Guo Yong from Party Institute of CPC believes that when dealing with the relationship between government and the market, we should proceed from Guangdong's actual situations and let the two "hands" fully

We must fortify our confidence in the socialist path, and insist on guiding the Guangdong economy with Xi Jinping thought on socialism with Chinese characteristics for a new era. Wu Zhaochun from Guangzhou Party Institute of CPC systematically talked about the top-level system design, the management system, and research finding commercialization of scientific and technological innovation, and the construction of its ecosystem, which shed some lights on the development of science and technology in Guangdong so as to achieve new achievements in the new era. Wu Shijian from the Peasant Movement Training Institute introduced Ye Jianying's active exploration and deployment of Guangdong's development strategy and promoted Guangdong's first step in the practice of reform and opening up. He believed that Guangdong is a microcosm of the country's reform and opening up, and its in-depth development will provide valuable experience for the great practices of the socialism with Chinese characteristics and the community of a shared future for mankind.

II The Opening up of Guangdong and a Community of Shared Future for Mankind Advancing with the times, carrying out the policy of opening to the outside world, and better integrating into the pattern of world economic integration is an important path for a country or region to size up the situation and achieve faster and better development in line with real conditions. In the new era, we will continue to deepen reform, expand opening up and build a community with a shared future for mankind, which is the only path for Guangdong Province to fully implement the strategic goal of reform and opening up and Guangdong’s “Four at the Forefront of the Country”. Professor Wang Tinghui, Vice President of Guangdong University of Finance & Economics, gave a keynote speech on “Promoting the Opening up of the World Economy and Building a Community with a Shared Future for Mankind”. She observes and thinks about some basic problems of a community with a shared future for mankind from three interrelated terms, namely, communication, externality and opening up. She believes that if we get the hang of the concept of Verkehr in The German Ideology by Marx and Engels, we can grasp the fundamental trend of the development of human interaction and a fundamental way to resolve the problems generated from negative externalities in the development of human interaction, which is to build a community with a shared future for mankind. In the pattern of opening wider, deeper, faster and larger, Guangdong not only promotes world exchanges, opens up the world economy and builds a community with a shared future for mankind in respect of opening up, but also achieves two wheel drive: opening up and reform, making new ground in opening up, reform and mutual promotion and also forming a very good dynamic system of mutual promotion. Professor Wang appealed that we must find ways to further make China’s voice heard and make contribution to the world. As long as we are committed to the principles of consultation, contribution, shared benefits, and win-win, and work together, the irreversible historical trend of building a community with a shared future for mankind will surely show up. Professor Li Shenglan, Deputy Director of Lingnan College of Sun Yat-sen University, analyzed the background and impact of Sino-US trade friction in the keynote speech on “The Current Economic Situation Report. ” He believes that Sino-US trade friction will have a greater impact on exports, capital markets and technological innovation at the macro level, and at the micro level it will mainly influence enterprises and people’s life. He put forward the following suggestions on how to deal with the Sino-US trade deficit. First, accelerate the transformation of growth engines. We need to expand the international market, increase exports to Europe, Russia and BRICS countries, increase the support for domestic consumption, accelerate the pace of urbanization and regional space construction and promote innovation driven and high-quality economic development. Second, in the short term, it is necessary to reduce costs, reduce the tax burden of enterprises, and prevent exchange rate fluctuations, and

We must pay attention to the cultivation of talents, improve production efficiency, cultivate algorithmic talents, train digital skilled workers, reverse employment preferences and orientation, reshape the identity of new industrial workers, and greatly increase the income of workers. Fourth, we must build up confidence and forge reform consensus. First, 40 years of reform and opening up have accumulated sufficient material conditions and valuable experience. Second, the transformation of economic growth driver has begun, laying a steady foundation. Third, our technological innovation leads the world. Fourth, we can utilize the national strength to resolve financial and economic risks. Professor Zhou Yunyuan, from the Center for Studies of , and Delta of Sun Yat-Sen University, had some reflections on the theory of open development. He takes this as an example: Guangdong pioneers in reform and opening up and deepens cooperation with Hong Kong and Macao and the national Innovation Demonstration Zone in Shenzhen in the new era, saying that we should carry forward our cause into the future and continue to free minds, deepen cooperation, reform and opening up, and we will enjoy a brighter future. He believes that the sound development of China's overall economy, on one hand, stems from the practice of reform and opening up; on the other hand, it further enriches the content of reform and opening up. Further deepening reform and opening up will become an inevitable choice in China's modernization in the new era. China has successfully promoted the overall economic development through reform and opening up, which provides important reference significance for the world, especially for the developing countries to revitalize the national economy. Huang Qi and Wan Lei from the Party School and City Research Center of Municipal Party Committee submitted a paper to the conference, arguing that the open practice under the guidance of open thinking is also a progressive ladder for seeking common interests of mankind and moving toward a community with a shared future for mankind, which shows that China assumes its responsibility in world missions. Guo Songke, Guan Miaozhen and Cui Yue, from Sontian College, strived to find out a strategy to build Guangzhou into a “world city” in the paper submitted to the conference. They believe that in light of the disadvantages or weaknesses in the development of Guangzhou, targeted development strategies should be adopted, which include “Maintaining the status quo”, “Entry into the Fast Track”, “Corner Overtaking” and “City Marketing”. Li Jingrui, from Guangdong University of Technology submitted a conference paper. In it, he explores the impact mechanism of human capital on the increase of export technology complexity, from a perspective of domestic industrial structure upgrading and the evolution of international division of labor, and measures the impact effect by analyzing the panel data from 2000 to 2015 from 42 countries. Chen Yongjia, from Zhan Guo Ce international strategy individual studio, briefed on the friendly relations between China and Latin America. He believes that the building of a community with a shared future for

III Guangdong Constructs a New System of Opening up Comprehensively Xiao Kuixi, associate professor of School of Economics and Trade of Guangdong University of Foreign Studies, made a key-note speech whose topic was The Position and Policy Proposals of Guangdong in Promoting a New Pattern of Comprehensive Opening Up. He orientated Guangdong’s position in promoting a new pattern of comprehensive opening up from five aspects: First, Guangdong should be a leading city in the new round of comprehensive opening up. It should provide demonstrations and references for an upgraded version of China's open economy. We should regard the construction of high-standard free trade zone as an important grasp of open economy. Second, Guangdong should become an important hub of The Belt and Road Initiative. We should build an international aviation hub and gateway, then make it possible for Guangzhou—Shenzhen to compare with Shanghai, as a national hub and gateway. Third, we should seize the opportunity brought by promotion of revolution of science and technology. Guangdong should be pushed into our innovation center. In addition, we should build the international commercial center, R&D (Research & Development) center, manufacturing center and financial center, to stand out in the technology competition. Fourth, to lead the construction of Guangdong — Hong Kong — Macao Greater Bay Area, we should build international first-class bay areas and world-class urban groups, advancing win-win cooperation with Hong Kong and Macao. Fifth, we should provide a demonstration plot of balanced development for the world, achieving the goal of integrative growth of , eastern Guangdong and Western Guangdong. In addition, we should implement it in the guide of“one core one belt one zone”, accelerate regional coordinated development, and make eastern Guangdong and Western Guangdong new poles of growth using Pearl River Delta as the core. Chen Zhangxi, professor of college of economics of Jinan University has stated in his speech named Construction of Guangdong — Hong Kong — Macao Greater Bay Area in a community with a shared future of mankind that the later is an important support for the former. It is an action in national basis, which is highly significant in national regional development strategy. As for the new opportunity that brought by the construction of Greater Bay Area, he thought: First, it will tremendously improve the area’s level of opening up. The construction will benchmark other bay areas in the world. We are willing to build a bay area which is open-minded, first-rate and world-class. Thus, opening up is a proper idea for the construction of the big bay area in Guangdong, Hong Kong and Macao. Second, it will facilitate the flow of factors of production in bay areas. Currently, due to customs restrictions, the flow of three places, and people, things, money and information has been limited greatly. Therefore, to promote the development of the flow of factors will promote the integration of Hong Kong and Macao Bay area of the Bay Area. Third, it can make the construction of the free trade area play a leading role better. By the platform of The Belt and Road Initiative, we construct offshore industrial cooperation parks and develop cooperation about international industries, which will promote opening up and give play to the leading role of the free trade area. Fourth, it will promote great bay areas’ technology innovation and improvement. Now, the three largest bay areas in the world are strengthening scientific and technological innovation, thus there is no doubt that Guangdong—Hong Kong—Macao Greater Bay Area will influence scientific and technological innovation of Great Bay Area in this process. And it will also help develop the science and technology of great bay areas.

He started with interaction and contradiction between two value systems — capitalism and socialism, then analyzed and concluded three points: Progress of science and technology changes material conditions of human destiny; International division of labor brings about the convergence of human destiny; Economic globalization unites human destinies into a whole. He eloquently demonstrated that all the destinies could be evaluated by common fate in aspects of classical philosophy and basic principles of Marxism and explained the importance of building a community with a shared future of mankind under the globalization background. Cai Chunlin, director of BRICS Research Center of GDUT, submitted confrence papers, which analyzed industrial advantage, development stage, RMB internationalization path and opening pattern of free trade zones of Guangdong and Hainan. After that he stated that there are still spaces for dislocation development. It is important for both dislocation development and further cooperation, in aspects of regional and natural development. Huang Zhong and Yang Liu from Guangdong University of Foreign Studies reckoned that a community with a shared future of mankind critically inherits basic principles of Marxism and the crystallization of wisdom of collective leadership in New China. It comes from China, and has been marked a striking Chinese impression. At the same time, it belongs to the world, which is in accordance with the reform and trend of the world. Liao Wenwei from University systematically analyzed the theoretical legacy of cosmopolitanism. He thought about how to inherit even surpass on the basis of it, acquire more effective understanding of the evolution of theoretical context so that promote the further development of the new cosmopolitan theory. Huang Zhengzong and Feng Zehua from also submitted conference papers. In their point of view, a community with a shared future of mankind is based on standpoint of philosophy of right, which includes free will, harmonious morality and unified time and space. Moreover, it adopts a scientific philosophy of law, deals with profit distribution in human economic development properly, defends righteous value request and gives boost to the development of world economy and the reform of economic governance.

IV Guangdong Participates in “One Belt One Road” and a Community of Shared Future for Mankind The Belt and Road initiative is rooted in history but looks into the future; originated in China, but belongs to the world. The construction of “One Belt and One Road” inherits the spirit of the ancient Silk Road, and its original intention and supreme goal is to build a community of a shared future for mankind. Guangdong has always been the earliest birthplace of the maritime Silk Road, actively participated in the construction of a community of a shared future for mankind and made great contributions. Huang Rongbin, associate professor from School of Economy and Trade of Guangdong University of Technology, made a speech on “Further discussions on China's trade effect on One Belt and One Road direct investment from the perspective of global supply chain”. He

Yao Fangfang, form Guangzhou University, put forward a cooperation pattern between China and the countries along the maritime silk road in the aspect of Marine industry. Xia Xinyan, from Guangdong AIB Polytechnic College, shared the interaction between the foreign direct investment and foreign trade development. Wu Zhaochun, an associate professor from Communist Party of Guangzhou Party School, emphatically analyzed the successful experience of Guangzhou scientific and technological innovation in the past 40 years since the reform and opening up policy was conducted. Yang Xiaoying, an associate professor from Communist Party of Party School, told the story that Guangdong entrepreneurs from conducted overseas business of "One Belt and One Road" traditional Chinese realistic painting in a friendly way. Liao Wenwei, a teacher from , introduced five core issues of building a community of a shared future for mankind. Liu jian, a teacher from Guangdong University of Science and Technology, summarized the experience of manufacturing reform in Dongguan. Ma shining, a graduate student of Guangdong Ocean University, proposed to establish an in-depth and all-round international exchange system between China and the countries along the "One Belt and One Road". Chen Nengjun, from Shenzhen University, submitted the paper for the conference by using the export data of China and 58 countries along the “One Belt and One Road ” as samples for empirical test. The results showed that there was a positive correlation between the supervision quality and government efficiency, and legal regulation and the export structure; the system quality had a positive impact on the export structure. According to the research on the complexity of imported productive services and value-added rate of advanced manufacturing industries, the paper presented by Liu Helen, from Guangdong University of Technology, showed that the complexity of imported productive services has regional heterogeneity characteristics for the improvement of the value-added rate of advanced manufacturing industries in 18 provinces along the “One Belt and One Road”. Huang Xiaofeng, Zhu Lingfeng and Liu Sibei, from Guangdong University of Finance and Economics, submitted papers to analyze the industrial complementarity of the countries along “One Belt and One Road” by using the trade complementarity index. They believed that China and the countries along “ One Belt and One Road ” also have certain cooperation potential in chemical industry and energy industry with the existing cooperation foundation. The paper submitted by Zhong Feng from Guangdong University of Technology, empirically tested the influence of host country’s business environment and its sub-indexes on the location of overseas direct investment of Chinese enterprises by using the panel data of 62 countries along “ One Belt and One Road ” , which is significant to promote the effective development of China’s economy overseas. Gao Weixin and Ma Shining from Guangdong Ocean University, presented papers to analyze the impact of logistics performance of countries along the “One Belt and One Road” on China’s export trade from the perspective of theory

The study found that the logistics performance of both high-income countries, and middle and low-income countries has remarkable effects on China ’ s export trade.

V. Conclusion Cai Chunlin, president of Guangdong Association of Emerging Economies and professor from School of Economics and Trade of Guangdong University of Technology, delivered a summary and excellent comments. Professor Cai Chunlin believes that this symposium, focusing on the theme of building a community of a shared future for mankind, comprehensively illustrated the inevitability and importance of building a community of a shared future for mankind, and also emphasized that it is the inevitable trend of world development and the right choice for the future of human society. The theme of the symposium is closely related to Guangdong new era and new mission“- leading the nation when building the system mechanism of promoting the economic development in high quality, building modern economic system, forming a comprehensive open new pattern, and creating a social governance pattern with co-construction, co-governance and sharing. The symposium analyzed in depth of Guangdong new era’s goal and direction , countermeasures and suggestions on the construction of building a community of a shared future for mankind under the serious situation of current global economy and finance. Guangdong Association of Social Sciences has held the 12th Guangdong social science academic annual conference consecutively, which has developed as an important academic brand in the field of social science in Guangdong province. China Council for BRICS Think-Tank Cooperation (CCBTC)

The founding of the CCBTC is a pragmatic move of us to push forward BRICS think-tank cooperation to a higher level. As an important component of BRICS cooperation, BRICS think-tank cooperation started form 2008. The BRICS summit held in Durban in 2013 announced to further promote think-tank cooperation, thus, to establish the BRICS Think Tank Council (BTTC). In 2017, China will assume the presidency and BRICS will enter into its second decade. Currently there are 8 vice-chairman level council organizations, 69 council organization and 71 individual council members in the CCBTC, with Vice Minister Guo Yezhou of the IDCPC serving as chairman, and leaders of the Renmin University of China, the Beijing Normal University, the China Development Bank, the East China University of Political Science and Law, the Guangdong University of Technology, the Sichuan International Business and Economics serving as vice chairmen. The CCBTC, as member of the BTTC, will represent China in participating BRICS think-tank cooperation and push forward the building of domestic and international think-tank cooperation platform on BRICS research. 5.Organizers

5.1 Guangdong Emerging Economies Society Guangdong Emerging Economies Society was established in December 28, 2012, in order to adapt to the requirements in the CPC report of the 18th National Congress which indicates to comprehensively improve the level of the open economy. Guangdong Emerging Economies Society is sponsored by the Guangdong University of Technology. Jinan University, Guangdong University of Foreign Studies, South China Agricultural University, Guangdong University of Finance and Economics, Guangdong University of Finance and other units, the provincial level academic group, South China of Technology, South China Normal University, University, Guangdong Province society academy of Sciences, Guangdong Provincial Foreign Economic and trade department Research Institute and other units of the experts and scholars participate. The legal representative of Guangdong Emerging Economies Society is professor Cai Chunlin, whose legal residence is Longdong campus of GDUT. Professor Su Yifan, the party secretary of GDUT servers as honorary chairman. Professor Cai Chunlin serves as chairman. The following scholars are serves as vice chairman: Professor Huang Jingbo form Zhongshan University, Professor Liu Dexue from Jinan University, Professor Chen Wanling from Guangdong University of Foreign Studies, Professor Xiong Qiquan from South China Agricultural University, Professor Huang Xiaofeng form Guangdong University of Finance and Economics, Professor Huang Heqing from Guangdong University of Finance and Professor Yang Qing from South China Normal University. Professor Chen Wanling concurrently serves as general secretary.The propose is to implement the party and state guidelines and policies, abide by the constitution, laws, regulations and social morality, devote to research, personnel training and market development in emerging economics and trade theories, including the emerging economics, trade, investment and economic and social reform and the development trend of the latest developments through the research of domestic and foreign policy cooperation, so as to provide policy analysis, decision-making report and market consulting service to various levels of the Guangdong government and enterprises specialized in foreign trade and economic.Business guidance unit: It is guided by Guangdong Province Federation of Social Science Circles, which is the member of Guangdong Province Federation of Social Sciences Organizations. Its business supervision and management authority is the Guangdong Provincial Civil Affairs Department.

5.3 Center for BRICS Studies, Guangdong University of Technology Center for BRICS Studies of Guangdong University of Technology was established in 2011, associated with the Institute of Emerging Economies. It’s the first domestic research institute specialized in the BRICS. Since its establishment,the center has achieved separately two projects of national social science fund and the national natural science fund,with over 10 projects at the provincial-department-level and has won plenty of provincial and national society level awards. More than 30 papers about emerging economics have been published,among which was used by domestic and overseas medias. Plenty of study reports have received comments and been adopted by provincial leaders and relevant departments. Emerging Economies Society of Guangdong University of Technology In March 2011,the Instisture was established to adapt to new trend reflected in the international economic situation. It is based on the superiority of the provincial key disciplines “Management Science and Engineering“ ( Dr. Degree awarded ) and its subordinate disciplines “Business Management” , and integrates the resourses provided by the disciplines and fields which are of top priorities in the Guangdong Province. Ultimately,the Instisture is devoted to researches on the trade,investment,intellectual property and environment protection under emerging Economies , the result of which are expected to make contributions to the development of the University and related disciplines.

It offers 5 undergraduate programs (economics, international economics and trade, investment, exhibition economy and management, financial engineering) and 1 second-level discipline master degree program (international business management) and 1 key research base of humanities and society sciences of Guangzhou. 5.6 Guangdong Alumni Association of University of International Business and Economics Guangdong Alumni Association of University of International Business and Economics was listed and established by Guangdong Civil Affairs on 2nd August,2014. Its purpose is to enhance the communication and association amongst alumni and between alumni and Alma Mater, which is to encourage alumni to carry forward the fine traditions-Knowledgeable, Honesty, Quest, Practice, to contribute to the development of Alma Mater, the modernization construction and prosperity of Guangdong province and China in addition to the reunification of the country and the realization of great Chinese dream of rejuvenating the nation,as a joint and non-profit social groups in Guangdong province.
