This paper examines the privatization of Lufthansa and Deutsche Telekom in order to see whether changes in enterprise ownership reflect a process of convergence in the rules of coiporate governance. While the outward form of privatization in Germany looks quite similar to privatization in Britain and the United States, these two cases show little evidence that the change in ownership is driving any formal changes in corporate governance. If anything, German financial institutions and trade unions continue to exercise distinctive roles that rest on their historical positions in the German economy. In October 1969, Bonn’s Christian Democrat-led “grand coalition” was replaced by an alliance of Social Democrats (SPD) and Free Democrats (FDP) led by Chancellor Willy Brandt that held a sixteen-seat majority in the West German parliament. Not only were the leaders of the CDU caught by surprise, but so, too, were many in the U.S. government. Presi- dent Richard Nixon had to take back the premature message of congratu- lations extended to Chancellor Kiesinger early on election night. “The worst tragedy,” Henry Kissinger concluded on June 16, 1971, in a con- versation with Nixon, “is that election in ’69. If this National Party, that extreme right wing party, had got three-tenths of one percent more, the Christian Democrats would be in office now.”1 American administrations and their embassy in Bonn had cultivated a close relationship with the leaders of the governing CDU/CSU for many years. -

The Right of Self-Determination After Helsinki and its Significance for the Baltic Nations* by Boris Meissnert I. INTRODUCTION 11HE CONFERENCE FOR Security and Cooperation in Europe (CSCE) was concluded on August 1, 1975 with the adoption of a Final Act (the Helsinki Accords) by the 35 participating States in Helsinki.1 This Final Act has been used since then as the basis for Implementation Conferences in Belgrade and Madrid. The Accords were prefaced by a Declaration of Principles in which the right of peoples to self-determina- tion is the Eighth Principle. Its formulation corresponds to the definition of the right of self-determination in Article 1 of the two U.N. Covenants on Human Rights of December 16, 1966 which have also been ratified by most of the Communist nations, including the Soviet Union.2 The international legal nature of the right of self-determination has long been disputed. -

Special CWIHP Research Report The Victims at the Berlin Wall, 1961-1989 By Hans-Hermann Hertle/Maria Nooke August 2011 Forty-four years after the Berlin Wall was built and 15 years after the East German archives were opened, reliable data on the number of people killed at the Wall were still lacking. Depending on the sources, purpose, and date of the studies, the figures varied between 78 (Central Registry of State Judicial Administrations in Salzgitter), 86 (Berlin Public Prosecution Service), 92 (Berlin Police President), 122 (Central Investigation Office for Government and Unification Criminality), and more than 200 deaths (Working Group 13 August). The names of many of the victims, their biographies and the circumstances in which they died were widely unknown.1 This special CWIHP report summarizes the findings of a research project by the Center for Research on Contemporary History Potsdam and the Berlin Wall Memorial Site and Documentation Center which sought to establish the number and identities of the individuals who died at the Berlin Wall between 1961 and 1989 and to document their lives and deaths through historical and biographical research.2 Definition In order to provide reliable figures, the project had to begin by developing clear criteria and a definition of what individuals are to be considered victims at the Berlin Wall. We regard the “provable causal and spatial connection of a death with an attempted escape or a direct or indirect cause or lack of action by the ‘border organs’ in the border territory” as the critical factor. In simpler terms: the criteria are either an attempted escape or a temporal and spatial link between the death and the border regime. -

Mancuso © 2018 Steven Robert Bellavia All Rights Reserved iii ABSTRACT Andrew Schocket, Advisor This dissertation examines the experiences of the final Cold War generation. I define this cohort as a subset of Generation X born between 1965 and 1971. The primary focus of this dissertation is to study the ways this cohort interacted with the three messages found embedded within the Cold War us vs. them binary. These messages included an emphasis on American exceptionalism, a manufactured and heightened fear of World War III, as well as the othering of the Soviet Union and its people. I begin the dissertation in the 1970s, - during the period of détente- where I examine the cohort’s experiences in elementary school. There they learned who was important within the American mythos and the rituals associated with being an American. This is followed by an examination of 1976’s bicentennial celebration, which focuses on not only the planning for the celebration but also specific events designed to fulfill the two prime directives of the celebration. As the 1980s came around not only did the Cold War change but also the cohort entered high school. Within this stage of this cohorts education, where I focus on the textbooks used by the cohort and the ways these textbooks reinforced notions of patriotism and being an American citizen. -

Standards and benchmarks are provided for science, mathematics, history, geography, the arts, the language arts, and health. Also included are standards in thinking and reasoning and an analysis and description of knowledge and skills considered important for the workplace. Following an introduction, the second section presents an overview of the current efforts towards standards in each of these subject areas. Section 3 describes the technical and conceptual differences that have been apparent in the standards movement and the model adopted for this study. Section 4 presents key questions that should be addressed by schools and districts interested in a standards-based strategy. -
